January 14, 2019 Board Meeting Part 2 [00:00:00] Okay. I have a PowerPoint that's coming up as it's lighting up the screen. I just want to personally also thank the school board a written Proclamation is a very formal sounding but reading between the lines just want the five of you to know that what you do is. Nothing short of heroic and incredibly generous you all have very busy full lives at work with your families with your communities with extra things. You're asked of in terms of serving on. Boy scouts or Little League or all of a sudden being asked to be girls volleyball coach at the last minute. Just name the many things and you step up in those ways as well. As you have stepped up in this role of serving the school district in your community with all of these volunteer hours, and we asked a tremendous amount of you [00:01:00] the caliber and which this community expects you to serve. Is needs to be recognized and how you rise to that is greatly appreciated by the staff and the students in this community. And I know as a superintendent to be able to lead with the confidence and the support that each of you give is a great gift to myself and that then of course trickles on to others in the organization when we can say with great confidence our school board supports us. So thank you for your time. Thank you for being so interested in the work for being curious for being learners for being Advocates at all levels and then also caring so deeply about each student and you visit schools outside the school day and attend events. And then you also have visited schools during the school day and I've seen you kneel down next to students as they've been reading. And you've asked students what they're learning and you've [00:02:00] sat at their lunch tables and been interested in hearing about how we could make our school district better. So thank you for leading by example how you lead becomes a nested way around how the rest of us lead in this district and I look to you as models and I'm proud to serve with you and also to colleagues each of you a colleague and a friend. So thank you very much. December was a long time ago, but we packed a lot into it and I've seen a lot of you at those School concerts. They were at primary and middle and high school and on the weekends and it was fun to visit schools with many of you there. We also had another one of our first responder and School District joint meetings two of you were able to attend. Thank you chair Fitch and Reagan Molitor for attending that first responder meeting and being present in your support as well as your interest in how we continue to move forward and partnership around [00:03:00] student safety. The CTE Showcase Event at Western High School. Mr. Middle stutters retirement. These are number of other events that you've been a part of we did meet again with Western Alliance for inclusive communities and other one of our partners in the work here and pleased to hear that. There's some interest in Wilsonville for establishing a Wilsonville Alliance for inclusive communities. And I thank you director King Martin for stepping up and being eager to take that on. Thank you to Arts and Technology High School who had their amazing annual luncheon, which is hosted by parents. But also as a great celebration of community between students and staff and communities and I see several of them here in the front row we have this tradition of. Cooking omelets for people that we want to thank and December and so the staff the leadership staff in this office. We make a lot of omelettes in [00:04:00] December for Teacher Librarians and iits and everyone everyone in the operations Department. We fill this room with district office staff and also staff at Crest it's our way of thanking folks for their service. So it was a full month of Celebration and recognition. We also as you mentioned did a lot of work in December with our community around future High School possibilities, and I want to thank those of you who are able to attend whether it was the community Forum or other events that. Showcased your interest in hearing with the community felt could be viable possibilities going forward for us around high school. So we had to community public Forums on the fourth and fifth. We also did a district-wide survey that. We advertise to our listserv and our website and got quite a good sizable response that we could take as a representative [00:05:00] group of the survey. We left that open during winter break and did receive some more responses. So that was helpful and then met also with this group of 60 High School teachers. Also in December as we think forward. I want to thank Christie Thompson who's here wave Christie who was part of our high school study as a parent Wilsonville and has been such a supportive of this process. She's come to the community forums as well as long range planning committee and has been a great advocate of that work in that process. next slide. The feedback that we receive from those Community forums and surveys. We did take back to long range planning committee. They've had two meetings since then one in December and one in January. And so they not only looked at all the feedback that came in the form of if you remember we had folks right on charts as well as on paper and they could write a note cards and talk to staff. We [00:06:00] assembled all of that information put it into themes and categories of what we heard presented that back to long range planning committee. And then Andrew kills Tamar director of communications who's here? Right there in the back also did some brilliant work around looking at all of that survey data that came back through SurveyMonkey and again tabulating all of that. So the long range planning committee could see the feedback responses there later tonight. You'll receive the long-range plan in the capital Improvement