September-9-2019-Regular-Board-Meeting-segment-2 [00:00:00] For reports here for you. Good evening board. Nice to see everyone again. It is my pleasure to invite Miss Laura nappy up and as she's walking up. I just wanted to share. A few highlights of internship program that she has worked so hard on and as our intern District internship coordinator what we've consistently heard from students that graduated are two things one man. I really enjoyed our my internship that I was able to try through the summer during the school year a day a week a month, whatever that look like and that was really helpful as I thought about what was I interested in and then to we also here. I never either took advantage or had an opportunity to be a part of an internship and we started working on this mid-year last year. We're able to hire Laura who has been phenomenal for us. And when she does is provides this lays on in this [00:01:00] really gracious Relentless pursuit of relationships with businesses and great people like yourselves who have connections and can link us up. With businesses and Community Partners and one of the things that this internship program has done and will continue to do is to continue to link and serve as that partnership as we think about our continue our CET courses and needing different opportunities. I think Laura's Vision in our vision to support this program matches that and so we've asked Laura to share some highlights from a very busy. Time since she was hired to an amazing summer, and I don't want to give I don't want to take any other thing that she's going to share. So thank you Laura for joining us tonight. Thank you for having me here. So I was hired about 11 months ago. And I really wish that I had an opportunity in high school to test drive a career. I actually didn't get my opportunity [00:02:00] until I was in college and I was a zookeeper intern. And I decided I did not want to be a zookeeper. So I it's really important an internship to test drive that career in high school is such a great time to do that. So the purpose of the internship Pathways program is for high school students to gain work experience. They can build transferable skills, like communication skills teamwork skills. Also to explore a potential career path and many of those career paths are linked to CTE courses in high school students earn high school credit and also they can earn optional CCC credit as well. So this summer looking at the numbers so 41 students were placed in internships and 22 of them were in District. And nineteen students were placed in the community and I'll provide some examples in a moment of those [00:03:00] 41 students seven of them elected to take it for college credit as well. So the course it's a dual credit course called Career War work exploration 181 next. So I'm going to show some pictures. Japan a picture of some in District examples and there were two students placed with the bridging Pathways program at Wilsonville high school. They were instructional assistants and they helped lead activities for incoming Freshmen. Jacob was a photography and internet Crest Jacob had already taken to photography courses at Wilsonville high school and was thinking about pursuing that as a career. So Crest opened up that opportunity for Jacob and here Jacob is working with Corey costin who is a professional photographer Cory Mentor Jacob during the internship. [00:04:00] Pressed also hosted Environmental Education interns. That's my background. So I helped Mentor some students who created lessons for Club K, which is with Boons fairy Boons Primary Elementary School, they have camps so they LED lessons and activities. Also, Westland High School hosted a robot for robotics camp. They hosted some interns who led lessons and activities for eighth graders about engineering and Robotics as well. So there's some examples of those are some examples of in District opportunities, but we also had many Community Partners host interns and that was really a big part of this last year for me was helping Foster those Partnerships and that's going to continue to be an important ingredient for this program in the future and will also support the third height of the [00:05:00] next high school as well. So the city of Westland Parks, they hosted to photography interns who documented different Westland events. And those are going to be used for their promotions. This picture shows an intern who was a social media intern at the Clackamas River Basin Council and here Ali is presenting to the board of this nonprofit organization her suggestions for how they can increase their Outreach efforts to at a high school students. So that was a board of 21 people that she presented to you. So I was really impressed with Ellie also the Clackamas River Basin Council the next picture. Shows to environmental science interns who collected water quality samples at the Clackamas River and those samples were sent to the state for processing about pollutants in the water and they had lots of fun doing that as well. The Clackamas Workforce [00:06:00] partnership. I don't have a photo for this one. But there was a Communications intern who developed Communications materials for that nonprofit organization. The the picture that I have up right here at Metro native plants