To serve on the School board are students, and so one of the highlights of our formal meetings are the student speakers who come, and I know that this week this meeting we get to meet them. But I think we're going to begin just with the introduction by Dr. Sprints Ryan. 9 00:01:31.640 --> 00:01:46.269 WLWV Board Room: Certainly one of the highlights for me is that our students as well, and our amazing administrators who support our students. So I wanted to bring first up here Principal Kelly Schmidt to introduce our student from Wilsonville High School. 10 00:01:51.840 --> 00:02:17.159 WLWV Board Room: All right. Well, good evening, Um. Dr. Love with the School Board. It's my pleasure to introduce you to Eli Sievers. Eli is a senior at Wilsonville High School, and he's part of our leadership. Group. He was also involved in leadership last year, so he's got a really good pulse on the school, and it's just really shown a lot of commitment to making sure that most of the students have access to a broad range of activities. And so 11 00:02:17.170 --> 00:02:18.090 WLWV Board Room: you I. 12 00:02:20.330 --> 00:02:33.919 WLWV Board Room: Good evening, Dr. Ludwig, and School Board. As Ms. Schmidt had said, i'm a part of our leadership team as well as our Student Council and our lacrosse team. 13 00:02:34.740 --> 00:02:41.749 WLWV Board Room: First I wanted to say Thank you for giving me the opportunity to talk about some of the exciting things that are happening at Wilsonville this year. 14 00:02:41.830 --> 00:02:53.880 WLWV Board Room: So far the year has been great because it has felt so normal compared to the last two years especially so it's. It's felt great to come back to a Normal School year. 15 00:02:54.020 --> 00:03:03.250 WLWV Board Room: Teachers have been great with greeting students with very welcoming activities and getting to know you games, as you can see in some of those pictures and images 16 00:03:05.120 --> 00:03:24.780 WLWV Board Room: and overall students and teachers have been dedicated, and planning and preparing some of our favorite back to school activities which include freshman Orientation Fall Sports Club there, homecoming. First kind of starting with the freshman orientation. You can see one of those images our link crew, 17 00:03:24.790 --> 00:03:40.080 WLWV Board Room: which is a group of upper-classmen with great leadership skills. They are tasked with guiding freshmen on kind of learning what it's like at high school and kind of what it is to show wildcat spirit. 18 00:03:40.790 --> 00:03:51.550 WLWV Board Room: I'd also like to talk about our fall sports, which have been going very well. Our football team has won their first two games and our other fall Sport teams have shown great success as well. 19 00:03:52.170 --> 00:03:59.520 WLWV Board Room: And then, more specifically, I want to talk about our leadership team, which has shown great dedication and 20 00:03:59.530 --> 00:04:12.830 WLWV Board Room: um already great work. This year they have been working on the Club Fair, which is happening this Friday, which will give some of the students opportunities to look at some of the clubs that our school has to offer, 21 00:04:12.890 --> 00:04:25.160 WLWV Board Room: as well as sports and music programs. And then we're also working on homecoming and making sure that we create inclusive themes and activities to enjoy that week. 22 00:04:25.180 --> 00:04:42.760 WLWV Board Room: Um! And then another event that is coming up is our curriculum night, which is very exciting, because parents will be able to come into the school for the first time in the past three years, with no more Covid regulations, and they will have an opportunity to meet with teachers. 23 00:04:42.770 --> 00:04:46.359 WLWV Board Room: Um and kind of gauge their student schedule. 24 00:04:46.840 --> 00:04:47.490 Um 25 00:04:47.500 --> 00:04:56.150 WLWV Board Room: overall. We got a lot of exciting things happening this year, and I'm very excited to be able to share it with all of you. Thank you so much. 26 00:05:01.980 --> 00:05:10.990 WLWV Board Room: Thanks so much, Eli, And now we'd love to bring up Principal Trevor Mena and introduce his amazing student from West Lynn High School. 27 00:05:15.370 --> 00:05:32.999 WLWV Board Room: Thank you, Jennifer. Thank you. School. Board it's my pleasure to introduce Sky. Gilms sky is a senior with us. She is our Asb president this year, and it was really excited to see our asb leaders on the first week of school 28 00:05:33.010 --> 00:05:49.290 WLWV Board Room: bring together a whole student body for class meetings with a real emphasis on pride, on school pride and rebuilding kind of our community and inclusivity of it. And I'm really excited to see Sky in that leadership role this year, along with all of our 29 00:05:49.300 --> 00:05:50.359 WLWV Board Room: There you go. Okay, 30 00:05:51.300 --> 00:06:05.390 WLWV Board Room: Hello, everyone. I'm. Good evening, Dr. Bledwig and School Board members. My name is Gyms, and I'll be serving as Westland High school's Asd. President this year. I appreciate the opportunity to share with you what is happening this month at Westland. 31 00:06:05.400 --> 00:06:23.279 WLWV Board Room: Our first views of us on have been super successful. There's a really positive focused feeling in the building. We're excited to be back in school, and can't wait to see what this year brings. On the Friday of our first week back. As Mr. Mel. I mentioned, we had School Board meeting first class meetings in the Performing Arts Center for each grade. 32 00:06:23.290 --> 00:06:31.199 WLWV Board Room: We started the meetings by reviewing the Westland by selling it together. And then, as we officers discussed the many ways that students can stay informed, 33 00:06:31.290 --> 00:06:39.640 WLWV Board Room: get involved in school activities and make positive contributions to our school community. Our administrators and councillors got to speak to each grade as well. 34 00:06:39.730 --> 00:06:44.090 WLWV Board Room: Next Wednesday, September the twenty first. During lunch we are holding our annual cooker, 35 00:06:44.100 --> 00:06:57.849 WLWV Board Room: at which we showcase Westlands amazing clubs, organizations, and teams. Students will have the chance to get information from club representatives and explore their opportunities, and then families can talk later that evening to all the reps at curriculum night, 36 00:06:57.860 --> 00:07:11.779 WLWV Board Room: all of our sports, all sports, as in the top corner you can see football. We got our first football game since two thousand and nineteen at our brand new stadium, which was super exciting along with volleyball boys and girls, soccer, 37 00:07:11.790 --> 00:07:24.629 WLWV Board Room: cross-country, cheer, varsity lions dance and unified soccer all their seasons have started and there have already been some really fantastic games in matches. We're looking forward to seeing what all their seasons bring 38 00:07:24.640 --> 00:07:36.430 WLWV Board Room: the cast for a fall. Musical Matilda. The musical was announced last Thursday, and we're really excited to see the show in this November, and of course we invite all of you to join us to see one of their performances. 39 00:07:36.440 --> 00:07:55.609 WLWV Board Room: Preparations are underway for our big homecoming celebration on September thirtieth. Hatred will be decorating a port in a different Disneyland theme, and we will have dress of days chosen for each day of that week. On the thirtieth we'll be having an all school. Have assembly in the stadium in the morning, and then at all ages, cornhole in the new Commons after school, 40 00:07:55.620 --> 00:08:03.870 WLWV Board Room: and then we'll crown our senior royals during half time, and have our homecoming spirit dance in the gym right after the game. It's going to be a great day to be alive. 41 00:08:03.880 --> 00:08:26.380 WLWV Board Room: On the afternoon of but Wednesday, September twenty eighth. Our metric club will be holding an event with food and activities to celebrate Hispanic heritage month. Looking ahead to busy October. We're already starting to plan for breast cancer, awareness, week, teen driver Safety week, and this Year's powder, puck, waffle, ball tournament, and I can update all of you on those next month. When I see you. Thank you so much for your time. 42 00:08:32.640 --> 00:08:50.260 WLWV Board Room: It's going to be a great year with Sky and Eli coming and reporting to each month. Um, But we also have another high school on the Horizon Riverside High school, and we don't have any students enrolled yet. So ah, Principal Nick Shapen is going to come and give you a brief update about Riverside 43 00:08:53.390 --> 00:09:01.500 WLWV Board Room: Board Superintendent Ludwig. My apologies i'm not a student, but hopefully one soon. All right. 