plan. And then as you engage in that work session in a couple weeks, you can ask questions about any of the data that you see in terms of the feedback. We've also. In terms of that similar vein of were contracted with right public affairs because as we continue to think about not only schools but capital projects that you'll hear about tonight. We want to make sure that our communication to our [00:07:00] community has the the type of clarity and all the right information that they need we've heard often that communication is key and where and how we communicate is really important that families feel that that all. Venues of communication are being tapped whether it's social media or digital or written how we're getting messages across about the work that we're doing and decisions that you're going to be making as a board. And so this is through right public affairs. We can also go even deeper with polling and surveying our community around the. And we are meeting again. Then with that same group of high school teachers to talk further about high schools and planning forward as you're receiving the long-range plan and making decisions about approving that and looking at the capital projects were also going to continue meeting with that group of high school teachers as they take these [00:08:00] decisions and start to actualize them around the programs and the feedback that we heard in high school study. And the surveys and those Community Forum meetings. So our next meeting with that group of same High School teachers is January 30th. Just a couple other updates for you. We continue our renewal with health and wellness We are continuing to receive feedback from parents, which is helpful continuing to work with our teachers. We are providing another Community Health and Wellness Forum conversation and opportunity for community members to. To learn if they feel like they haven't had a chance to get get that overview. Maybe some folks feel. They're still new and hearing what's going on others are pretty familiar. They want to still attend and voice questions and and wonders. And then we did push back you did decide as a board push back instead of hearing plan [00:09:00] in January. You're going to hear that in February that's given another month for the community to approach you as a school board or to send us information that they want us to know we'd like you to as you continue to hear from the community or think about what you've the information you receive from us you formulate questions that you need for that meeting. Let us know particularly if it's something that staff needs to research or go out and get having some few days of notice would be great. So you will get that final presentation on February 4th for board adoption of the human sexuality plan. And then I think that's my last slide. So thank you again for your service. We're having with organizations and that's again one of our goals is number three is that we're operating in a transparent Manner and that's accessible and so we're really always very happy when people come to talk to us on board night. Your involvement is valued and appreciated the public comment time that we have now, we used to collect information and we don't engage in a dialogue a back-and-forth, but we're we don't want you to mistake are listening to me that we're not hearing you. I really believe as a parent that it's really important that we Empower our children when they have concerns and to teach them about public speaking and that they do have a voice and that they do have an opportunity to bring things forward and create. So when Catherine came to me, I decided that I was going to talk to her about the different platforms that were available and she actually brought [00:14:00] home a paper today and said mom there's a board meeting tonight. So do I get to talk about my issue? I'm Naomi nudes. And this is my daughter Catherine Libby and I am going to turn it over to her. Hello, I would like to bring my concern to the board. That kids and their schools are not being allowed to use the bathroom when they need to I've noticed it in my school other schools and many more and I would like to bring that to your attention. Just letting you know. About that. So yeah. I didn't really think this through out of paper so I only have so much to say through the mic for sure. This isn't Mike right? [00:15:00] And I want to bring that to your attention. So then you can fix it. So then other kids can use the bathroom because it's bringing problems to other kids and it's the serious problem. And I'm pretty sure adults out there that have kids that are either sitting and also on the board are also probably a little bit concerned with what I'm bringing to your attention that not being allowed to use the bathroom teachers are. Not allowing them in they're asking to sit through the conversation which is like 20 minutes or 30 minutes, which I'm pretty sure you you would want to use the bathroom that time. And it also causes problems to the body which would be kidney stones and also urinary tract infections. [00:16:00] And I think that's a serious problem and it can also in fact lead to death. I want to thank you in the district for the added sexuality plan parent meeting next Tuesday and fortunately I will not be able to attend that so I had a few questions that I wanted [00:17:00] to ask and I would really appreciate follow up with these questions. First question is why when we were told that flash material would not be used has it been cut and pasted into a worksheet that is being used in one of our Middle School classrooms tomorrow. Presumably in all of our Western World samples middle schools, since we were also told there would be consistency across all schools. I have copies of the worksheet intended for the classroom tomorrow and also a copy of the flash material that it was created from