entered. They hosted three students to learn about Horticulture and how native plants are grown in a nursery and how that's used for regional restoration efforts in our natural areas. The Oregon City Farmers Market hosted Katie. Katie is interested in many different career paths, but was thinking agriculture might be one of them. So she actually worked alongside the farmers market director to learn about how the farmers market is managed and she also LED activities about local food for kids that attended the market. The Oregon Institute of Technology, they hosted five [00:07:00] engineering research and turns this is a picture showing the interns in this professor's solar energy lab so you can see the solar voltaic cells kind of in the background and so they learned about different solar energy testing techniques. And this picture shows Emily who was a video and photography in turn Four Paws Animal Shelter. She's actually talking with a professional photographer Nancy steel to learn about Nancy Nancy's career path. And then this last picture shows Hannah who worked at the Wilsonville Public Library as a photography intern and he or she's taking pictures of it. They'll different Library events and those photos are going to be used for promotional pieces in the future. So as you can see Partnerships have been an important piece of the internship program. It's going to continue to be important you have so many connections and I'd love to hear your ideas about [00:08:00] an organization that might be willing to host interns. So my contact information is up on the screen, but I also left my business cards and let me know if you have any great ideas and I really appreciate you letting me be here tonight. So if you'll just stay up here because I think we might have some questions and comments and just to get us started. I just want to remind folks that you know, two years ago and Kristi will remember this when we embarked on the superintendent study of around high schools and what how do we kind of move into the future over and over again? We heard from students about. Course options and opportunities was one category and how they can be relevant and expanded the second category was how to think about the school day and the schedule and the flow and how to be more flexible with that around jobs or leading up to the third area was internships. And so we heard loud and clear from our students that they like to test drive [00:09:00] or get opportunities while they're in high school as they think about the connections then to their coursework feels more relevant as well as experience in the field and getting to know others. So out of those findings those three big areas. Came, then the creation for Laura's job to get things going in each of those areas and you'll hear more later this evening as we think about what's happening so far with the high school renewal and where are we now since that superintendent study, but. Here's where we are with one part of that and that's Laura and her remarkable work and just getting in there was never position like this before and she's getting in and she's moving it to places. It hasn't been so I'll leave it now to your questions and comments. I'll or thank you for talking today a couple questions one is I see in here that six of the 41 students disappeared. They didn't have positive experiences and I'm wondering if there's an exit process there. And is that just [00:10:00] kids who realize they didn't want to be zookeepers or was there actually something wrong with the are you referring to the summary report? And yeah this 41 students who had taken part. Yes. And you said. We're not 35 said that they enjoyed it six of they didn't enjoy it and I'm so that's six were mostly enjoyed it and there were no students that said they did not enjoy the experience. Okay? Yes. Perfect. Thank but I think some students for the mostly enjoyed it. I think some students it was test driving. They might not have enjoyed the experience overall. And do you the sense of what the demand is for this and right now 41 kids are getting if we had unlimited internships. How many kids would want to take part in this? You know, I really don't have a great sense right now. It is I did not have to mark it very much for those 41 students. I was just kind of testing it out to see what my capacity was going to be. So 41 was a good start, but I could see I have a vision that it will expand and [00:11:00] become bigger. And that there is demand for it. Okay last question. I know one of the challenges with internships, I'm sorry unpaid internships is that students who have lower socioeconomic means can't afford to do unpaid work during the summer. They have to work at there any plans to eventually bringing a stipend for certain students so that everyone can take part. So right now we're kind of a discussing that with an equity lens and how we can bring this opportunity to all students and that's still under development how that might happen. Okay. Thanks. Thanks for being on. No problem. I do I have a question. I chew did an internship during my first two years of undergrad and decided that the field I thought I was going to go into was down for me and changed my major. It looked to me like most of those out of districts opportunities appear to be governmental or