44 00:09:01.620 --> 00:09:18.480 WLWV Board Room: We have a lot happening at Riverside right now, and I would love. I could probably spend an hour talking about it. I will do that. But if you guys want to reach out and set up an appointment with myself or Kerry, who is our interim assistant principal. Please feel free to do that, and I would love to talk where we're at and what we're doing for planning at Riverside 45 00:09:20.120 --> 00:09:26.789 WLWV Board Room: I mentioned. This is Kerry Wilhelm. She's an interim assistant principal with me. It's so nice to have somebody else to talk to you 46 00:09:26.800 --> 00:09:36.209 WLWV Board Room: and to plan with and connect with it's fantastic. So, as you know, we're planning on opening the fall of two thousand and twenty, three, with ninth and tenth graders, 47 00:09:36.220 --> 00:09:53.989 WLWV Board Room: our school colors black, gray, and purple. You guys saw some of our logo work last year, and we're finishing up some of that branding and hopefully have that out soon, so we can have a full suite of branding Logos, who we are at Riverside and start to continue to get that out in the community. A couple academic highlights I wanted to share real quick 48 00:09:54.070 --> 00:10:06.030 WLWV Board Room: as Riverside will be a comprehensive program, comprehensive high school. I want to take a second to talk about Iv International Baccalaureate is kind of will be one of our anchors academically at Riverside, 49 00:10:06.040 --> 00:10:14.429 WLWV Board Room: and we're looking at it, and a little bit of a different lens where we want to be an Ib. For all school. So all of our students will take an Iv. Course 50 00:10:14.440 --> 00:10:33.229 WLWV Board Room: in their high school career. There's another pathway for students if they want to take multiple courses and and they can get college credits for that somewhat like Ap. And then we have the diploma program, and that is kind of what Ib is known for It's that big program, Junior and Senior year. They're working towards Iv D diploma. That consists, of course, work one hundred and fifty 51 00:10:33.240 --> 00:10:48.279 WLWV Board Room: community service. They do a research project and then a theory of knowledge class that kind of sums it up, and The other program that we're really excited about is our career program, and that is an Ib program that ties into our Ct pathways where students would go through a pathway. 52 00:10:48.290 --> 00:10:58.919 WLWV Board Room: Take two Ib courses and do kind of a theory of knowledge class for their pathway, and graduate with that certificate as well. So hopefully a lot of entry points for all of our students at Riverside 53 00:10:58.930 --> 00:11:24.430 WLWV Board Room: couple things about those Ct pathways. The business and marketing is coming along. Planning is coming, going well. We're financial literacy um intro to business marketing plans. And then our whole capstone hope is that they're building their own business and writing a plan for that, and getting an opportunity to do so, and and have some guidance around that. We have a lot of students that are doing some amazing things right now in regards to doing their own business. Um! So how can we come alongside and guide them? 54 00:11:24.440 --> 00:11:54.299 WLWV Board Room: Ah, health, occupations, health, career, survey A. And P. Professional skills. Um, and then our goal is for certificate programs. So we'd love to see a dental tech program, a farm tech medical assistant um, and then kind of Ah, A. C and A would be also a capstone pathway for a student. In that program. We have a really exciting partnership, hopefully building with Bridges Park, which is just down the way they're doing a build your own from C and A to nurse, and our kids will have an opportunity to be a part of that program. So if they graduate with their Cia 55 00:11:54.310 --> 00:12:12.889 WLWV Board Room: and A, they can work on that, they'll pay for them to work on their Cna, too, and they'll pay for them to work on the in our senior, so that'll be like something that they'll apply to and compete for. But a really cool opportunity, along with all of our students being able to be in the hospital and do some different types of labs walk Throughs job shadowing, And So that that program's coming along one hundred and fifty, 56 00:12:12.900 --> 00:12:14.810 WLWV Board Room: and then construction and architecture. 57 00:12:14.950 --> 00:12:36.689 WLWV Board Room: Um! And we're excited about this we're really working with Ccc. To build a pre-apprenticeship program that students over the course of two years they would earn their pre-apprenticeship certificate as they graduate. Ccc. Does not have a program like that So we're actually working with them to write a grant to hopefully have that in place when we start. So some cool things happening with some of our pathways. And Ib and i'll turn it over to Kerry 58 00:12:39.180 --> 00:12:55.209 WLWV Board Room: all right, and part of being a comprehensive high school we know the importance of our co-curricular activities, And so we've been working on planning and working with our agencies on that. And so, first off we're really excited about being able to offer athletics at Riverside High School, 59 00:12:55.220 --> 00:13:13.249 WLWV Board Room: and those will be Osa sanctioned sports. We will be starting smaller, and we'll be starting likely at the Jb. And freshmen level especially because we're starting with ninth and tenth graders, but those will be based on student interest and facility of availability. And so really planning to grow as we grow 60 00:13:13.260 --> 00:13:27.620 WLWV Board Room: Also, we will have visual arts program and a performing arts program, and we're going to try to do some unique things there. So continuing some of that great work that art tech had with that rock band some screen printing 61 00:13:27.630 --> 00:13:51.810 WLWV Board Room: um, really focusing on some Tv and film for our performing arts. So taking that um performing and visual arts, and kind of putting a twist to it to make it unique for Riverside. And then also those student clubs that are designed by students created by students that would align with our cte pathways as well as just student interest in general. We've had a lot of students already, say, and they want some E sports clubs and that sort of thing, 62 00:13:52.720 --> 00:14:22.519 WLWV Board Room: and we have also been doing a lot of work with our community outreach and events. Um. And so about uh end of August uh Nick sent out a principal survey or principals letter and a student interest survey for students who would be interested in um coming to Riverside both next year, but also in future years. And we've received about two hundred um responses to that of students who are interested. If ten have said yes for coming, as well as some who are just like me, 63 00:14:22.530 --> 00:14:36.300 WLWV Board Room: Maybe we want to learn more. So we're really excited about those results. We have visited almost all of our middle schools, and talked to the staff about Riverside and what we're doing there, so that they can share with their students and families. 64 00:14:36.310 --> 00:14:48.389 WLWV Board Room: We've also started last week was our first one, but we've started visiting Middle School lunches, and so Nick and I hung out at Ac Creek last Thursday, with a bowl of candy that was gone in like two seconds. 65 00:14:48.400 --> 00:15:03.379 WLWV Board Room: So we'll continue to do those middle school lunch visits to reach out to our middle school students. We've put a few videos out, thanks to Andrew and Justin in our Communications Department, one on Ib. And one on some of the bond work and some of 66 00:15:03.390 --> 00:15:33.360 WLWV Board Room: the work with our logoing that Max and Kyle did so. More of those will be coming, and then the biggest announcement is on September twenty, eight that we have our first community event, and so everybody is welcome. Everybody is invited. Ah, it's from six to seven, thirty, and it's at as the creek, which is where Riverside will be, and this event will be one where you, as community members, we as community members, will be able to come together and really talk about the purpose and identity of Riverside High school. So we would invite all that 67 00:15:33.370 --> 00:15:40.690 WLWV Board Room: attend and thank you so much for letting us present, and we hope to have a student to present to you soon. Thank you. 68 00:15:46.970 --> 00:16:01.909 WLWV Board Room: Welcome Sky and Elijah, and you are always welcome to stay as long as you want it, and you do not have to. There is no shame in leaving when this portion is over. So thank you for being here. 69 00:16:03.550 --> 00:16:29.640 WLWV Board Room: All right, we will move on to recognitions. An introduction of new District Principals department of teaching and learning is that you, Dr. Len, would. You know I can get it started. But, um! What we thought would be great is for the board to meet our new principals, as you'll be interacting with them with their school work. Friends, when you come later in the fall. Um! Getting a chance to put a face to a name of who and has been writing those beautiful letters to the community and meeting with families. 