We have a number of things from Oregon school boards Association. We did it. The first item is election for the Oregon school board board of directors position number seven Liz Hartman. My intention is on all three of these that I would take a or for [00:03:00] we would take a motion. On each have a second and then if requested will do discussion. I move approval of the election of Liz Hartman to the Oregon school boards Association board of directors and I will second that and note that this is for position. After King Martin. [00:04:00] I will nominate Betty Reynolds to position eight for OSB a board of directors. I will second. Discussion. so I haven't asked to discuss this topic more in that full for a handful of reasons, but I'm the first is there's a letter that's been placed before all board members and I will not read the content of that letter into. The record at this moment in time just for the sake of brevity, but it is a letter by six past and current school board members including Dale Huggins shot Keith steel Robert Fernandez myself, Jeff Helen and Kristen Keswick, and I just ask that [00:05:00] our board secretary a pendant to our meeting minutes rather than me read it directly into the record at this time. The gist of it and in my perspective is after attending the OSB a conference where the keynote speaker kind of address the needs of diversifying our leadership at all levels of Education as well as she spoke to the need to create space for leaders to recruit leaders and to support and retain leaders. In addition to OSB a itself as Betty had mentioned through a bylaw that we have is trying to create a seat at the OSB a table for members of the color caucus and it kind of in line with those ideas is you know wonderings around we have an individual buddy [00:06:00] Reynolds who has served. Two terms already on OSB a and just wondering is around, you know, it would seem timely to create space to create opportunities for potentially other diverse leaders to step in. It's just an opportunity as well for us. We as a district value. Generating Equitable outcomes for our students and part of that is again, creating all different perspectives that have input into the education. They're really receiving at all levels of our government and ospa is one of those levels. It's out advocating for our students and by potentially choosing not to. Place Betty again onto the OSB a board, we're not precluding Betty from her activism or her ability to to share. I mean she's involved in Oregon [00:07:00] PTA and. I think the budget committee for Clackamas Community College and as a passport member of ospa ex-officio. She has the ability to attend and advocated a variety of conferences her board report. She mentioned, you know Advocate going back to the governor's office through two different organizations. Neither of which were ospa. I believe that I could be mistaken one of those may have. But it's you know, it's an opportunity to allow Betty. She still gets to share her voice and her perspective on behalf of children, but we can also create space and open up room for other leaders to step forward and also share their perspectives. there. I would like to just also offer a piece of discussion or thought director [00:08:00] Reynolds has served in many capacities on the OSB a leadership team including president vice president president elect. I do believe the legislative policy committee. And after I think seven plus years it's time after the two terms in this. Leadership position to step aside and leave space for another leader to step in. I don't know if that leader would necessarily represent a diverse Community. Although he or she may but it would certainly be space. Sometimes when an incumbent continues to run. For yet another this time would be I think a third term people who would otherwise step up for leadership. Don't rather than take on the incumbent. And so I believe that my vote will be now and that my request would be that there would be space [00:09:00] for new leadership to step into that capacity. Dr. Reynolds, do you know how much time was available to? Submit paperwork to run for position 8. How long was that window of time open for? If you recall the nomination closed September 28th and opened when I catch it may have been August sometime in August. I read this letter. I got it at 5:18 or about took 10 minutes before meeting started and it's you know, respectfully. I think it's really ridiculous. I want to commend dr. Reynolds for her service, you know, we all serve. Unpaid positions. It's a lot of work. I know these ospa jobs are a ton of work and the fact that dr. Reynolds would continue to step [00:10:00] up and do this is commendable. And so I want to thank her for putting your name in the Hat. There are new people joining the board this session and it's important to have experienced people there to help the newer people. I understand idea of getting fresh perspective, but you put a bunch of rookies in there with everyone who's has an experience gone. You lose that perspective. That's an important Viewpoint and the people that wrote this letter they've had months to recruit somebody note. He's running unopposed. It would be different if there is somebody else to vote for but they're saying don't vote for her because will allow ospa to go to somebody that's not Democratic that's not fair to the people that went to the proper process. So if these people were truly interested in diversity and bought they could have recruited somebody look this summer and said they'd wait till December 3rd 12 minutes for the meeting starts to say. Don't give her a shot. No, I just I don't it's hard for me understand what's behind this letter? It's