nonprofit have how does the pride the role of Private [00:12:00] Industry work with this program? Yes. Yes for this last year that was kind of my focus was the nonprofit organizations and government agencies. I felt like at this time they would be they seem very willing and this year. I want to extend that to businesses as well to include them. I actually today I met with. A doctor who is willing to host its she's a pediatric doctor. She's willing to host an intern so she's in a private business. So that's kind of my goal for this year is to now. I tested that pilot and to now extend that to businesses as well. Again, thanks for being here, and I'm super excited. I would have wanted to take. Pardon when I was in high school, we talked about internships when we were. [00:13:00] During my campaign. I. Okay. What am I doing? Right on the microphone? Just stay right there? Okay. He said that he you know just felt like. The business community in Wilsonville was really excited about internship. So just that encouragement to which I'm sure you've probably already making those connections with our Chambers of Commerce and I saw I also met with the Clackamas the workforce and so I saw that and to had that conversation with her about partnering with the district to do internships. Oh just thinking those are great Avenues our businesses. He's the. Like our business Community was ready to go. That's great. Yeah. [00:14:00] out of it with a. I think that I'll thank you. Population also how we're incorporating this with our talented and gifted high-school students who have already been identified and to those students and those families. And that has not happened yet. So that is an excellent suggestion. All right. Thank you. He's thanks for being much. Thank you Laura. [00:15:00] Thank you, Lori. Well, I have the next brief report here as well. And I'd like to talk a little bit of a as a follow-up to our conversation that we started in June as a board and as with District staff, so since June are the staff has been reviewing some policies. As well as reporting procedures and this review has been a thorough review of our districts complaint process and reporting procedures and not just what the policies and procedures are but really how it plays out in in the lives of our secondary students and through that review. We were able to have a fantastic chance to meet with some of our high school students who are able to articulate this very well and and their passion and. Clarity was is was and is inspirational [00:16:00] and we were able to meet with them a group of district office team was able to meet with some students at Westland High School this summer who I'm smiling at because there happen to be in our crowd and you will hear from them very shortly. And they're saying yes, very shortly. That would be nice. Thank you for for hanging for public comment. But one of the things that we were able to do is to hear what they were thinking and hear what from their voice and perspective what students were saying as well. And so as we work with our student leaders, and we talked about how to make an awareness campaign about reporting and around our Clarity. What role do we play in it? What do you what do they need? What do we need to do to get out to our secondary students in particular. We looked in August. We reviewed our existing policies again and discussion with our leaders. We made some revisions to our rights and responsibilities. Which actually goes out to all students and families and some additions that were made [00:17:00] were made to do to increase Clarity and for specifically students in reporting concerns and the additional language and you can see it in your board report, but it basically states that we want students to at any point. They can report a concern to a trusted adult teacher counselor or administrator. They don't need to file a formal complaint to report that concern but. Really? We just want them to talk through talk to someone we kept we heard a little bit of not wanting to jump through a hoop or some other avenues. And so really we want to be crystal clear with students and with our staff around how to report a concern and so that additional language went into the student rights and responsibilities, which will subsequently be put into updated student handbook. That students in the high school level and the Middle School levels will see as well as included in all updated district-level Communications [00:18:00] and we are thankful for Andrew costumes work and support and making sure that all of the Avenues of information can be clear for for everyone. This also includes work with our Erin's law. Lessons and we are going to commit to a continued process of understanding and listening for how our students experience in this. And so we will be closely monitoring this at the secondary level and we had asked we wanted to bring this back to the board as a follow-up from our June conversation. I think that was it on my part doctor. Blood work or if there are any questions, and if not, we I know we have a public comment coming up afterward. I just want to say that what precipitated some of this was just some events at the high school and then also some courageous students coming to our board meeting [00:19:00] in June expressing where they