70 00:16:29.650 --> 00:16:39.049 WLWV Board Room: And so I don't know if you pulled straws to see who starts, but we'll have primary, middle and high. And so, David, do you want to go first? 71 00:16:40.460 --> 00:16:43.070 WLWV Board Room: Maybe I've volunteered you already. 72 00:16:45.820 --> 00:16:47.850 WLWV Board Room: I love to go first. 73 00:16:47.860 --> 00:17:07.670 WLWV Board Room: Um! It is my honor to introduce to you the new primary leadership. It's a very special time for us, because our team is highly invigorated by having five new members on the team, And one of the things that's fortunate about this introduction is, I can describe some of their attributes. 74 00:17:09.400 --> 00:17:10.790 WLWV Board Room: You you you give. 75 00:17:10.800 --> 00:17:13.069 WLWV Board Room: I might. I might have to take one back. 76 00:17:13.150 --> 00:17:23.970 WLWV Board Room: Yep. But to a person this team that the leaders are compassionate, courageous, visionary kind, smart, strategic, 77 00:17:23.980 --> 00:17:36.270 WLWV Board Room: and it's truly an honor to to work with this group. We had our first primary level meeting last week, and I was looking at the team and thinking, This is the top notch team, 78 00:17:36.340 --> 00:17:54.910 WLWV Board Room: very proud that that these people were joined our team, so i'd like to introduce them to you first. We have Melissa Haw! Oh, I should tell you. We have people who came up through our system. We were working here last year. We have people who we wooed back from other districts because they used to work here, and then we have one person who came literally from 79 00:17:54.920 --> 00:18:13.890 WLWV Board Room: all the way around the world to get here to start working. So first we have Melissa Hall, who is the principal of Stafford Primary school. Melissa has worked in addition to lots of teaching experience also at Stafford, and was the instructional coordinator with Sarah Mccartney for becoming principal this year. 80 00:18:14.160 --> 00:18:15.959 WLWV Board Room: Next we have Nope. 81 00:18:19.480 --> 00:18:36.599 WLWV Board Room: Next, we have Nicole Miner, who is the principal of willamic primary. Nicole has worked as both a learning specialist and a teacher for many years in our district, and then served with Patrick Miner while she was the instructional coordinator of the Lammet, and we're thrilled that she is taking over the help. 82 00:18:41.240 --> 00:19:07.820 WLWV Board Room: Next we have Jules La Perry, who is the principal of Sunset Primary school. Jules also worked as a teacher in our district, and then was an instructional coordinator at Cedar O, and then also led the Um online program during the pandemic, and after that saw a leadership position in Lake as we go, and then we lured her back to be a principal here at sunset. 83 00:19:12.660 --> 00:19:30.940 WLWV Board Room: Derek Porter also taught in our district. He taught at Willamet, and then he moved into being an instructional coordinator at Boons Ferry Primary. And then he also sought out an administrative leadership in Oregon City, and we wooed him back to be the principal of Bolton Primers, 84 00:19:34.950 --> 00:19:53.590 WLWV Board Room: and finally, Greg James Um, who has served as a principal in our administrator in the Bethel School district, and then took his whole family and moved to Central America. And then, most recently Africa. Was it Zimbabwe Kenya, 85 00:19:53.600 --> 00:20:02.270 WLWV Board Room: before um deciding to move back to his home in Oregon, and he is now the principal of Beckman Creek primary school. 86 00:20:06.260 --> 00:20:21.220 WLWV Board Room: So they've all been working incredibly hard to learn their new schools and to learn their new communities. Um! And i'm just thrilled for you to get to know them more when we meet it for them to share their work, plans, and further throughout the year. So thank you for giving me a chance to introduce them 87 00:20:29.100 --> 00:20:31.290 and Dr. Soyson. 88 00:20:31.300 --> 00:20:38.669 WLWV Board Room: Yes, um, Sarah Mccarney, You can bring people with you if you want. But would you stand up and come forward a little bit, 89 00:20:38.950 --> 00:20:48.190 WLWV Board Room: as Sarah is not a new face to us, you know, having been a teacher, she was the instructional coordinator at Muhammad, 90 00:20:48.200 --> 00:21:16.769 WLWV Board Room: and then she's been the principal at Stafford Primary, and one of the things about Sarah that she's bringing to middle school is just her deep, deep sense of teaching and learning, and she knows what fifth graders can do, and she's been reminding us of that. She was one of the principals who took the lead in looking at mapping math curriculum to look at. What are we doing? How? What more can students do? 91 00:21:16.910 --> 00:21:31.940 WLWV Board Room: She has looked deeply at reading instruction as an instructional coordinator. She was looking at. What are we doing during reading time with guided reading and small group work things that are really coming to fruition now, 92 00:21:31.950 --> 00:21:52.610 WLWV Board Room: and Sarah is a real systems person. She is very systematically looked at supporting students and having systems of support in place, hearing so far without asking that her organization. But all of this, with this strong lens and undercurrent of heart 93 00:21:52.620 --> 00:22:01.370 WLWV Board Room: and warmth and deep conviction about all students and each student, and what 94 00:22:01.380 --> 00:22:13.490 WLWV Board Room: students need to be able to participate in academic learning. She has a lot of energy, and we're just really pleased to have her join us at the Middle Level. 95 00:22:26.100 --> 00:22:53.840 WLWV Board Room: Um, Kenny Newbank, has it kind of occurred? It seems like old news now, but Kenny Ubank is the principal at Meridian Creek Middle School. He was the assistant principal prior to that Um Kenny, prior to that in our district was a math teacher at Westland High School, and was very active again in curriculum renewal adoption, and has really led what we have done with 96 00:22:53.850 --> 00:23:23.000 WLWV Board Room: having sixth grade students learn seventh grade math standards, and he started that work as an assistant principal. Prior to that he has been a dean of students at schools in Texas, and he is also leading with the deep knowledge of instruction, and also caring for all students. He spent time in actually in the same place where Monica Olsen did in the Dominican Republic, 97 00:23:23.020 --> 00:23:29.109 WLWV Board Room: and keeping his Spanish skills strong as the leader of Meridian Creek. 98 00:23:33.830 --> 00:23:39.509 WLWV Board Room: I'm. Jumping up here because I want to introduce all of our principals 99 00:23:39.520 --> 00:24:01.230 WLWV Board Room: stay the same this year in our three high schools, but we have a really key assistant principal. We wanted to make sure you all knew. So um Kelly and Josh. Come on, Kelly will introduce our um amazing new assistant principal and athletic director, and we know many times you're at events, and we would want you to make sure you know who that was when Josh is there to greet you? 100 00:24:01.730 --> 00:24:07.979 WLWV Board Room: All right. Well, good evening again. It is my pleasure to introduce Josh Davis to you, Josh. 101 00:24:07.990 --> 00:24:37.189 WLWV Board Room: It seems like he has been working with us for years. He started in July and jumped right into helping us with bond coordination. Athletic activities are up and running. He's been meeting with community members and really building connections, supporting parents. Um! But what is most amazing is when you have been a small school principal as Josh was, you know how to do almost everything, because you know in those small schools you literally do everything. So anytime anything came up this summer, We're like, 102 00:24:37.200 --> 00:25:06.689 WLWV Board Room: like, Yeah, I know how to do that. Yeah, I know how to do that, including Run link crew, because we didn't have a link for leader. So Josh coordinated our League crew, um student orientation with four other brand new staff members. So five brand-new staff members welcoming in all of our ninth graders really just demonstrated the type of leader. He is but a can do attitude. He feels great relationships with colleagues, his the teaching staff also with the kids. He 103 00:25:06.700 --> 00:25:14.530 WLWV Board Room: is regularly seen in the halls, at events, just networking and building those relationships with kids. So we're really happy to have Josh join our team. 104 00:25:22.760 --> 00:25:31.390 WLWV Board Room: I don't know Board members want to say anything, but i'll jump in first it, you know there's always this little bit of trepidation when 105 00:25:31.560 --> 00:25:46.620 WLWV Board Room: a beloved principal says they're retiring, or someone's relocating or moving for some reason. And you think? Oh, you know, how do you? How do you find that next person to fill those shoes to connect with the community and have those relationships? 