hard to take it at its face, but I will be strongly voting. Yes for dr. [00:11:00] Reynolds returning Louis be a thank you. And I have some questions Maybe. I'm not clear. My understanding is that these are this board position is for five years. I don't I can't even find that. It's usually a two-year term. This one may actually be one. Okay, and then. when a person is running unopposed how. I'm not clear our role in what our vote does. Is it one of many. Is it the only boat maybe you can clear that up? Sure and director hides. Thank you very much for your comments. The it would be every District every [00:12:00] board in the region votes and there are 13 boards. So 13 boards will be voting on it and I know several already have it's too late. Bring another name forward. So by voting know the deadline was November 28, excuse me was September 28th to to nominate a position. So. There's just not and I would just interject slightly there that the process is not all boards vote. For example two years ago. When dr. Reynolds ran for this position. Our board did not vote. She did not put it on the agenda and we did not vote on it of the boards that choose to vote. A majority will make a decision. I will carry it. So if there's 13 boards 10 of them vote six vote Yes and. For vote now then dr. Reynolds would have [00:13:00] the position. If for some reason the vote would be in the opposite direction. We're more voted. No than voted. Yes. Then the seat is open and OSB a it leaves room for OSB a to appoint a member that is of who's on the school board within our region much like any person could nominate themselves or be nominated position? So the process for nominating a position the again the nomination process that the process is to nominate a person then the elections occur between October essentially mid-november and Memphis Ember and again all 13 districts. Boards within the region art can vote on it and director mullet or you're correct that not all not [00:14:00] all board do vote if there's a majority vote and. then whoever wins that vote is elected. So yes, there's a private if it's vacant then there is a process for killing it. It's too late at this juncture to nominate another person. for this election cycle. my observation of director Reynolds is that she's bald at levels that I couldn't be involved at in terms of her advocacy for. Things that matter to the district whether it be Revenue reform or other kinds of policy that Advance our district goals and she [00:15:00] does a on local state of all I think her education and. Are well suited for that kind of policy advocacy of levels. I concur with director hides that. there is a need for a balance on boards to have both. Past experience and wisdom as well as to have new individuals perspectives. I don't see under the circumstances where 13 boards could have. recruited and and nominated [00:16:00] others that this is the. For one or two year term to vote against this nomination. They need the Oregon School Board Association, 2019, 2020 legislative priorities and policies which is part of our materials from [00:17:00] Ocean. The first one is the finance. So update and first chart committee update the second memo is for the budget calendar. So with the first member. I just completed the year-end projection for this year. And the number came out very close to the estimate number that came from [00:19:00] the adopted budget that we have for last June. So therefore I have no adjustments for this month under the budget committee. We have to position open position number 1 and position number for each update position. Is that three years home? It has a Spire in last June 30th 2018. So therefore we need to approval from board to go out to recruit for this to new position for this position. So with that I would like to turn it over to you Jeff it format Kinder motion. Just ask a quick question weights up. So who currently holds the two positions that would be up and all right. Do you know if they're not interested in possibly apply again for the position just out of curiosity. [00:20:00] position number one is held by Trey most-- and position for by Josh taglish and. If you open them then that would be public information and they're welcome to reapply but it would be open to anyone to apply. And I would remind the board that last November director hides made a motion that we would attempt to realign ourselves with the statutory obligations of having. That terms is that three years. Yes three-year terms and also the legislature legislature requires that we. agar those that we not have all of those open at one time and that decision on how to [00:21:00] stagger. We deferred to next year 2019 when we have the three positions up again, and then we can look at how we want to attempt to comply with those two requirements of the legislature. But that this time again. Just like the long range planning committee. We've numbered and so we're not going to lose track again. And we're going to know when the three years are up. And so these two positions are set for the three years and were going forward without any further need for discussion because we already voted to do that next year. Okay, so the proposed motion is. Just my wondering with regards to moving it up earlier is sometimes the governor's numbers or the this the numbers aren't [00:23:00] finalized. And so do you feel that if we move it up you will still have sufficient information to plan your budget around. So normally in mid-may we will have another information the final information from the state. So if we have the budget on the myth the budget meeting on April 22nd, then we can have we have another mixed in after that which is in May 13.