The Flash curriculum was provided at the last health and wellness standard Forum that I attended that's why I have this access to this and that I'd be happy to share it with you. Second I would also like Clarity on the process of curriculum approval and adoption and how a curriculum that has not yet been adopted is currently being taught third. I would like to share that I am not the only parent that has these concerns and not only about Flash but the content and standards handed down by the OD. [00:18:00] I have seen a petition with over 1,300 signatures of concerned parents and community members who want to delay in the teaching and the implementation of this content, but currently it is being taught and it's intended to be taught tomorrow. I just have a quick comment very similar to my last one. I had a brief and candid conversation with Reagan after the last board meeting. But I think I was expecting a more formal reply [00:19:00] to my question as far as site councils go at each of our schools. I found that information readily available on other District websites. However, I can't find one. Bit of information on the West Linn what Wilsonville School District website and so I would just like a response as to if our schools have that at each of our schools and where I can find that information and who those contacts are again. We're here because we want to work with you as you want to work with us, so I'm inviting. You to respond so that I can be part of the process. I'm here not just as a parent but a very active Community member and so this is a place where I feel like I could maybe add value and support what you guys are already doing, but there's been no follow-up or communication to me as far as that comment was made at the last meeting. I've talked to several other parents who made comments last time and they too have not had any. I understand that it was the [00:20:00] holidays. So we have we need to give a little Grace in there, but we haven't had any response to any of the public comments that were given as far as to when parents talked about behavioral issues in the classroom the health and wellness curriculum. I guess we're waiting on the delay and response that way, but just a little more responsive communication is what I'm asking for is a Community member. Thank you. Provide your address, please. I just have some more specific questions related to behavior and behavior management in the safety and hopefully. Rather than revved up emotional parents giving stories. Just some of these concrete questions. We can have a dialogue about that. So again, what is the policy on incident reporting and who's overseeing that what percentage of time is considered acceptable for teachers to be spending on behavior management versus instruction? What is the basis of that conclusion? What percentage of time is currently being spent on behavior management versus instruction? So again how we actually perform. Compared to the desire. How is that measured? How does the district Define behavior management versus instructional time is this made public and if so, how how does this compare to Best in Class? And I guess finally because we've been parents, but I also want to say that we're [00:22:00] speaking. We're advocating for teachers here question. Here is how our teachers really the boots on the ground empowered to express concerns over behavior management time versus instructional without the fear of being perceived as in any way under performing as a teacher. I'm just going to read however because we were promised at the last two meetings promised very specifically holding up. In fact the flash curriculum that we're all talking to make sure that there was absolutely zero ambiguity. That this is the curriculum that was not to be used until further comment was gathered and a decision was rendered at a future meeting of which I understand we're getting really close to so that's why I want to really hit home with emphasis on this. I'm just going to read how the flash curriculum start and then read the curriculum that was given to us is going to be taught in school tomorrow at the middle school level to our daughter. And her peers and you tell me where the differences are in this. Please prompt a person's identity refers to their sense of who they are as individuals [00:24:00] and as members of social groups people have many identities their identities might include their gender their race their nationality their sensual sexual orientation their family identity their religious identity if they have won their work or an important interest, Name three of your most important identities for example male Mexican-American gay sister Buddhist soccer player artist environmentalist gamer etcetera. That's from flash. Here's the curriculum that's going to be taught tomorrow warm up a person's identity refers to their sense of who they are as individuals and as members of social groups people have many identities. Their identities might include their gender their race their nationality their sexual orientation their family identity their religious identity if they have won their work or an important interest name three of your most important identities, for example, May [00:25:00] male Mexican-American brother Christian soccer player artist environmentalist gamer Etc. Between those two paragraphs, there's one word that's different. And that's it. So if this was the idea of the board to not have this curriculum taught it goes on and on it's an exact copy paste. So we were either deceived or there is a lot of ignorance or this was willful which I can't understand why it would be but can you see our concerns? So we as a group were told. That this was not going to be taught, but it in fact is going to be taught. So we'd like some answers. Thank you. Thank you again for coming to the meeting tonight. [00:26:00] I am a local attorney