106 00:25:46.630 --> 00:25:53.220 WLWV Board Room: But through each of the interview processes it became really clear that we were finding 107 00:25:53.230 --> 00:26:04.400 WLWV Board Room: that just right person who brought their own set of shoes right, and is going to create this amazing community and legacy in that next space. 108 00:26:04.410 --> 00:26:21.400 WLWV Board Room: And I just want to thank each of you for applying for those positions. We know that they're kind of twenty, four, seven on call kind of positions, and and you make yourself available to community and staff and students in so many ways, 109 00:26:21.410 --> 00:26:39.040 WLWV Board Room: and you sacrifice time with your families and and some other things in order to really make sure our school community becomes your family as well, and appreciate it so much, and i'm kind of speaking to the current principals as well as I say this to our principals are just amazing, and this new group 110 00:26:39.050 --> 00:26:55.679 WLWV Board Room: has already captured the hearts of our community. They've gone above and beyond in reinvigorating and bringing great spirit and energy and morale to their schools, and I just couldn't be more grateful and thankful to each of you, and i'm looking forward to it 111 00:26:55.690 --> 00:26:59.880 WLWV Board Room: just learning alongside you, learning from you and watching you 112 00:26:59.910 --> 00:27:09.750 WLWV Board Room: do your thing and just grow into this this new relationship. So thank you, all of you for who you are, and taking on these leadership roles. Thank you 113 00:27:17.160 --> 00:27:38.890 WLWV Board Room: very good, and board members can say something, but there's nothing I mean. Dr. Ludwig just said it all just welcome. Thank you so much for being willing to lead our communities. You play a super important role in the lives of our students and our teachers and our staff and our families, and that intentionality that you bring to the school community is very appreciated and noticed. So thank you. 114 00:27:40.090 --> 00:27:57.169 WLWV Board Room: You just want to speak to what Dr. Ludwig said. Thank you ahead of time for the sacrifice, because I know that you do sacrifice time with your families, that you are the ones that show up to the evening events, you're the ones that show up on the weekends, and 115 00:27:57.270 --> 00:28:15.580 WLWV Board Room: just know that you're seeing and you're appreciated, and we know that you're doing that, and you're making that sacrifice. So for all of those weekends, events and all of those um night events where you are there instead of with your family, I just want to thank you now before then, before that sacrifice. So thank you 116 00:28:20.500 --> 00:28:23.090 probably offered this a lot of the same. 117 00:28:23.100 --> 00:28:32.690 WLWV Board Room: You're welcome to stay, but if you've got homework and families to get home to um, you know. You can certainly just go home and watch us on. Zoom. 118 00:28:34.500 --> 00:28:37.249 WLWV Board Room: Yeah, thank you all for being here appreciate it. 119 00:28:37.860 --> 00:28:38.980 It's. 120 00:28:42.140 --> 00:28:51.970 WLWV Board Room: And next for our recognitions. It is national information, technology, Professionals Day on September the twentieth 121 00:28:51.980 --> 00:29:20.610 WLWV Board Room: and um from these headpieces that we're wearing to the laptops in front of you, to this whole zoom system, to everything that keeps our district up and running. Are these amazing people like busy bees in a hive, just serving us in deep ways, and if there ever is a year to thank them, especially after the last two years, for all that they've done. This is a year to do that, so I want to turn it over to Curtis Nelson, and he's got this great Powerpoint going, and 122 00:29:20.620 --> 00:29:22.749 WLWV Board Room: he's going to recognize his team. 123 00:29:24.010 --> 00:29:36.379 WLWV Board Room: Thank you, Kathy. Um. So i'm going to run it from up here because i'm running the meeting. So I apologize for being barely visible, although that's probably in the best interests of everybody. 124 00:29:36.390 --> 00:29:46.460 WLWV Board Room: Um! So I've got a little ah statement here. I just want to make um. And this actually comes a lot more from the heart than it may seem like. So bear with me as I try to get through it. 125 00:29:46.530 --> 00:29:59.250 WLWV Board Room: Um! When I started in education at Westland High in one thousand nine hundred and eighty. Eight computers were rare, confined to the office and to underutilize labs or nonexistent at all. 126 00:29:59.260 --> 00:30:11.349 WLWV Board Room: Over the thirty four years since then computers and technology have grown from an occasional actual enhancement of the educational experience and a marginally useful tool for running the district to so much more. 127 00:30:11.360 --> 00:30:22.350 WLWV Board Room: In the early nineties I was a part-time teacher and part-time tech guy building and supporting close to one hundred computers in a school of one thousand five hundred students, and about seventy five teaching staff 128 00:30:22.360 --> 00:30:38.460 WLWV Board Room: in one thousand nine hundred and ninety-eight I was hired as district tech coordinator along with a partner. He and I supported all of the schools and built networks and deployed technology for all staff, and a significant expansion of usage for and by students we connected the Internet to every room, and user 129 00:30:38.470 --> 00:30:58.059 WLWV Board Room: since then our inventory of devices have steadily grown to a point. Now where it actually exceeds quite substantially the number of students Technology has moved from being an occasional choice to an absolute necessity. Indeed, how would we have pulled off any degree of education over the last two plus years without technology. One 130 00:30:58.190 --> 00:31:01.249 WLWV Board Room: these people pictured here in the slideshow 131 00:31:01.700 --> 00:31:17.150 WLWV Board Room: are the people who made it all work. During these times we expanded our support to included support of home technology. Many of our it staff even visited homes of families in order to help get things working. The burden was heavy and broad. 132 00:31:17.330 --> 00:31:20.970 WLWV Board Room: These silent, unseen heroes never complained. 133 00:31:20.980 --> 00:31:29.490 WLWV Board Room: They accepted their role in the absolute vitality that it became and has become. They do not see glory, or even thanks, 134 00:31:29.500 --> 00:31:35.870 WLWV Board Room: although they will gratefully accept the occasional appreciation that they do get. But they don't expect it 135 00:31:36.100 --> 00:31:53.579 WLWV Board Room: over the years, as students go through their education. They will probably never think to say, Thanks to these people behind the scenes, heroes. If they do, it will be focused on a moment of helping them change their password, or gain access to a particular system, or some other moment in time. 136 00:31:53.770 --> 00:32:11.280 WLWV Board Room: At some point, probably well beyond their years of education. They may look back and realize just how much more there was and is to the system. Those who build it and make it work wires in the wall electronics to connect things wi-fi devices to magically connect to 137 00:32:11.290 --> 00:32:28.600 WLWV Board Room: power redundancies to cover during outages, and yes, even technology to keep education going during a pandemic during flooding wildfires, snow and ice. Even during the worst of times the it staff in the system persevered, 138 00:32:28.610 --> 00:32:33.060 WLWV Board Room: and saying a beautiful tune of hope and encouragement and enablement. 139 00:32:33.370 --> 00:32:37.579 WLWV Board Room: We know that technology is not the answer to everything, not even close the 140 00:32:37.600 --> 00:32:42.929 WLWV Board Room: But we do know that when it does not work well or is not available, then it can't help. 141 00:32:43.150 --> 00:32:48.100 WLWV Board Room: We take with a great degree of profoundness our promise to make that so the 142 00:32:48.310 --> 00:33:01.930 WLWV Board Room: and so, as we approach it. Professionals day on September twenty First, we simply ask you to take a moment, even when you may be frustrated with the technical issue and say, thanks to support you to those who support you every day, 143 00:33:02.140 --> 00:33:11.849 WLWV Board Room: you may not feel very thankful in that specific moment, but pause and consider the plethora of times when things just worked, and you didn't say things 144 00:33:11.950 --> 00:33:24.680 WLWV Board Room: respectfully. The students and staff of the district really have no idea of the extremely high quality people that make up our it. Staff. We work together and alone. We work hard, we are humble, 145 00:33:24.690 --> 00:33:31.990 WLWV Board Room: we are not afraid to ask for help from each other. We laugh together, we enjoy each other, and the times we get to share. 