We invite our public to come to all of our meetings and speak when we have thoughts to share. Please don't mistake this onto the board as a lack of Interest. We are listening carefully unlikely taking notes. Just when you speak be careful not to identify any. Clear member of the work of any employee of the district attorney students in the district or using information that could identify somebody and please limit your comments to three minutes to three minutes is not enough time. All right moving on to the next item on the agenda is resolution 20 18-5 in support of Education funding is a resolution in support of Education funding to the level recommended by the quality education model or the qem. Dr. Ludwig. Would you want to speak to this? Sure, and I'm no though. There may be other members of the board familiar with what's being brought forward tonight essentially ospa as well as oea in and Cosa number of groups are. Working hard advocating for stable and adequate funding across the state. They have been doing that for years. And as we are moving into a new biennium budget biennium, [00:03:00] these groups are approaching school boards in a effort of solidarity and putting forward. Advocacy towards not just the quality education model but also more adequate and stable funding. So this is a resolution that was drafted by OSB a with an appeal that each School Board take a look at it read it and adopt it as a resolution. Similarly oea has also drafted a resolution asking its members to look at it and support it as a membership group and then these resolutions would go forward. To the governor's office as a collective group of resolutions, thereby demonstrating that there is collectivities across the state and collaboration in promoting adequate and stable funding as we go into this new biennium group budget cycle. Thank you, dr. Ludwig before I wrote and read [00:04:00] this resolution to the record and any discussion on this. I was wondering if. Dr. Reynolds you wanted to comment on this at all. No, I was just going to make a motion. But if you want to read it. So I would like to move adoption of resolution 20 18-5 its support of Education funding at the level recommended by the quality education model. There are. I second. All right. Thank you. The purposes of discussion I'll go ahead and read the resolution into the record. Whereas since the passage of measure 5 in 1990. The state has consistently underfunded schools and failed to adopt a means of sustainable paying for public services and whereas we believe if funding funding a strong system of public education is the best investment oregonians can make to strengthen our economy create thriving [00:05:00] communities and improve the quality of life for every Oregon Yin, and whereas we support a well-rounded curriculum that meets the needs of Oregon students. Looting art music PE Career and Technical Training and co-curricular activities and whereas we must ensure that efforts to close the academic achievement Gap and supports for students who have been historically underserved or expanded and whereas organs public schools have experienced a prolonged period of unstable and inadequate funding that has resulted in dire consequences teacher and staff layoffs program Cuts unacceptably large class sizes and one of the shortest school years in the country. And where is the quality education model has consistently defined what a high-quality educational system should look like for Oregon students, but the legislature has never provided the funding to meet it and whereas the legislature has made progress and reinvestments in K through 12, but funding momentum is fragile due to the looming costs increases related to healthcare and purrs and whereas Oregon's political leaders have embarked on [00:06:00] an ambitious effort through the Joint Committee of students on Student Success to Define what our schools can be. And find the means of sustainably paying for them and whereas school board members need to help shoulder the responsibility for making the case to Oregon's voters that the legislature needs to prioritize investing to the level of the qem to assure educational opportunity for every student in every District in our state now that now therefore be it. That the West Linn Wilsonville School District Board of Education pledges to join and support the efforts of oregonians for Student Success has campaign to ensure that Oregon's lawmakers prioritize Investments to improve the educational outcomes for organs greatest natural resource our children. discussion, dr. Reynolds, so I just wanted to. Thank you for placing this on the agenda. And I do think that this is the best opportunity in decades on and perhaps in history for assuring adequate and stable [00:07:00] funding for Education. This is one of a piece of many strategies to assure that it happens this session. And I also as I was going to include it in my board report, but I would also encourage. Anyone who cares to to visit websites, Oregon future.com in Oregon's oregonians first for Student Success.com in Grassroots efforts to urge decision-makers to go through the part of the legislative steps to assure adequate and stable funding for our students. So thanks again for putting it on the agenda. I'll just add that I had. [00:08:00] [00:09:00] I'm listening to teachers and so there's been quite a bit of research that's gone into like what's going on in our schools. And what do we need to do differently? So so I'll be supporting this resolution because I've seen how much work has gone into this and the how organized this effort is right now. you know something the resolution doesn't mention which. It could have is that you know, our our district is somewhat insulated from funding problems with not completely because we have a community that's able and willing to pass Bond measures historically, but if we ever reached a situation where we couldn't pass a bond measure or even if we could think about all the districts that. It's a it's just a shame that in order to have adequate education with even one of the sort of scores in the countries. We've got to do it with Bond measures from our community and levies right? And so if schoolers can help spur the house legislature to pass these things then [00:10:00] I'll be supporting this and do whatever else I can to support the movement. Well, I know we're ahead of the budget committee process. But I will say that we in a lot of ways aren't immune because we are funded with radm and radm wait, maybe less than others and the proportion that we get also from state and federal because of our community makes up for that. Absolutely. So we are looking into we are looking at a very tight budget even with the eight point nine seven. And the costs that are coming our way with with increases. There is also a collective communication effort coming through by OSB a Cosa oea organ promise. Osea asking each School District to create a poster that clarifies and communicates to the public. [00:11:00] What would the next biennium look like with the eight point nine seven which we would. He making some reductions even with that. What would it look like if the legislation was able to pass a school Improvement fund of an additional billion, what would that then allow us to do in terms of supporting more programs and fully funding measure 98 and then of course, what would as we think towards the qem of the quality education model? Where do we need to get to? And kind of that stair-step movement. So there is some really good Collective work going on across the state with all of these groups putting the message out to the community that there really isn't any school district immune to it. We haven't had to furlough school days in a while and our class sizes are within a range that we've worked hard to maintain. But given the budget that is being proposed, you know will be on the higher end of that class size range for sure. [00:12:00] So thank you any other comments. From revenue sources [00:13:00] successor state school funding formula property tax our local not contacts or conduction SI tax. We put this money into local government investment for is often called the LG IP. Odysseus similar summary background of the LG IP L git run by the government, Oregon Territory that hap all up there. Organization in the stage such as school Community College City County put the money into a pool together in a safe way. And then this is how it works. When you receive the money you put into the pool when you're ready to spend it you take money out of it and spend it. In August [00:14:00] 31st the maximum amount that is School District or county or city allowed to put in the fourth a49 43 million and this investment through opening on the Enterprise of 2.75, which is very good for this kind of economic. On the right hand side, you will see the set the allocation this show you how The Oregon Territory invest all of the money into the majority of this investment that they put the money into a corporate with the 52.2% And then the second highest is the territories with the 18%. This is the current investment that we have 49.3 on the top put into [00:15:00] LG IP this money we can cash out anytime. There is no maturity day. The integrate right now see 2.75%. The next one is 10 million. We put in Charter review. The majority will be so less than a month from now. We see the end of this month and interest on that is 2.18 this 10 million. I only invest in one month because we have property tax coming in with the would put Rose more than. Forty nine point three million limit that Oregon Territory allow us and I know that we have payroll expenditure coming up. So I have a little bit more than one month to invested money. So that why I choose to invest in church or review. This allowed us to earn two point one nine percent with the [00:16:00] turnout $32,000 for one year for one month into it. The next one is 1 million. This is what school district and maturity day is June 15 that Capra's 24,000 integrate own.