and I represent students and parents in the district. Commander may come before the board the material eBenefits one of my clients. If it does I will abstain from participating discussion or decisions on the matter without disclosing the identity of my clients. This time we move into board business. Invite, dr. Barb's Hoisin to come forward and present information on division 22 assurances. division 22 is the annual. Check and the check off. It's a list and it's a list of elementary and secondary school standards and every year by February 1st we go through and check off that we have complied with that list of Standards just a couple of clarifications and then I'm just going [00:27:00] to use this time to see if you have any questions the 53 that are listed. Have to do not with everything at with all policies for a school district or with all Oar s so this is just the elementary and secondary standards second by checking off that we are compliant. We are not saying that we are. Fully working with how we actually work with the standards that information is contained in ongoing reports to the board and an ongoing work that we do. So for example, some lists of the 53 things on things like do we have a policy for. The use of anabolic steroids that's one where there's a policy in place. It's something that is updated and reviewed from time to time. That's very different than say the one there is one around talented and gifted identification and [00:28:00] program. And that program is one that were actually in the midst of working with right now. We have updated the identification process and now we're looking at so what are the services? How is that going to be updated? That would be something that will then be reported to the school board and that would be a time to ask questions and to raise anything that you would have that you would want to bring forward in looking at that. As we work on these things, you know, we look at all ways of bringing in input from those who are working with those we have things for example around instructional hours. That's one where there's just set number of instructional hours. We submit that we comply the state of Oregon has gone back now last year and this year to us. Just checking off all 53 prior years. For that for about four years before that they [00:29:00] would focus on four or five. So for example reporting child abuse and the ways that districts dealt with that was one that for example was in place two years ago and therefore in the board memo that you received then there was much more detail about doing that. But now they've gone back to and it's part of it has been the shift to Essa is now we're looking at this as sort of a considerate of first pass to say that in terms of the practices and procedures to follow those standards. We are saying yes, we are in compliance in terms of working with for example. Human sexuality education is one of them and your full report on the how behind that will come up on February 4th. So that's just a little description of. How we work with it? Dyslexia training of teachers is an example of another [00:30:00] recent one that we are in compliance with but you will be hearing more of an update with what that actually looks like, you know School District. So at this time if there's any specific questions, I think I'll just go for that. Well, obviously there were some recent public conversation after the Secretary of State's audit on the Department of Education and it's my understanding from what you're saying that the public are public should know that when we provided the. The vision 22 assurances for those list of 53 standards for primary and secondary students schools that it is been something that we've looked into deeply and that we have ongoing conversations about throughout the year and it's not just a matter of checking a box without knowing what is behind the check. Yes, and you [00:31:00] you know, we don't go through in detail verbally or through presentation with you about each one of them which is actually why the state went to just focusing on five at a time for several years running because they realize that that would allow for periodic updates and I think there's discussion going on right now in the state of Oregon with are we going to go back and continue the check off of the list because it's presumed that. Ones that need this, you know, and I've just named two in our district talented gifted education is one human sexuality education is one that those will be. Brought forward and so it isn't just a checklist you have to document for example ones that were still in process, you know for us like last year at this time. We put that human sexuality education was one that even our year of curriculum renewal. With the [00:32:00] teacher group was not completed, so we were not I was not comfortable signing off on that. So you had a statement in the memo you received last year saying, this is what this means for this to be in process. Thank you. Thank you. Dr. Tyson, and I'm sure pitch for referring to the PPS. Audit in the organ Department of Ed audit because they did focus on division 22 compliance and it's a your report that yes, we're just asking the board to acknowledge compliance, but it's a prompt to remember that when those individual standards come up for review for us to take a deeper look and I know that this District as far more than simply checking off a box. So thank you for that information. Okay. Thank you. [00:33:00] Hi, thank you for the information. I'm curious if you could just speak a little bit to I know I've. Seen these before but it's my attention is focused on it and the greater depth this time around and so how a little bit about the process by which a standard like this might be mandated to us bioody. Like, how are they coming up with some of these things said the committee or said I'm Statewide Educators