146 00:33:32.080 --> 00:33:37.499 WLWV Board Room: We have our specific roles, but we are also consults for each other about pretty much anything. 147 00:33:37.510 --> 00:33:55.030 WLWV Board Room: We are also highly engaged in the initiatives of the school district, high achievement, closing opportunity gaps, inclusion, circles of support, equity, belief, and belonging. These are not just things we hear about. We are engaged in them with the rest of the district. 148 00:33:55.220 --> 00:34:05.550 WLWV Board Room: There is one thing that we do want to say, and that is an immense Thank you. To the staff, students, community and board. You have provided us with the means to do what is needed. 149 00:34:05.590 --> 00:34:15.670 WLWV Board Room: We are so honored that this faith has been shown to us, and so, as we approach it, professionals day, Perhaps our greatest feelings are of gratitude and pride. 150 00:34:15.730 --> 00:34:25.209 WLWV Board Room: Tonight, though in this moment thank you. To these specific it professionals who will provide us with their technical skill and their humanity. 151 00:34:45.070 --> 00:35:02.100 WLWV Board Room: I don't know what to say after that. I think you said it all, Curtis, but I think you know one of the slides that's not up here is is one of yourself, and I think it speaks to who you are in terms of the leader. Um, guiding from behind, supporting, 152 00:35:02.110 --> 00:35:19.389 WLWV Board Room: propping up those, but also you do lead from the front. You set the tone and the tenor, and it's your team has always moved in the way that you describe, because they watch you move in that way as well, and I want to thank you for your leadership with your team for hiring great people, 153 00:35:19.400 --> 00:35:36.380 WLWV Board Room: But then also making sure that they had all the capacity and the needs to do their job well, and to feel tremendously supported and believed in. So thank you for your leadership as well, Curtis, and and we just your Your team is just amazing, and we're We are grateful every day for what they do. Thank you. 154 00:35:42.920 --> 00:35:51.749 WLWV Board Room: Yeah. First of all, you are so humble about the amazing things that your team does, 155 00:35:51.900 --> 00:36:05.839 WLWV Board Room: and with all you do and and all of those things that you just listed what I appreciate. I mean, you know you still have time that when I say, Curtis, I can't figure this out. What am I doing wrong? 156 00:36:05.850 --> 00:36:35.389 WLWV Board Room: I mean, within minutes you are back to me, and and it's been that way, and I don't expect it, because I know you have. You know, nine thousand plus students, plus all of our staff members that you are taking care of. And yet I think my experience is no different than any of those other. You know anyone else's experience that we feel like you're the only one that you service, because just that's how your team does. That's how you are. And then you set that tone for your team, and that's what they do. 157 00:36:35.400 --> 00:36:36.729 WLWV Board Room: So um, 158 00:36:36.780 --> 00:36:39.910 WLWV Board Room: Anyway, I just cannot thank you enough. 159 00:36:40.230 --> 00:36:50.050 WLWV Board Room: Someday you'll root for my beef. I don't know if you saw the game Saturday night. But that's my only complaint, Curtis. 160 00:36:53.260 --> 00:37:11.540 WLWV Board Room: I just. I have actually three things to say. Thank you for that presentation. I Don't get to hear from you at that length very often, Curtis. And so that was really a nice dish. And thank you so much to your whole team. I can see a couple of them back there behind you, so i'll say one of my 161 00:37:11.550 --> 00:37:41.249 WLWV Board Room: most poignant memories of um. This community was um that moment when we came to pick up those laptops when Covid had just hit, and we had been gone to distance learning, and we knew it was going to stay and um just getting into our cars and driving out and seeing all the families in their cars and going to. In my case it was Wood Middle School to pick up the chrome books was Um. It was really incredible. The amount of attention and detail that you're 162 00:37:41.260 --> 00:38:11.160 WLWV Board Room: and safely with all the protocols that were in place, and I'm going to speak a little bit more to that. My board report just the power of community, and how our schools create community, and that I can just feel that events in my heart. So I wanted to share that. And then just a big thank you to our community who passed the bond that gave us, you know, a big chunk of money for our technology upgrades to keep us functional there with tech so big. Thank you to the community. And then, finally, just 163 00:38:11.170 --> 00:38:31.159 WLWV Board Room: you know, I'm teaching in college classroom, where we use only tech, and the textbook is on a computer. All the assignments will be submitted on a computer. So everything you're doing with our K twelve students is setting them up potentially for their college experience and their workplace experience. So that effect carries out long term. 164 00:38:33.790 --> 00:38:35.009 WLWV Board Room: Thank you, 165 00:38:36.860 --> 00:38:45.399 WLWV Board Room: Ok. And now we will turn to our board member and superintendent reports, and we'll start with Director Taylor. 166 00:38:46.700 --> 00:39:00.850 WLWV Board Room: Welcome everybody, and thank you. I don't have much to say, except that i'm excited for fall and i'm a fall sports person, and being an ex-collegiate football player, and 167 00:39:00.860 --> 00:39:17.010 WLWV Board Room: um I have an Nfl. Fan. I'm so excited that football is back. That's my love. That's my passion, and I was able to attend the West Lane game this last Thursday, where we unfortunately kind of were our own Achilles heel and 168 00:39:17.030 --> 00:39:36.919 WLWV Board Room: um lost to Sheldon. But it was good to see the atmosphere and the people back, and ah, everyone enjoying themselves. So i'm excited for Paul sports, i'm hoping to go catch a Wilson bill game and catch some of the soccer matches and and some of the other fall sports. So fall is just near and dear to me, 169 00:39:36.930 --> 00:39:43.830 WLWV Board Room: and i'm excited for that. So? Thank you, guys all, and I hope we continue to win. So that's all I got for you today. 170 00:39:45.500 --> 00:39:48.270 WLWV Board Room: Thank you. And Director Wyatt. 171 00:39:49.450 --> 00:40:14.079 Kirsten Wyatt: Hi, there! Good evening and thanks for allowing me to attend tonight on Zoom. I just wanted to recognize and thank District Staff for putting together the All Staff Assembly um before the school year started. Um! Similar to how my kids love a great assembly. Um! It was just really invigorating to start the school year with a a huge room full of people showing so much pride and excitement for 172 00:40:14.090 --> 00:40:27.370 Kirsten Wyatt: their schools and our kids. And so I know that a lot of logistical work went into putting that event together, and I just want to say thank you for making that happen. I hope it becomes an annual tradition to really kick start our year, 173 00:40:27.380 --> 00:40:36.299 Kirsten Wyatt: and along those lines I want to recognize all of the work that goes into the back to school celebrations. We attended a popsicle day at my 174 00:40:36.310 --> 00:41:04.519 Kirsten Wyatt: primary school, my daughter's primary school, and I'm really great back to school event on Friday night at Rosemontridge Middle School, and I know that those events take time and energy on top of all of the great work that's happening to acclimate our kids to a new grades. So just want to thank all of our staff who put in that time to build that community and to build that togetherness. And then, lastly, we want to recognize our ppas and ppos. I know that they play a big role in making sure that 175 00:41:04.530 --> 00:41:21.140 Kirsten Wyatt: um the school year can get off to um a great start. Um really appreciate the work that they put into our schools and our communities. Um, and just wanted to do a special recognition and thank you. Um to our ptas and ptos as well. So thank you. And again, Thanks for letting me be here tonight on Zoom. 176 00:41:23.660 --> 00:41:25.530 WLWV Board Room: Thank you. And Director Sloop. 177 00:41:29.740 --> 00:41:31.990 WLWV Board Room: Ah, yes, I 178 00:41:32.920 --> 00:41:37.959 WLWV Board Room: probably I'm just going to echo what Director Taylor and Director Wyatt said. 179 00:41:38.390 --> 00:41:54.610 WLWV Board Room: But the events that i've just attended over the last couple of weeks was the district-wide Assembly and the energy that was just filling that room where the each school, you know dressed alike, They came up with chance. 180 00:41:54.620 --> 00:42:09.230 WLWV Board Room: It was just really positive. And then, just seeing that the schools were doing their popsicle events and welcoming the kids seen on social media, their back to school pictures in front of their door with their smiling faces. 