December 3, 2018 Regular Board Meeting-Seg3 [00:00:00] Thank you. Go ahead. Mr. Hammer. Do I continue? Thank you. My daughter had a very traumatic experience something else happened. I was I learned that at recess she got married. It's okay. That's me. I will. S because this is not something that by our policy in our rules. We allow this to be occur in public comment. We have executive session where those complaints can come but not at public time. We want to hear what you want from the board. My daughter told me. Okay. I'm going to ask that is the wrap up Ginger Finch. I'm sorry that what do you want from the board sir? I have to explain I said I'm going to share the wisdom of my daughter. I'm going to share that with. And that's a question to the board. [00:01:00] Okay. My daughter shared that she dumped someone because the person did not say or do anything in witness of what she experienced. My wife and I were struck by the wisdom those words. We implore the board and this body. Understand the wisdom of a child that saying and doing nothing under these conditions is unacceptable. I told my daughter that she was loved when she got home that she was it was not her fault and that she is safe. I know the first of true I desperately want the other two points to be true. I asked that we make sure I'm not a liar to my daughter. Thank. [00:02:00] Dana Crocker. Good evening. My name is Dana Crocker to 78227 Southwest grams. Ferry Road. I'm here tonight to talk about the health and wellness curriculum. And asked for you as a board to go beyond a parent focus group. I am here to ask that you fully maximize your potential on your board District goal of number three I so I'm here to ask that you implement a site council at each school stuff School site / the ORS three 29.7 zero for of the 21st century School. The law simply states there shall be established at each School a 21st century school council the duties of a 21st School Century Council shall include but not be limited to the following the development of plans to improve the professional growth [00:03:00] of the school staff. The Improvement of the school's instructional program. The development and coordination of plans for the implementation of programs under this chapter at this school. The administration of Grants and aid for the professional development of teachers and classified District employees and lastly a 21st century school council shall be composed of teachers parents classified employees principles or the principles designee. So I'm here tonight to only assume. That we've gone as far as have a parent focus group, but have not fully gone as far as to what the rules organ rules state. Oversight Council and so it is my desire and I think many share this desire that we ask for you to in Implement a sites Council for each School within the district. Thank you. [00:04:00] Janet Daly. Hi, I'm Janet Bailey 206 five five South West 98th Avenue, you know as I sit here and I look at the front and I see all of these boys and girls and smiling faces and I and I read think of the children first. So what I'd like to talk about is the health and wellness program. Comprehensive human sexuality education was landed in and promoted by UNICEF and recommended by Oregon Department of or of Education Oregon considered the program and was [00:05:00] successful in the legislation in grades K through 12. I'll be LGBT agenda in an effort for others to help others has a law and I say has the log on too far in 2008 laws were proposed in Oregon giving. giving protected rights to individuals based on sexual. Orientation. has the second has the sexual orientation anti-discrimination statutes to require all of the LGBT and Ren's transgender indoctrination and public schools gone too far gender transition for minors School encourages. Schools and courage [00:06:00] minors to change their identity their gender. The transit transgender issue has promoted in as promoted in schools grade grade level has raised the awareness for gender Clarity endorses transgender for children, it promotes risky medical procedures for. He's me. My eyes are watering procedures for minors with. Miners school health clinics when did schools become social service agencies? There may be consequences. Undermining the relationship between [00:07:00] Children and Families when who decides what medical and medicines minors should be given and ingested. Safety of Cena T's in classrooms are their real are there really exemptions? For exposing children's to obscenities in Reagan. Regan I'm going to encourage you to go ahead and let the board know in writing if you have something further because you three minutes is up. Okay, then I will just finish here. Okay. isolating children child pornography as a uniquely. Which is a very uniquely tragic and destructive criminal offense now our children are being exposed to pornography in a very different [00:08:00] way comprehensive sexual education now taught in K-12 K through 12 classrooms is a far cry from what we experienced in the 80s. So. I see the board. I see the chip the parents here. All of this is being done in the public schools and the parents are here because they don't like it. We object. So we ask that you consider all that's being said here. Thank you for listening Margarita kike. See my face. Hello, and thank you for your time this evening. I'd like to introduce myself as I spoke with several you several of you on the phone and at the November board meeting. Thank you for just welcoming us for having a community that is open and that we all collectively work together because I think we do have the