felt their needs being heard. But also where we were falling short and where they felt there was a gap in Clarity for them or communication and then we put together an action plan. And I get emailed you some point in June that action plan that we were going to work through but it was going to be one that involved our students. Where did they see as falling short? Where did they see the Gap and communication? Where do they feel the concerns are adults could feel like we've got all the boxes checked. But if it's not working for students it's not working. And so they graciously met with folks as dr. Downs met mentioned this summer and. They'll be speaking at public comment and they're going to do a great job of sharing with you some of the outcomes of that. But at this point if you have any questions for dr. Downs or me, or if you'd like to wait until after they've shared that's fine as well. I had a question I want to first [00:20:00] thank dr. Downs and dr. Ludwig for doing this. I know dr. Reynolds last meetings was kind of her outgoing wish was to make sure this happened and so I'm really happy to see that you guys follow through in this is happened. So thank you to both of you for doing that. My question is just with respect to the students rights and responsibilities. Is that updated document available online? And if so, where would I find it on the website? Yes, it is. It's located in several places. But right now we've moved it to the drop-down under Community Information. And it's also under safe and welcoming schools. So we've got it in several places. So mister kallstrom. You see it? Okay. Thank you so much. Thank you. Thank you. All right, I'll move on to public comment and then we can revisit discussion if you like afterwards. Oh, yes later in the agenda. When we are going through the policies would [00:21:00] be another opportunity. If you have questions then to link all this to policy, so. Thank you. All right. So I I believe we have all three students here and if he were you wanting to all come up together because that's. Totally great. If you'd like to do that, and then I would just ask that before you speak if you want to give your name, that's fine. And then we've got your address here. So I won't have you repeat your address on the record. Good evening everyone. My name is Cameron villagomez. And I've been working with a group of students as well as adults. That are part of feminist club and other inclusive clubs [00:22:00] at Westland High School toward creating inclusive and accessible tools for students who need want to be educated on the reporting process for both sexual harassment and sexual assault in school in this journey toward creating inclusive. We have decided to make two different pamphlets one that specifies how to report sexual. In given it's a draft and we have also created another pamphlet that specifies how to report sexual assault. Both of these pamphlets pamphlet swallow a pretty similar format where we wanted to focus on four different things. The first thing is making the reporting process very clear on the first page. You will see that we have the reporting process and very big. As well as the steps that come along with that. The second thing is definitions. We [00:23:00] wanted to make sure that students know the definitions of both sexual harassment and sexual assaults, which you will see on the second page the third thing our resources. So hot lines names of counselors contacts for counselors anything to make students feel safe and the fourth thing. Is keeping our verbiage and language very inclusive and safe. We don't want to have adverse effects with our pamphlets and make students feel unsafe. Hope so our goal with these pamphlets is that every staff member and every student will have access to it, whether that means putting it in counselors offices putting it in every classrooms. We hope that will do whatever it takes to make sure that every student has access to it. Ultimately, we hope to set a precedent for other schools in the district. Probably maybe even other [00:24:00] districts if that's possible and really just work towards creating a safe environment where students are educated and have access to how they can feel safe and how they can report if they choose to do so. With that. Thank you so much for listening. This is really important to keeping our community safe our students safe. So, thank you so much. Hi, I'm Audrey lipsey. I'm president of and I'm one of the people that was meeting with dr. Downs during the summer and conversations and think I've been to a couple for me. I just wanted to walk through the presentation that we're going to be doing for the teachers. Hope you all have a copy. I just going to go side by side slide. Let you guys know what our plan is for how we're presenting that to them and just kind of a general overview of what we're doing right now finish the pamphlets almost. No not [00:25:00] right now our next top. So our first one sec. The last three pages are the pamphlet draft that we have right but it's still getting completed got it finished. I can email. Yeah, we sure our first slide for the presentation is titled a reminder and it just has the basic definitions. I got these off of the district website. They're just basic definitions of harassment assault just