181 00:42:09.240 --> 00:42:28.669 WLWV Board Room: Um! The new team, the new educators Um! Welcome breakfast! The energy for all these teachers were just so excited to be back in the classroom. They were just really excited for the New Year, and then um! Last week I got to join Ah Harb, Soyson and Dr. Ludwig and Christine, 182 00:42:28.740 --> 00:42:48.099 WLWV Board Room: and we went and judged the the door decorating at in the Wood school, and just seeing the creativity of the the the Middle school students. They're just really excited to be back in school and kind of have more of a normal year that they haven't had a normal school year that they haven't had, and 183 00:42:48.110 --> 00:42:59.340 WLWV Board Room: a couple years I'm. Just really looking forward to having a lot of the traditional school activities for all of the students, and i'm honored to be a part of it. 184 00:43:03.320 --> 00:43:06.190 WLWV Board Room: Thank you. And by chair. Thompson. 185 00:43:08.000 --> 00:43:24.970 WLWV Board Room: Um. Well, first of all, I have emailed my Board members as well as Dr. Ludwig and um our board secretary, Kelly, Douglas, and just with I also gave each one of you a hard copy of this as well. But the superintendent evaluation timeline for 186 00:43:24.980 --> 00:43:34.549 WLWV Board Room: two thousand and twenty, two to twenty three. So, as the vice chair, it is my responsibility to run the superintendent evaluation, 187 00:43:34.560 --> 00:43:54.190 WLWV Board Room: and there's really no change from the process from in years past. But what I've done is change an update date. So for community members that are listening. Um, we do a two formative evaluations that happen in November, and they happen in March, and then our final valuation that happens in June 188 00:43:54.200 --> 00:44:06.679 WLWV Board Room: and the Oregon School Board Association has eight different standards that we look at for each one of those. And then Dr. Ludwig also creates school goals 189 00:44:06.690 --> 00:44:31.009 WLWV Board Room: that that we kind of follow throughout the year. Um. And so those are some of the things that are talked about at these different evaluations. And then the final evaluation, like I said, occurs in June. So. Um, what I've handed out to my school Board members is the timeline that you I've also emailed it to you to let you know, and then I will always make sure that two weeks before we are going to meet in executive session 190 00:44:31.110 --> 00:44:41.419 WLWV Board Room: to talk about those standards that I will give you a heads up. Just so you can start reviewing and be prepared for that executive session. 191 00:44:41.430 --> 00:44:47.180 WLWV Board Room: And then the other thing that I wanted to say is that my first year on the board, 192 00:44:47.190 --> 00:45:15.860 WLWV Board Room: I made it a goal to get to all of the Pta Ptsa Pso. All of the different organizations that we have at each one of our schools. Um! Just to introduce myself as a board member to help them and see that we're accessible and know. Remind them how to access us that there we are, all on the district web page with our phone numbers and emails right below us. And then also um as director, sloop and Director Wyatt said to thank them, 193 00:45:15.870 --> 00:45:23.010 WLWV Board Room: because we know that academics super important. That's why we're here, but we also know that 194 00:45:23.020 --> 00:45:39.270 WLWV Board Room: those Pta boards, those activities, the family activities are been rich, and for some kids that is what makes them love school and keep coming back to school. So my hope is to start attending those Pta 195 00:45:39.280 --> 00:45:49.119 WLWV Board Room: Pso. Pss meetings. Just want to make sure I don't leave anybody out and get to one at every school this following year. Now that school is back in. 196 00:45:49.130 --> 00:46:12.380 WLWV Board Room: Now that we're we're doing it in person. However, I do know that some of our schools have did them on zoom and are actually having greater attendance. Um, because of being on zoom. So some of them are choosing, maybe to do it hybrid or still have some um zoom because they found that the attendance was so great as I've talked to some of um. Some of the members of this class, 197 00:46:17.070 --> 00:46:47.060 WLWV Board Room: all right, thank you, and i'll just say a few things. One is that we um. The board had a retreat that was really awesome, and our facilitator from Osba Janet has put together some notes for us. I think I was emailed them this morning, so i'll share those with you. And right now our plan is to look over them during our work Session. Um, I I think that that's probably the That's the only thing that's on that agenda. I kind of toyed with the idea, like. Do we even need to meet and have a work 198 00:46:47.070 --> 00:47:15.470 WLWV Board Room: session to go over this or not? But I can share that with you all, and see if it, you know, warrants a work session based on what Janet wrote. If we want to continue the work that we couldn't quite finish at the retreat, or if we just want to close the work that we did finish um. So that came out of our retreat, I, though just that that welcome back event was really fun, celebratory and just the learning that we did together as well during that event. And then, after the event as well, 199 00:47:15.480 --> 00:47:34.089 WLWV Board Room: that was just a neat thing and some really fun to attend. And I agree Those small sports are fun. They've been going to some games, and they're always fun. We've been winning. So that's always more fun. 200 00:47:34.100 --> 00:47:46.550 WLWV Board Room: It makes for a happier household after the game. And yeah, i'm looking forward to our school visits that we'll be doing. It's such a nice way to dive into the Academics, and really see on the ground 201 00:47:46.560 --> 00:48:14.280 WLWV Board Room: what happens. So I um. I think we'll probably be working with Kelly Douglas to get those scheduled in the coming few weeks. And then, yeah, I think just another nod toward community. I can point to times in my life that our schools and events that were happening at our schools were the things that brought me together with brought me, together with my family, brought me, together with people in my community. And 202 00:48:14.290 --> 00:48:22.389 WLWV Board Room: yes, we're here for the academics. But that community building that comes from it is really priceless. And so i'm just really appreciating that right now, 203 00:48:22.570 --> 00:48:23.849 WLWV Board Room: and that's it. 204 00:48:23.860 --> 00:48:25.169 WLWV Board Room: In the 205 00:48:28.180 --> 00:48:40.290 WLWV Board Room: I was just going to add. We could also at that work session. We can. We can talk about it. But if we want to coordinate those work plans a little bit, we could bring, you know, a draft of of that idea to the work session, too, 206 00:48:40.770 --> 00:48:42.439 WLWV Board Room: all right. 207 00:48:45.290 --> 00:48:58.029 WLWV Board Room: So you know our theme is belief in belonging, and whether you're wearing your wristband every day, or you have access to it, or you're reading some of the messages coming out. It definitely is a theme that we're focused on 208 00:48:58.040 --> 00:49:07.590 WLWV Board Room: and making a priority in terms of our belief in our students, our belief in our our staff and our teachers, and then also making sure that we dedicate 209 00:49:07.600 --> 00:49:24.640 WLWV Board Room: time to build belonging, knowing that when students feel a sense of belonging. They do better in school, they persevere, they feel um more engaged in their learning and a sense of community. So it's been. Um a really great theme that we've been able to leverage, and we'll continue to find ways to delve into it this year. 210 00:49:25.270 --> 00:49:26.609 WLWV Board Room: So 211 00:49:27.480 --> 00:49:29.080 WLWV Board Room: next slide 212 00:49:30.670 --> 00:49:48.609 WLWV Board Room: I don't think i'm running it. So thank you. Um! A successful start to school. Um actually begins in the summer, because there's a lot of groundwork that we're laying, and I want to thank our staff. Many of them were the principals who were doing a lot of work in the summer, interviewing for new staff 213 00:49:48.620 --> 00:50:08.270 WLWV Board Room: um, setting the conditions in their schools for folks to come back and feel successful. And this event that I've highlighted here is also our family empowerment center. This was our third year to have ah an event for our community, so that they feel ready for school, and last year we had about four hundred people in attendance, and this year we had close to one thousand, 214 00:50:08.390 --> 00:50:13.769 WLWV Board Room: and so it wasn't, and that was on a ninety seven degree day. We weren't quite sure you 215 00:50:13.780 --> 00:50:39.089 WLWV Board Room: what the turnout would be, but we had an incredible turnout one, I think Maria and Kaitlyn Sullivan for putting that together, and many others who were involved in that Andrew Kilstom as well, did a lot of communication or outreach. Um, and thank you. Board members who are able to be there. We can see Christy Thompson and that picture down below, who ventured out in the heat to also welcome all the parents and families, 216 00:50:39.780 --> 00:50:42.360 WLWV Board Room: and then next slide 217 00:50:43.190 --> 00:50:52.129 WLWV Board Room: on the morning of the first day of school. It starts actually with our bus drivers rolling out and picking up our students, and we have an amazing team. At first student. 