same goals. We just might have some different opinions on how to go about [00:09:00] those. I my address of 60 1:09 Cantor Lane in. And this District serves nearly 10,000 students with approximately 4246 children spread across nine incredible primary schools. We come together representing all of these schools on behalf of all of these students and we ask for your help and support to increase the awareness. And make necessary changes to create safe learning environments for our children. They shared about specific examples of what that classroom environment looks like and Carey Show shared about a need for accountability responsibility and communication and how important that is in that. We're truly falling behind. I think Eric's main message was that violence is happening and it's not acceptable. It's not we don't want to stand back and watch and just tolerate. There's we're not going to send our kids off to school with a hustle and bustle that we all know of getting them ready getting him. Dressed having say we love you. We hope you have a great day now. We're having to add on to that statement and go if you see a chair Throne duck, if you're if you're a teacher asks [00:10:00] you to put headphones on because you're being distracted. Go ahead and do that when you have to evacuate the classroom, will you please let me know. These aren't shouldn't be normal morning conversation. I told my children every morning to be an impact player to love your fellow students to listen to learn to be a leader to be able to lead by example, but now we're having to equip them much differently should not be in our required morning dialogue as you just heard from two other parents the culture of the community in the classroom environments have changed not that long ago students were expected to they were expected to maintain positive behavior in the classroom to create and support strong learning environments that was expectation currently children are being rewarded for. Behavior in classrooms by having access to Common Corners which are causing toxic and then safe learning environments. I'm sure there's some positive aspects of that but there's a lot of children that are using it to misbehave if I got rewarded for speeding. I think I'd probably speak more just be honest. I always get a ticket so we follow rules. There's the without rules without regulations without boundaries that Causes Chaos [00:11:00] and that is the current culture of Elementary and primary classrooms. We believe the West Linn school would District was the most evil school district has strong policies in place. Safety and Security to protect our children during major emergencies and natural disasters. These are the unexpected events that we're taking action on to ensure safety for all students and thank you. That is clear. We really appreciate that. However, what safety procedures and policies are in place to protect our students for the major Behavior changes happening in classrooms daily last time I spoke about the tax the throat the chairs that are regular occurrences children being evacuated from their classroom at staff and administrators. These are the kinds of events that we can prepare for staff teachers and administrators are aware and need to be equipped to handle these situations more effectively. There are multiple policies in place that state that the students are that the district is responsible for conducting themselves properly the. Into responsible for conducting themselves properly in accordance with these policies and that the authority and responsibility is on the district for each student at the school during their regular day. We just ask that the administrators [00:12:00] truly do hold that responsibility with the utmost respect we have to request as we come together as a community one quick to can I it's one statement one to currently report policies that are in place to hold administrators responsible and state that what is what is happening in these classrooms needs to be. It needs to be documented so that because right now currently we have many parents that have gone to the elementaries and that we go what's being documented. What are the incidents reports and there's zero. So how do we know that the policies in place are effective and to to it immediate increase in communication from staff to parents. Thank you so much for your time and the balls. I can't read your idea. That's all right, Randy Moss 1 9 6 [00:13:00] 9 9 son Circle. I was at the last health and wellness meeting we had last week and it was a great meeting and I got to talk one-on-one with some of the staff and the group and afterwards we were told some stuff about Flash and particular and the 80% of the curriculum is out of a book and then the 20% needs to be abetted still and flashes part of that. I look around the board. I see your District goals and I see number 3 and it says upright and accessible and transparent Manner and the meeting seemed great is seem like it would be transparent then the next day. There was a posting on the website giving a recap of the meeting and I don't think it was a meeting. I was at because the recap was very vague and left out all the stuff. We talked about Miss Fitch when you gave a recap tonight, that was very well done. And and that's what should have been on the website. So I encourage in the future that when you have meetings that you include not a lot of detail because there wasn't a lot of space [00:14:00] but a little more detail and when you call it health and wellness, there's probably a lot of people in our community that think oh that's cool health and wellness