group is at the dish deputy. A combination of all of what you just said, there are committees that update for example, some of them that are really providing of. Health Services or went safety of school sports and concussions that one came about for example, when there's new information in something like School athletics where there's been medical [00:34:00] information and incidents of students safety. That would cause not just those who are athletic directors and committees that the state calls together. But also the looking a professional groups in this case medical groups with that information. And what happened with that one was there was evidence that there needs to be a policy. So then school districts were told you actually have to have preventive measures. You have to wait have a way of ensuring that. That that that happens but it comes to the state of tension. I mean, why are there 53 and not 153 some of them are rather broad categories, for example District curriculum that would involve processes that would involve statements about. That any materials have to adhere to State Standards. Then behind that there are groups that are called together to work on the every [00:35:00] seven or eight year periodic review of State Standards. When those groups work on state standards in social studies. For example, there have been there has been input from Civic groups and from college and career. Emphasis groups in ways that there weren't the last time that the social study standards were updated. So it's not just teachers or people in the field of Education around the state. It's also those in society who would influence the decisions that are made by standards. So it kind of depends on the one that the state does call together and there's an updating that goes on. Okay, so it sounds like potentially input from a variety of stakeholders or groups community members experts research is going into any one of these. Yes as each one of them merits and requires for example records and [00:36:00] reports mean there's some things around auditing. There's some things from just public information laws, all of those things would go into that one and. As those things might change or updated those might be updated. That's not going to be one that's necessarily updated in the same way that District curriculum standards are so what happens? We meet all these standards all these division 22 assurances what happens if we don't meet one of them what type of process unfold? Yes. Well, first of all you're expected to to check that it's a yes or no. No, and then you have to submit a plan which is language about what you were doing to work towards meeting that and last year. I believe I also see. You before on the tag [00:37:00] identification if something still in process, I don't check it off and say that it's done and that was one that we had found that there were some things about that that needed to be updated in terms of equity. And so that was one where we would look at that. So it's yes or no and then if it's a no they say this is this is our plan to. Work toward using it and there's also some means of cross-checking because division 22 this is sort of broad-based but we have to submit for funding for professional learning funding for title to we have to submit records of what we're doing how we're spending the money with documentation. So most of these are set up so there's also some cross-checking so I think to get at what you and with dr. Reynolds mentioned there's also. So this is there evidence that this isn't just checked off in terms [00:38:00] of the other documentation that your school district submits. I would also add to your question around you know, where where do these come from some come out of some legislation that has come from the public and dyslexia is one of those where there was a. Large movement particularly from parents around additional screenings for students that did make its way through legislation and then it's our job to implement that and put that into practice and you'll see that two of them relate to that. And so what's the teacher training around that and then also one of those Universal screenings and so then school districts began working with that as part of their. When the state move towards an interest in early childhood and just knowing the influence of the experiences children have before they come to school the kindergarten assessment was put [00:39:00] into place because of that to use that data from that required. To see so what is it the children are bringing and how are we ready to meet them? And so that then became something that we sign off on do we give the kindergarten assessment? But that's not the sum total of what we do with it or why we do. And I you know, some of them seem pretty straightforward like the Asbestos and so I could see how something like that has been handed down legislatively and human sexuality education. Obviously is a Hot Topic right now and I see that as on the list is that one? That was legislatively mandated or how did that end up? Yes, that's one that for example with most of our standards and District curriculum. Why doesn't that one fall under standardization or District curriculum? Well that one there were those three specific pieces of legislation. And one of them said that [00:40:00] every school district will have a comprehensive sexuality education plan that came from a combination of the health standards are updated every. Seven or eight years but also from medical groups Civic groups health professionals and a lot of from the Oregon healthy teen survey. For example, that information is used to look at what is the state of our students and their well-being and that data is then used and so that's an example of one where it's not just falling under. A broad curriculum or standards one? That's why it's separated out. You know, you notice you