218 00:50:52.140 --> 00:51:03.620 WLWV Board Room: Um, we we're full staff there, which is pretty incredible, given the shortage approximation, and even here in Oregon. But that speaks volumes to the culture and climate 219 00:51:03.770 --> 00:51:23.119 WLWV Board Room: that Director Jeff Heaton has created there with returning drivers, as well as those recruiting others friends, and those that they know to join the team. So It's a really great team there, and we arrived, I think, as early as six in the morning to make sure that we were there with doughnuts for the team 220 00:51:23.130 --> 00:51:32.840 WLWV Board Room: and posters and cheers, and it was really fun to um to be a group to cheer them on, and as they went out to pick up our students for the first day of school 221 00:51:33.580 --> 00:51:35.720 WLWV Board Room: next slide. Um, 222 00:51:36.190 --> 00:51:50.079 WLWV Board Room: and our staff coming to school ready to ready to serve, is important, as many of you have mentioned that welcome back assembly. And so a lot of groundwork again before before that first day of school. So I want to thank our staff 223 00:51:50.120 --> 00:52:08.910 WLWV Board Room: um for coming to school ready to serve, and you can see some pictures of that welcome back assembly. Um! Dr. Marx, who gave a phenomenal keynote address that got us thinking, as well as challenged us into the New Year, and our students, who kicked it off also with some great music and performances. 224 00:52:08.920 --> 00:52:16.449 WLWV Board Room: And So again the morale was high, and the spirit was eager, and it really set us off to a great tone. 225 00:52:16.870 --> 00:52:19.299 WLWV Board Room: And then um next slide. 226 00:52:20.800 --> 00:52:23.290 WLWV Board Room: Many pictures of that first day of school. 227 00:52:23.300 --> 00:52:37.050 WLWV Board Room: And as each of you have mentioned what a difference it makes when your energy and focus can be on learning and instruction, and not on ever changing Covid protocols, and we can just focus on on school, 228 00:52:37.060 --> 00:52:50.639 WLWV Board Room: and it's certainly a smoother transition. Everybody I asked about how did it feel that first day made comments in a similar vain. To what a difference it has been to start this year. 229 00:52:50.660 --> 00:52:56.399 WLWV Board Room: Um smoother transition lot of eagerness and excitement, and uh 230 00:52:56.470 --> 00:52:58.480 WLWV Board Room: people in person together. 231 00:52:59.940 --> 00:53:11.990 WLWV Board Room: So um So besides launching the first um the first few days of the school year, what i'd like to also report on is just talk a little bit about our new primary school in Wilsonville. 232 00:53:12.000 --> 00:53:26.129 WLWV Board Room: I know you as board members, and I have been receiving a number of emails, especially as we've been communicating about the proposed design for the school. Now the community is um sitting up taking notice 233 00:53:26.140 --> 00:53:38.750 WLWV Board Room: and giving us some feedback, and as we're in this design process, it's important that we hear our community. We hear our students and our staff as we go through the iterations of the design, and I thought for my report. 234 00:53:38.760 --> 00:53:47.299 WLWV Board Room: Um, whether there's folks here or not, but certainly might be watching from zoom, or can watch this recording that I described a little bit of that process for our community. 235 00:53:48.310 --> 00:53:50.270 WLWV Board Room: So the next slide 236 00:53:53.290 --> 00:54:04.419 WLWV Board Room: um back in May we had our first community open house in Wilsonville. We held it at Meridian Creek, Middle School, and that was just an invitation for the community to come 237 00:54:04.430 --> 00:54:32.990 WLWV Board Room: and give us some of their thoughts about what was important to them about a new primary school. Sometimes, when the first meeting, we show a design, they think it's already done, and so we didn't have a design in May. We had some concepts around. We knew where the school was going to be, and maybe some ideas about it, but it was really an open invitation to what's important for you. What would you like to see in the new primary school in terms of the site or the configuration? 238 00:54:33.000 --> 00:54:51.489 WLWV Board Room: Um! It was a small turnout. Um, but we did have some families come, and there were some board members who were able to be there, and our staff was there with a survey that people were able to take as well as we emailed that out to everyone, and it was really a time to listen, 239 00:54:51.700 --> 00:55:04.869 WLWV Board Room: and then our design team keeps working on feedback that they heard from the survey, and also considerations for how our other primary schools have started, and The feedback we've heard are lessons learned from those renderings and those designs, 240 00:55:04.880 --> 00:55:23.740 WLWV Board Room: and they've been actively working in our architects, and a busy drawing that by August we were able to have what we call our renderings so nothing's finalized. But there's just there are now some sketches, whether they're two d or three-dimensional based on feedback and walkerarounds, and examining other successful designs. 241 00:55:23.750 --> 00:55:30.579 WLWV Board Room: So and on August we had another community open house, and we were finally able to show some of those designs, 242 00:55:30.960 --> 00:55:37.189 WLWV Board Room: and that's continued to be part of the process. And then there was a community survey that people could take 243 00:55:37.200 --> 00:55:50.280 WLWV Board Room: right there, or also do A. Qr code and take it later at home. And then we also emailed out the renderings as well as a survey to the community. And we're starting to get that feedback back. 244 00:55:50.420 --> 00:56:19.350 WLWV Board Room: What we're doing this month, now that we have some renderings is we're engaging our students to take a look at those proposals so they can give us some thoughts and feedback, and then also some staff. They're back now from the summer, and then there'll be a point when that will be concluded, and our design team will be able to review um feedback that they receive from the surveys from the students and from the staff, and go back and look at those renderings and make any adjustments um as needed. 245 00:56:20.780 --> 00:56:34.309 WLWV Board Room: So those who are watching from home all of those designs and renderings are still available on the website, on the bond website, and if you just click um new primary school in Wilson it it will take you there. 246 00:56:35.470 --> 00:56:45.389 WLWV Board Room: One of the areas next slide of the design process that we want to talk specifically about tonight, because we have gotten quite a bit of some community feedback. 247 00:56:45.400 --> 00:56:54.709 WLWV Board Room: And then There's also some confusion, because sometimes a drawing can be confusing to look at, or a description doesn't quite have the same semantics for everybody. 248 00:56:54.720 --> 00:57:16.989 WLWV Board Room: So I want to talk a little bit about the restroom design process. We went through a similar process like this with Wood Middle School. As we were remodeling and changing some of the restrooms there, and that was a huge learning for us in terms of engaging the community, but also deciphering and determining what were priorities and guidelines that we could use. 249 00:57:17.000 --> 00:57:31.710 WLWV Board Room: So the slides that I'm. Showing you now are actually taken from a community listening session in November, where we engage the community, and just so that they would be consistent and familiar to ones that you saw at that time. 250 00:57:32.270 --> 00:57:41.680 WLWV Board Room: So you can see the goals that we have, and also this this Powerpoint, this November Powerpoint, is also available on our district website, so community members can pull it up. 251 00:57:42.300 --> 00:57:56.160 WLWV Board Room: But you can see that we have goals. We came up with some goals, and we want to design restrooms and thinking about meeting legal guidelines for public schools, and also how to ensure that they're safe and welcoming places for our students. 