PE and health and nutrition if you call it sex ed you'd have three times the people here tonight then you do but you don't do that. So if you're if you're more transparent, I think you'd have the public input. Probably more. Maybe that's good. Maybe that's bad. But I think the end result would be a huge benefit for the kids. And then when you as board members review The Flash material and particular if you look at the resources page when my kids were in school and they're required to do a report at the end of the report they have to give their resources and if all the resources are from one subject or one issue, And they're not spread out throughout the entire Spectrum. The teacher will return it and say this needs to be redone. If you look at the resource page of the flash curriculum, you'll see I think there's eight resources and all of them are pro-gay pro transgender agendas. There's no [00:15:00] CDC. There's no medical reports. There's no psychological journals. It's all very very biased and where they get their information. Some of it but there's one page which gives the definitions which is actually probably a pretty good page. But the rest of it has role-playing and activities and things that there's no way that a objective board saw that and thought that the public is that is going to look at this and say a subjective and and then we were told at this meeting also that their state mandates and this stuff has to be done and is being held on by the state. Well, that's great. I understand State mandates and there are laws that come that way and we do have to follow state and federal rules. I understand that but the ORS rules also talked about site councils. Those are also State mandated and they're not being done in this district. And if that if the health and wellness standards have to be mandated by the state the site councils also do so as was mentioned earlier. I definitely second what was mentioned earlier about the side councils and having one at every school is an awesome idea. There's [00:16:00] plenty of parents are willing to do it to my knowledge parents have given 0 input in this in this curriculum. And to me that's kind of embarrassing that I great School District, like this would not allow parent input, but I was not told that any parent input at the meeting and tonight. There's been none brought up and someone said the flash stuff was not being used. We were told it wasn't being used in middle school, but it was still on the table for high school. So I would encourage strongly that that flash be tossed out and that site Council be set up with public members with student or with students do sure but with parents, especially. So that they can review and find out what's being presented to our kids. Tiana game. [00:17:00] My name is Tiana Gates. I'm one four seven one Vernon Street hustling. I'm just going to be really quick and in echoing several of the people that have brought up. My main point for the board is asking for the communication transparency echoing Dana Crocker. And within the wellness obviously that's been brought up several times tonight. And it sounds like there is more discussion in the site councils being reviewed. I'm asking the board to make sure that we are working towards a better transparency with parents whether if it's all of our Communications limited to the school board. Website and nothing is being sent out an email or coming from principals or any other sources parents are missing it and we need to hear me. You have that transparency and better as you have that would be my request [00:18:00] of the board is as your furthering this you're asking for a vote and. December or review in December for vote in January. That's a very small time frame to be able to get any input from parents. If we're not receiving any communication. It's having to go strictly from five people who knew about it at a word of mouth to pass on it's not feeling transparent. So that is my request unfortunate. Great, bro. I don't. My name is Amber Craver. I live at two one seven nine Center Street. We are very new to West Linn. And so last year we were just trying to survive and relocate and this year. I've gotten a lot more involved in being on the PTA board at Trillium Creek and volunteering a lot more at the school and. As I've been there I've seen [00:19:00] so many disruptive behavior. So I just wanted to make sure that I wanted to go on record and second what Kerry has said about keeping our school safe. And also at Margaritas said because in asking the teachers to document I would like to say that do the teachers have time to document. I know that you know my. One of my students teachers gets 35 minutes a day to herself during the class time and she's told to document the behaviors that are going on in class and that's just not enough time to be able to continue with their curriculum and be able to document behaviors that are being seen and experienced. I didn't know all of this was going on. I didn't know the board was meeting tonight. So I really didn't have anything planned, but I do want my voice to be heard because in talk just talking to my daughter today. I found out that she's being evacuated. Sorry children are being evacuated from their classroom, and [00:20:00] I had no idea and didn't my daughter. I'm sorry when I talk to. My child I have to ask specific questions to know what's going on and I'm just not told from the school as to what is going on and to be to find out that I feel like my child is unsafe is very very very disturbing to the point. Where. I'm trying to figure out how to keep my child children safe at