don't see mathematics that I looked for math because I thought okay. Well, you know if human sexuality education is their world of mathematics or science must be there too, but there's not specific legislation around math, you know, Aaron's law is another example of the legislation [00:41:00] that would use prompted so that a little bank for anybody who doesn't know the Erin's law. Erin's law is legislation that is and I think 39 States now and that was based on actually what happened to an individual named Aaron and it's to prevent childhood sexual abuse and so it's an example of something that's legislated where. The state said and this was coming from a national perspective that you have to educate children. You have to educate all children about how they can be safe. And there's also a component of all staff has to be educated now for example, the wessling Wilsonville School District. It's infant at least the last eight years. We've had Child Abuse Prevention and child abuse reporting and sexual abuse as part of what every employee [00:42:00] has to do every year and it's a module you take a test and you have to do that, too. You two to teach is that we're finding is to work here. So that would be one where you know, it Erin's law has those two pieces the education of children and the training for adults. If someone was interested in seeing more of the healthy teen survey results in perhaps how they informed the human sexuality education. Standards here. Is that information public? So yeah, the state of Oregon that's on the website actually right now. There's been two surveys the organ healthy teens and the wellness survey and they are going to be working at combining those two. They've been doing them every other year and we are participating in a pilot this year as our most school districts because they're trying to update the [00:43:00] actual survey what they ask students, you know, you can't just. Ask the same questions and look for the same information, but I mentioned that as an example because that had an influence on the current organ how standards and it was high school aged students or it's a grade 8 and 11 and then the wellness is grade 6 8 and 11 and it's not. Just about sexuality by the way. It's about feeling safe at school. It's about feeling as though you have friends at school. Do you have adults you can talk to its overall well-being and they're also though are at risk types of questions that are there. Thank you. Thank you board members letting me take so much time asking this. Thank you. I [00:44:00] didn't move to the next item of business was just a two year calendar and then we'll take a break. Okay, before I begin, I would like to extend my gratitude to each of you for all that you do every day for students for staff for community. It's a it's a true gift and thank you. Thank you so much for what you do. So this year we decided to bring two calendars forward and I want to alert you to some changes that happened since last Wednesday when you receive the original copy, you should have updated copies now and I'll highlight that just a little bit. But we bring a calendar forward for a year 2019-20 and 2020 and 21. I think some of the highlights would be that we do have a before Labor [00:45:00] Day start. That's kind of across the board. Some districts are going to after Labor Day some before we change to before Labor Day some years back. And has remained at least to date a popular feature of the calendar. I was trying to think of a way to do this so that it's makes sense since it's two years, but I'll just let you know that winter break is the I'll start with the calendar 2019-20 with a beginning date of August 26th for school. A winter break beginning on December 23rd resuming on January 7th. Bring break is always the last full week in March. That's I think for every District. I'm aware of its that last full week of March the last day of school without [00:46:00] snow days would be Friday, June 5th. And then we do build in three snow days at the end of the year if you see those are circular s squared off with clear color. We that's 20 1920 and then 2021 shows a beginning school day of August 31st a winter break of December 21st resuming school on January 5th. Spring break again the last full week of March. The last day of school is Friday, June 11th without snow days. And I think it's important to note that our calendars have been opened and openly available to administrators and our associations to review and in some cases. We did make such a change for primary level at. [00:47:00] Every at the request of a certified workday and so we did that in June so that you will note if you are using your packet that I had as having a enjoying Thanksgiving a week early. So your updated calendar should reflect it on the correct week. It's not two weeks long, but just one week and. Let's see. Another changes were certified work days, Friday, June 29th and certified workday Friday June 4th for primary. That was a change from a Monday to a Friday pretty minor changes there. the calendar. I do have staff who help us can the calendar for any conflicts with key dates? Holy days or Civic holiday. So we have had that reviewed and then of course [00:48:00] our calendars both years capture full instructional days on 73 at primary middle and 175 at high school with 191 contract days for teachers. We did that fast. You look puzzled salty. I am trying to understand the certified workday. It's on the amended calendar the certified worked on June 29th. Is that and June 29th? Which which here? Oh Furniture worth. Oh, she'd been May 29th. Sorry. Okay, that's that's my mistake, May 29th. Okay, I catch did these over again? Maybe it's January. All right. I see what they're spending the year for you. All right. Thank you. I just didn't know if I was missing something about what our staff doing without a doubt the