so that the. They all know it but putting us on the same page I'd is at all talking about harassment with student. The basically students need to have that conversation. It's teaching, you know, they're teaching their class math social studies. What is still opening that conversation opening that pathway so that people feel more [00:26:00] coming to their teachers and telling them like hey so-and-so is doing this. I think I'm feeling uncomfortable making sure that they know they can talk to their that's that's kind of the whole point is 20 and I need to have this conversation. I'm point so that they know and feel comfortable talking to you about it establishing rules and expectations for students so that they can't say or really mean like I didn't know that I wasn't allowed to do that making sure they. Aren't allowed to do what's appropriate in the classroom. And what's not appropriate. That way there can't be that accidental like whoops. I didn't know because they do not know specifically address harassment saying the word harassment saying the word of salt so that students won't be afraid to use those words when they come to a teacher or an adult or a counselor to report something like that. It's important to use the words and not shy away from them because it can ultimately make the student feel. Teaching how you feel comfortable teachers have their own [00:27:00] teaching styles, whether that's having just an open-ended conversation a PowerPoint a paper a fun flowchart. It's whatever they feel comfortable with. I don't I'm not a teacher. I don't know how to do it. It's just like they should find a way that makes them feel most comfortable in the situation. The next slide is titled student examples of harassment. So basically, I just wanted to give ideas of the kind of stuff that's considered harassment that you see in a classroom. It's not anything violent or aggressive. It's little things that slowly can add up over time and make the classroom less of a safe learning environment and more of a battlefield where you're constantly trying to see where my Escape is when does class in so that includes talking about a person's body of seen jokes joking about asking for sex that kind of stuff. Idol is if you hear it say something our advisor for feminist Club is mr. Muniz. [00:28:00] but at this point in the presentation. up and just let teachers know what he does because mr. Mooney is classroom trying to. in a way that doesn't disrupt it. Spot or freak out. It's an appropriate way to do it context is achieved before punishment is deliver and he. basically students are scared to stand up. our in the classroom because they're saying something can have a powerful effect and prevent other students from. Accidentally or on purpose making someone feel. and checking in with the recipient. [00:29:00] Classroom but none of them are or feel unsafe. So it's important to get. The next slide is titled demo exclamation. I led a. And in that I had students write down their experiences fault and then whether they were willing to and I took the ones that had to do with harassment ending on we're going to type them out and share them with anonymously completely anonymous. The other with teachers so that they actual stories. Of things that they've actually classroom just to make it more like this. That are going on in the real it's happening. And these are people that you don't know who they are, but they're here and they're real. So that's what that's kind of there. And the whole point of [00:30:00] it is to read that student example, and then what would you do like as a teacher? What would be your and then discussing how those approaches? Effective why maybe they wouldn't be the best for that circumstance that kind of brainstorming ideas. The next slide is how to address different types of harassment. This is something that approaching as a person who isn't old courses. I'm not that well versed in it. I'm just a student but I do think it's important. I'll but we are thinking about connecting. I'll switch has a. Salt and having their input for future. And finally ending with every student may have addressing something before it happened. You're gonna harass someone that's not what it's for. It's it's trying to prevent through [00:31:00] education. I'd the whole point of about harassment. To not harass people on accident on purpose given the education too. the ending with your teacher not to do they're not scolding them for things that they. so that's the power the power point. Within the next couple months. Yeah any question await? No, we're gonna do. And Audrey, you're presenting that to this the Westland High School staff. So when I want to thank principal Newman who's here. He also was part of meeting in the summer and has been very actively engaged in to and supportive of the students and it's working to set this up so students can present to their teachers. [00:32:00] Hello. Yeah, okay. Hello. I'm Maya Moses. I was also working with them but over the summer I was working full time. So I have been a little bit of a disconnect. So awesome to hear about your work with them. This is our current update. So now looking into the future what we still have to do and what we're working on right now. He's we plan to draft a website to put onto like not a whole website