school because I do have three at Trillium creaks. Oh. Anyways, I would just like to Second like Kerry Marguerite said about safety in our schools because I do think it is very very very important and this day and age. Thank you Karen Iris. [00:21:00] Anyone else who didn't sign up who was anticipating speak? Identify Yourself by name and giving your address, please. I am Daniel micheli. Thank you for allowing us to speak. I live at 2 2 0 0 0 Southwest Rye beer Elaine. I have two children and the schools and I'm just going to quickly mention because I haven't heard any talk about it yet speak about the Potential Threat that happened at Athey. I would like to say that I have spoke with a couple staff members at the school district. So I have gotten some factual. I guess I could call it information. The rest of what I've been given has been full rumors assumptions, which I don't feel safe as a parent to be able to make the call on as my child safe at school. One of the main reasons is because I really [00:22:00] don't know what. The word used in the letter that was sent out to the parents that day, which I really appreciate that. There was a form of communication was that there was a conversation that was what the word was used for why the cops were called to the school. That's very unsettling for parents. Want to get a call from a friend saying that there's been word of. Shooting mentioned and schools in the word School mentioned in that there's a police officer now in someone saying oh, there's potential that our kids are going to be we're being called that they're being released. They're allowed to leave the school if they want so they could text their parents to come pick them up very confusing. So what I'm getting out here is what I've heard a lot in other parts of what's going on the school with the health and wellness. Is also with the situation transparency as well. I would have loved and in still. I'm still [00:23:00] waiting to hear what the facts are of that day. And I've not not only for Athey I've missed could be a room or two because I've only heard about it through people in the community that something happened at Rosemont as well that day that again is even more concerning and so. I have to be honest and say I was concerned to send my kid to school today because. I don't know. I don't know what's going on. I am reaching out today to ask for more transparency more honesty more facts so that we're not going as parents and Community Based on rumors. We're going on based on what you know and us working together. I will do anything that I can as a parent to be a part of the school district to make it successful to want to want to stay a part of this [00:24:00] community and not say I wonder if I should homeschool my kid. I don't want to homeschool my kid. I want to be part of this community. Thank you. My name is Kimmy Rucker. I live at that 2 4 2 9 Woodhaven Court. I wasn't planning to speak tonight. I'm a very involved parent at Stafford and we've had some big kids go all the way through there now in college, I volunteered and been super involved in the schools in the classrooms. It blows my mind sometimes with how much I'm in the school how much I still don't know. So I guess I too am going to speak on transparency primarily tonight. I'll talk about the health and wellness stuff. So I just printed out. Off of the [00:25:00] State website kind of the basic standards kind of the outline of what would be taught to my second grader and my fourth grader and I was just looking through second third fourth fifth because that's kind of what's coming up and I guess you know what I would request and ask as we you know hone this. Tactic in our curriculum and stuff is you know, there's some pretty big buzz topics that you know are pretty personal to people in their homes and when their child would hear that and how they would hear it and what would be presented and what slant would be on that. So I guess you know, this is super vague, you know, and I understand that it's just a you know, Overview, but when the time came and my second grader my fourth grader, we're going to get taught, you know about sexual and reproductive health and about, you know various different kinds of sexuality and stuff that that a more complete outline would come to home to us so that we could maybe talk about that with them first [00:26:00] or we could even if we wanted to opt out. So I guess that's what I'd be asking. Thank you. Thank you for coming. Thank you for sharing. Thank you for listening and know that. all of us have parents all of us have children or grandchildren in the district and we. Understand what it's like to be a parent of kids and we want our kids to be safe. You want your kids to be safe learning environment and we know that we're having some Growing Pains as we are implementing our district goal three to be more transparent and to communicate more and we're in a time where. We have things that concern us for [00:27:00] the safety of our kids nationally and locally and we appreciate you growing with us through those this time and to continue to communicate with us. Thank you. We are I am. A local attorney. I represent students and parents in the district of matter make him before the board the material eBenefits one of my clients. If it does I will abstain from participating in discussion of decisions on the matter without disclosing the identity of my client Rhett the consent agenda. Is there a motion? I hear my board members asking for a break. So let's make it quick if we can make it if we can make it five minutes. I appreciate [00:28:00] that. Thanks