more you look at these like more cross-eyed to get but I will say that we hope this is looks good there. It's not been unusual that we find days are off here and there but [00:49:00] we've had many eyes look at it how we need me anymore. I do have one question. Maybe I don't know if this came up with the when you opened it to feedback from the association's and just the idea of placement of teacher conferences and ordered to get the largest number of students there for their benefit. And then the placement of it as well for the benefit of our teachers and their schedule and one piece of feedback. I have received from a teacher after I miss the Spring conference to to travel was she kindly made that conference back up for me, but she said to me why do you schedule these teacher conferences piggyback the spring break because people take their vacations and then. As a teacher, I spend all this time making it up for them and regular time. And so it was just a question that I wanted to ask. Why do we do that? It's a good question [00:50:00] some years ago. I think maybe three or four years ago. We did we aligned at that way to try to align we had middle. And primary off by a few weeks and we heard that if we could align with middle and high with primary it would be helpful that may be one reason but and I think also to allow four weeks of full schooled by full scale school days and to alleviate but why it's placed there. I mean, there's it wasn't I don't think that was one of the things that came forward this round but. There's nothing that says we can't imagine that it's just we've done that to kind of keep primary and middle and high kind of aligned. But I think it's just middle that has a work day on the 20th as well. So you're suggesting or wondering why it might not be the week before. Is that a? Yeah, [00:51:00] I'm in no position to make a strong recommendation, but it is you know, it was just a piece of feedback that I received and it doesn't make sense. I do appreciate the Monday through Friday school week and then so I can appreciate not, you know, not moving it in order to keep that flow and we start slicing and dicing weeks too much than we're interfering with that so I could appreciate the piggybacking at all together and. Too often I hear of you know, things like this with people not coming to the conference because they're out of town or so, they just skip it altogether. So I do Wonder just about placement for maximum benefit Point well taken. Thank you Kathy. I know a lot of work goes into this including appreciate that you. That administrators have reviewed it Educators certified and classified employees and just wondering was there any comment [00:52:00] from from parents or PTA groups, you know to be honest, we have not historically put it out for viewing parents could certainly come and take of you and that's we could. You know advertise them to come do that. I learned the hard way some years back not to put a calendar out to have people come and view it so it's not taken as adopted before it's adopted. So we take great care for that. But that's a very good question something we can consider. On the governor's budget provides for 108 school year when excuse me 180-day school year. As and she mentioned in her inaugural address today as well. And because this is a two-year proposal might it be Revisited should that come to pass but 180 days instead of the 173 days. [00:53:00] Are you trying to instructional days or teacher workdays instructional days? Yes instructional days. So if I think we meet the instructional days and less I'm. Misunderstanding I mean, I think it's early to know what that means for school districts. And I know there's a group that's going to be working on that with representatives from other from school districts around the state on looking at days and how that translates into what we actually call them instructional hours. So districts actually work with instructional hours and then have the freedom to make a day a certain number of hours some districts have you know four-day school week? Because of you know where they reside in very rural rural small school district might choose to do that. But as long as we need a certain number of structural hours, so how the governor, you know is expecting that to transfer then into [00:54:00] what school discipline work with I think is still up for conversation. And of course whatever becomes determined will work with. The other thing I want to mention that I don't think I mentioned was that we work hard to break the semester so that the fall and spring are equalized for middle and high think it's eighty eight. Eighty five eighty eight days in the first semester 85 in the second semester. So we work to kind of equalize those out as well. I may not have mentioned that you teach your question director King Martin. For media is yours director Reynolds around parent feedback. We actually get that all year long. And in fact some of the reasons for why we might have some these places seven places is because of some themes that we've heard or when there has been quite a large amount of parent feedback. So for example, the conference [00:55:00] is a perfect example that we were hearing that it seemed like every week. There was something and please could you cluster either professional learning or some days together so that there wasn't something every week that felt like parents are tracking between the three levels kids at school or not at school. And so we heard that from parents and it's a work around that, you know, we've heard from parents around that. Thanksgiving week also being a week that number folks wanted to travel we heard from teachers that it felt like they weren't always having a full class of students on the Monday Tuesday and so did some different kinds of instruction and might that be a week that instead of having professional