for like a link on our current School website where we wanted to be easily visible and accessible on our current website and you would like to put all the resources I have we've talked about that we've made on their digital copies more hotlines the updated rights and responsibilities that we've made and the North Clackamas sexual harassment procedure because. Perfectly set up in as perfect step-by-step guidelines already. And then also another project. We'd like to work on in the future for our school are posters with Statistics and information [00:33:00] about sexual harassment in schools just to bring more awareness like we were talking about in our awareness campaign and then as Cameron mentioned before a school-wide announcement about what the materials we've made so far are and where they can be found. Thank you very much. Maybe maybe just linger for a moment to see if we have some comments or questions from our board. Oh, I know it's probably comment time, but maybe you could stay. I thank you or something. We could cut we. Won't allow you ladies and to return to your seats and then the board members May raise questions or wondering but them. Figure out how to get that communication to you outside of this meeting. Thank you. Thank you chair Molitor. I was I was struggling to figure out how to do that. So, thank you. Thank you to you than anybody else who worked on this [00:34:00] this could this work could not come soon soon enough. So it's very urgent and vital. So I respect the work that you're doing. I must say when I read the slide about the demo and I saw that real life examples were going to be used. I got a little nervous and then when I heard you explain did in fact ask for consent to share those examples. Paired with the teachers. I was much comforted. I'm sensitive to the fact that sometimes. We inadvertently replicate trauma when we talk about these things and so I'm just really reassured that you're sensitive to that and that you applied even your principles in the development of your program. So well done. I just had a comment probably for [00:35:00] dr. Downs or dr. Ludwig. I just found that. They were leading us through their work and their examples of what they had just done. I was kind of seeing these little bit of Nexus or through lines with the internship dialogue. And as I look at this, I'm like, oh my goodness. This is like a public service announcement really detailed a lot of time and energy and it just makes me think like. What other topics are there out there that we could utilize our students to maybe help us formulate and put together to educate their peers in a very thorough well-thought-out way on not just the subject but potentially others it would be exciting to see to once this project has reached its completion how we might be able to share that with other districts just as members of the school board we go to conventions every year where. School board members gather and they're discussing, you know successes in their schools and learning about how they can do better in certain areas. [00:36:00] And I mean there's there's lots of opportunities where we could share the work of our students with others so seems like there's Partnerships there. All right. there. There are no other public comments. So that concludes the public comment portion of our agenda. Thank you, and we will now move on to the consent agenda. Do I have a motion? I'll move that we adopt sections A and B of the consent agenda. second thought. All right. It's been moved and seconded. Is there any discussion? All right, would you please take the vote? Dylan hides? Hi Christie Thompson. Yes, Megan Molitor. Yes Ginger Fitch [00:37:00] Chelsea King Martin. I. All right. Next on our agenda is a presentation from our business office. And dr. In this session we will go off. In front of juice either Financial summary that capture all funds. They report answer to question the first one interrupt you just fill are you I don't know if the mic is working. Is it okay? I'm sorry. Okay, thank you. Now in this session, we will go over the four individual government opens protest in front of juice is financial summary report for all fund dick report. [00:38:00] This report will answer to question. The first one is what is the digit first rat? And where the money coming from so very much like people come to you and say how much money you have and where your money coming from Saudi proportional Russ that adopted budget. We have a total of one hundred seventy nine point two million. That's the money that we have. The second column is the current projected with a based on the current information that we receive from OD e based on. Sa schoon fund and by on information go and on Singapore atop the bar chart until the current. So the adopted budget we have a toad horn up one hundred seventy nine point two million the current [00:39:00] project that we have 180 1.2 million. And where the money common form the money coming from four sources. 57% come in from General punch 11% or eighteen point seven million command form special Revenue. Seventeen percent or Thirty one point two million coming from Death Services and 5% or 9.5 million coming from Capital project. So this is a very general information that could turn around. So now I'm going to go into the detail information for you. So by now, I think every at Birth you're very familiar with fixed format. This is general fund their General funds account for the majority of all educational and support function of the district [00:40:00] such as day-to-day activities and fun all administrative and operating expenses. The only difference between Dickman report compared to last one report is the beginning pan balance. Last month or based on the bar chart, we will estimate to have about a million carry forwards from last fiscal year into this fiscal year. But now 98% or 99% of our expenditure already capture in the book and it's dedicated that we have about seven point six million estimate of carry forward from last year to this year with is 447,000 less than what I was anticipated when I did the budget back in March. Another items that different [00:41:00] indicted for compared to last reports is the salary a salary has been increased because large report we restore back all of their classify fde and 11 license fde. Last one in our guests, we erase or back another four point two licensed fde based on the increase in the enrollment and the medical need for the student. So therefore in total on WE has been restored back 15.2 lies and fde and all classify afte now dad. And then along the actual shape that payroll cost also pick up. What does salary increase so with the beginning fund balance go down and the expenditure in salary and order pair of benefits go up. It leads us to graph in [00:42:00] our estimate for ending fund balance. Last month's report we estimate to have 6.1 million versus about 5.3% But now we only have five million which is about four point three percent of ending fund balance. This one is just a graph for those who visual so you can see the comparison between the adopters versus the current projected. The top is revenues and the bottom is this furniture. This R is for little part in a special Revenue special Revenue Source can form their own immediate. Local and state and other this are a world of financial assistance to our school district to help carry out the puppet purpose of support this special Revenue also [00:43:00] provide a actor level of accountability and transparency to our taxpayer because we telling them exactly where the money going to do. so under special Revenue. We have a total of eighteen point seven million the adopted budget and yet to the protector see the same. 12% of the special Revenue coming from local sauce local Source such as extracurricular. This is the money coming from high school and success utility current Medicaid administrative climbing and CTE Grant. 22% of 4 million command prompt are around sauce. This is a majority of this money's it belong to title 128022023 title for ideea, Columbia Regional program your translation program and. The nutrition services with it a national school lunch program and prosperous are Tyrone and type moment from that fund [00:45:00] a spider USDA. And other was a 48 percent or 9 million this order was it when we did the budget a lot of question coming from the board member or budget committee or Community member where what makeup do this order with a six-point a million coming from named that carry forward from year to year and then turn over a million coming from student body fun. Dick report focus on deaf surfaces. So this fund account for the accumulation of resource and payment of General on long-term depth such payment for principal and interest on our Geo Bond. 81 [00:46:00] percent of twenty five point three million of that it coming from Death fun with it to pay for 2003 Bond 2015 and the current the reason 4.5 million Bond proceeds that we just sewn on August 20th. Helper ual status 5.8 million or 19 percent that is when we chart a Peril we have to allocate about seven percent every single dollar aside to pay for our unfunded liability. That that is positioned between the adopted first chat and here today protection is 110,000. This 110,000 is. When we adopt a budget, we estimate that our deaf services for [00:47:00] 4.5 million Bond proceeds will be is about 1.8 million. And then when we saw that in August that only come out to 1.69 so that way there you see 110 dollar different here. This is our Capital project this phone account for the Financial Risk resource used to equate or conduct major Capital facility of project the adopted budget and a year to date bread protection is the same nothing different. We have borne 2014 7.2 million or 76% and. 24% or 2.2 that belong to conduction aside tax. [00:48:00] But that's all I have on the financial report. So if I'm open for question before I move forward to another subject. questions. Dr. Downs can answer it. Are we still going to have the funds from the 2014 for bond in November? So if you if you remember, we just welcome to address. We just also went forward to sell the 4.5. We had authorized but still have a need to spend that so that creates a new Bond a new loan that we've created. That's the remaining. So that's four [00:49:00] point five and then the remaining that we still have out of that to finish some of the projects. And if I understand are you asking are we still spending 2014 Bond Monday monies while we're. Applying for yeah, yeah upon already how to spend it in plain and I think we already start and