learning scattered that we could put two of those days right in that week that came from. And teachers so we do respond throughout the year as we hear from parents. And we also have a responsibility around instructional hours. We have agreements with our [00:56:00] association. So not everything is up for Community preference. Some of these are in place because of our agreements with. And parents do asked could we put it out earlier? So here you go two years with and one month earlier than last year. So and that is one of my board members. I'm sorry. I'm asking so many questions tonight. Why to I think this is my first time to do two years at one time. So I am curious about that as well as if I know we've had this conversation before but I need to be reminded sometimes and so maybe other people in the room need to be reminded of why we started this switch towards starting before Labor Day. I'm trying to remember exactly why we made the switch. It was some time ago, but I know that one of the think one line of thought is that kids are back Sports begin early. I'm sorry. Okay, it was Sports. I'm [00:57:00] sorry if I was talking over you. Forthwith when we think of it audio starts Channel hours prior. I don't know what the height is secondary level sorry to interrupt I shouldn't you finish before I jump in there. No, you're fine. It's good. We threw it back and forth for a few years and then decided to try it and I think it's stuck but one of the things that I recall and Aaron you can after down skin correct me but I think there's a piece of our kids are back and ready to go and. Sporks OFA things are starting up at that time. So it made some sense yet at the secondary level. There was a quite a bit of conversation that though as double-a actually decided they moved up their calendar when fall sports or false activities could begin and that when that pushed up many of the districts including us went back to reevaluate if our kids and we heard from our families will of our kids are already back and we're going to we have to. Wrap up our last vacation because [00:58:00] activities start up and it's not just Sports. It's any osw activities. Then we were supportive of that then the other piece for secondary schools, which we heard loud and clear was that there are a number of schedules that are based off the east coast which start a little earlier than us, and so a lot of our advanced placement testing. And some other opportunities for instance internships and some early summer opportunities for students. We heard that some of our high school students in particular. We're missing out on some opportunities that they felt. Some other local school districts were out just you know a week or two before them and they actually were able to jump on some internships and some pre-college opportunities. And so those are some of the conversations and and involvement we did that did come from students and parents as well as I mentioned the or the osw they made that was a pretty big shift for them to move everything forward. I think I think also there was some years where we had snow days. [00:59:00] And then with an after Labor Day start it meant we were getting out in some cases the very last of June and sometimes really July and people didn't like that too much. Well, I have questions and comments on calendars who now that I have a high school students. You don't include summer school on here. And I know as we're doing the transition for some of the students from 8th to 9th grade. Again, if the purpose of this is also for families to be able to do pre-planning. Those are just important dates that you could provide that allow families to do that. My second is a question. So classified staff would include instructional assistants. And is a purpose of the calendar also to provide when classified staff is we have so many different calendars [01:00:00] for classified staff. For example, custodial maintenance has their own calendar instructional assistants or student contact days. So they'd probably fit the most naturally in here, but we have a lot of different calendars. And so I think this was originally designed for parents. Okay primarily. All right. We just add to that the shift to the early start as you're seeing more of that Trend in Oregon more school districts are shifting Beaverton. I think they may have been even before us Lake Oswego think is a or before. Maybe know this is old one back and forth. The trend isn't to go after Labor Day. The increasing trend is for school districts making that shift before some districts may not do it. But there is more conversation around starting [01:01:00] early keeping the semesters equalize but also watching weather trends also when you end up then with such a long spring semester compared to the fall that becomes problematic. For National exams That Then Fall towards giving them earlier. So that's been asked for a long time from chick. We are secondary staff to think about banking more instructional hours earlier in the fall. So that regardless what the weather does we get that full long fall semester that is interrupted and then I'm delayed then into the winter which then. Delays, the start of the spring semester which becomes problematic. The fall certainly does contain quite a few breaks and then it does feel like after spraying that there's just this really long push [01:02:00] and so the I don't know what that does to learning outcomes of that dip come June but it does seem that that learning is more effective. I've said it in this room before I am a fan of spreading instructional hours out over the entire calendar instead of having this really long break with the learning dip that we see in the. I'm just for families to have working two working parents or one working parent for that matter. So thanks for answering those questions. So I see on our agenda that action is required.