spending it now. I can provide you with a detailed information on how we plan to spend that. Yeah. And the other question I have is related to million dollar deficit on the general. They're gonna run pan. It not deficit at NIH at the formula. I would think in the current project that with a 1 21 [00:50:00] point a - oh, I've had one 19.7 minus one twenty one point eight so it could plus the quantity of 2.1, but that's it 2.1 see more than the adopted budget band. Now that's this is a birth chart of thought on what chart that we have. So the 121 common form we have if I if you add up all of the beginning from bottle and pour reserved and an of the current Revenue that will come up word 121 million. So my question is. And are we anticipating more money from the state offset those salaries or indeed we're expecting to drop our ending fund balance to almost like this. Yeah, we we don't. [00:51:00] Dropping to 4.3 by adding additional FTE. Then the last month when we reported. We were at 5.30. Once we saw back 11 license after is and but in August we've resolved back or point to additional fde based on enrollment increase and based on the medical needs for students. My understanding was that we were doing that because of the passage of the legislation last year. So what a last legislative session so what am I missing those monies haven't come through yet, but they're spending into our. Har ending fund [00:52:00] balance in Reliance that come next school year next budgeting wheel. Those monies are coming from the state 21, correct? Thank you. And I think I had that same question and dialogue last month. So I. That's this is an ending fund balance that is less than our comfort zone and what we had discussed there was there was some Physicians we just felt we needed to hire in this last month. One of those is another nurse we have on the rise students with even more medical conditions than we knew beginning the school year we have also on the rise. Students in our district with diabetes and Insulin needing support and only a nurse [00:53:00] can supervise that so as we got starting into the year, we realize we need one more nurse. So that's one FTE and watching some of the class sizes again is late enrollment and students. Keep coming the week of some class sizes that we felt. We just couldn't. Carry through the year without attending to so .6 at each high school and then another two teachers at our primary schools. So we realize that takes us below what we been comfortable with that 5% We're also hopeful that money is coming. If the capital bond does pass. There's some relief there in terms of what we can even do mid-year. With some positions that could offset some of that but really just feeling that we needed to get those positions in place for our community and for our students [00:54:00] anticipating resources are coming on the horizon. Had one question as well. So and I might have missed it. You might have said it but as we are breaking. All the income sources down which category does the local option proceeds fall within our local sauce here. It is under local Source Point 1 million. That is the local option and property. That's okay. Property taxes about thirty nine point eight million and local doctrines is about nine something million. So they send a local Source fifty two point 1 million. Okay, and that's a combined both. okay, both both the yeah the set one [00:55:00] and then. The local option itself and you're estimating that the actual within that then local option somewhere around nine million for this past 9.6. Okay. Thank you. Okay, Dylan, one more question. I know we're working towards a resolution to be voted on tonight is that time sensitive and I'm asking that because. I'm not super comfortable. Like I think I've ever really good grasp on what I'm being asked to vote on. I'd like to sit down with either you dr. Ludwig and talk about some of these things. Is that possible or do we have to pass this tonight? That's stone at possible. The reason we can talk about the resolution. So normally in the history of our school district, we submit the resolution for trend for appropriation in June during June for mixing that during [00:56:00] tuned for mixing. We only have guesstimate expenditure. That we come in so that y it children number when we have auditor present information on December the audit present that we objected for the last few years has been violate the budget because even though in June we submit for the resolution to do the appropriation transfer, but it's only based on the estimate number. That is the appalled can. And best guess on all based on the history that then when the actual expenditure come in July and August that post for the June because the the scone out on June 14 2016, but all of the tone invoices. Suck a scone and the secretary did not come back to school until August 12 to take care of this [00:57:00] invoices. So therefore in June when we represent the resolution, we don't have the actual number to really ask for the permission to say. You know, we overspent indicator Laurie and we need to move money around order to balance it out. But according to the Oregon budget law if we overspent by 15% we must have the permission from board member to move the budget are out in order for us to not violate a budget.