252 00:57:56.570 --> 00:58:02.819 WLWV Board Room: We want to include input from students, parents and staff when we design these spaces 253 00:58:02.950 --> 00:58:04.390 WLWV Board Room: next time. 254 00:58:06.430 --> 00:58:16.200 WLWV Board Room: This was just a reference to the legal requirement for restrooms now in public schools, and the new Federal expectation 255 00:58:16.210 --> 00:58:27.590 WLWV Board Room: around, making sure that all students have access to a restroom that fits for their gender identity and their comfort, 256 00:58:29.650 --> 00:58:31.060 WLWV Board Room: he said, 257 00:58:33.070 --> 00:58:57.010 WLWV Board Room: and as we were engaging in that process through the remodel of the restrooms at Wood, there were certainly parents of children at all ages, high school, primary school, and middle school, who were giving us feedback as we were going through that process, the listening session that we had in November had about one hundred and forty eight people involved. So we got a a good representative, a group of feedback, 258 00:58:57.020 --> 00:59:12.569 WLWV Board Room: and What we heard was that not everyone agrees about bathrooms, and that's no surprise. It may be true, in your household, and wherever we go. But there are people who like restrooms to look one way and others are fine. We've been looking another way, and so that we do understand that there's preference 259 00:59:12.580 --> 00:59:30.940 WLWV Board Room: around what those facilities are like for people with privacy or comfort level Um, and that when we look at designing some gender-neutral restrooms, people had opinions about those as well, so you can see on the left column. There was some themes of what we heard, 260 00:59:30.950 --> 00:59:39.900 WLWV Board Room: and then how we took those considerations, and that feedback into some changes and clarifications for plan and design, 261 00:59:40.060 --> 00:59:50.000 WLWV Board Room: and these slides should look familiar to board members because you had some of this available to you. Also, in January after the listening session 262 00:59:50.350 --> 00:59:51.799 WLWV Board Room: next slide, 263 00:59:53.130 --> 01:00:13.100 WLWV Board Room: as we kept going through the process and some iterations and listening to the community, some priorities emerged, and I just want to take note to those who might be watching from home the picture. And this is just a stock photo. This is not a picture of any of our restrooms, but it was one that Ah, we used just to accompany the Powerpoint 264 01:00:13.110 --> 01:00:29.219 WLWV Board Room: Um, but we wanted to make sure that um privacy didn't compromise school safety. That there were lines of sight. All of these priorities emerged from our community, and they emerged also, as we had engagement sessions with our long-range planning committee 265 01:00:29.820 --> 01:00:32.950 WLWV Board Room: um that the design supported supervision 266 01:00:33.500 --> 01:00:41.130 WLWV Board Room: um and that there be options in each school both gender-assigned restrooms as well as gender-neutral restrooms 267 01:00:41.640 --> 01:00:42.850 WLWV Board Room: next slide 268 01:00:44.800 --> 01:01:11.889 WLWV Board Room: and even so, but more specifically as we talk to students. There was a lot of feedback around what that stall that that private stall in a in a restroom would be experienced. Um! The size of the stall was very important, that the walls were ceiling to floor, and that there were full doors, but a space at the bottom of the door, still for security. Um, and that there was visibility um for supervision, 269 01:01:12.580 --> 01:01:23.709 WLWV Board Room: and then the number of stalls within a restroom that it not be such a large amount, but feel like it was ah an adequate number to supervise um, but also enough for students to have access. 270 01:01:23.840 --> 01:01:31.249 WLWV Board Room: So these priorities and these considerations rose to the surface, and from there next slide 271 01:01:32.270 --> 01:01:51.799 WLWV Board Room: we showed quite a few options, then to staff and students, and it was option e. That most of our focus groups um landed on in terms of meeting those guidelines and those priorities. Fewer stalls increased visibility, and 272 01:01:51.810 --> 01:02:05.439 WLWV Board Room: and you can see moving away from multi-stalls with half-door partitions to some more private options for students and you can see there's five private 273 01:02:05.450 --> 01:02:19.970 WLWV Board Room: single-use occupancy stalls with just the toilet, and then one that has more ada accessibility. And then, as a student leaves that private stall, there's a bank of sinks, 274 01:02:19.980 --> 01:02:26.970 WLWV Board Room: and again a lot of easy movement around Ada, accessibility and visibility for supervision, 275 01:02:27.010 --> 01:02:31.349 WLWV Board Room: so that drawing then move to um next slide. 276 01:02:31.430 --> 01:02:49.950 WLWV Board Room: This, again, is a stock photo. This is actually taken from an elementary school in Minnesota, but it was one that was pretty close to what we were looking at. You can see the rows of individual um stalls with the full doors and the full walls, and then 277 01:02:50.020 --> 01:02:56.729 WLWV Board Room: the the sink out in the front area for supervision and visibility. 278 01:02:56.920 --> 01:03:02.520 WLWV Board Room: And that's this. That's again a stock photo which then led to next slide. 279 01:03:02.560 --> 01:03:15.140 WLWV Board Room: What we do have it in the woods. So that process um was very interactive and lots of feedback, and this is what we ended up designing at Wood Middle School, and you can see how close it is almost to that 280 01:03:15.150 --> 01:03:24.609 WLWV Board Room: um that previous photo. But we have the individual stalls, and then we have the sink out, and you can see the half wall where you could even see into the hallway there, 281 01:03:24.650 --> 01:03:39.879 WLWV Board Room: and that bathroom has now been in service for well over a year now, and we've had great feedback from students and staff, and we continue to ask um how the restrooms are experienced and used, and we've heard a lot of positive 282 01:03:39.890 --> 01:03:50.339 WLWV Board Room: um responses from students and just to know there still are the gender-assigned, multi-stall restrooms, those traditional ones um also available for students in the school 283 01:03:51.680 --> 01:03:59.940 WLWV Board Room: which brings us back to you know. How do we then go from those considerations and guidelines, and think about this next school that we're designing, 284 01:04:00.000 --> 01:04:15.820 WLWV Board Room: and um what we might propose. And so what we have been sharing in those community. Ah! Open meetings, open house meetings, as well as in the survey, and rendering that folks can look at um is a first start. 285 01:04:15.830 --> 01:04:25.079 WLWV Board Room: So here we are. On the left is the picture of again those traditional, multi-stall typical restrooms that you see that have 286 01:04:25.090 --> 01:04:43.139 WLWV Board Room: boys on one side and girls on the other, as you enter into those separate spaces. And in in this rendering we've actually placed the sinks inside those spaces. But in most of our primary schools there's still communal sinks outside of those multi-stall restrooms. 287 01:04:43.150 --> 01:04:46.670 WLWV Board Room: Um, you can see an Ada um all user 288 01:04:47.040 --> 01:04:58.479 WLWV Board Room: accessible restroom on the right there, and in our current design, where it shows right. Now, this is actually located over by the multi-purpose room in the gym, 289 01:04:58.490 --> 01:05:16.229 WLWV Board Room: where we also know there'll be a lot of events, and um one of the priorities from our community was when community members come to a school, we prefer that they would use the multi-stall gender-assigned restrooms um, and not the restrooms, where where students primarily use. 290 01:05:16.260 --> 01:05:19.080 WLWV Board Room: And so that's the location for that one. 291 01:05:19.090 --> 01:05:37.450 WLWV Board Room: And then I know the drawing is small, but on the right is what we have proposed so far in each of the porch areas. Um is another set of restrooms, and in these we've put those private um Single-user restrooms where we heard from students. Um, 292 01:05:37.460 --> 01:05:52.179 WLWV Board Room: for a number of students that there's some preference for some more privacy. And so what that final configuration in that square will look like is what we're waiting to hear feedback on. But where we've started with is four single stalls 293 01:05:52.190 --> 01:06:09.520 WLWV Board Room: that are in a row to We are assigning boys and two girls. So those are assigned gender, and then an all-user, a gender-neutral restroom that's also eighty, eight accessible, and then you can see a staff restroom with the door actually opens up 294 01:06:09.530 --> 01:06:25.869 WLWV Board Room: from the porch instead of inside that space. And so that's the configuration that we're proposing. We're showing, and we're getting feedback. Um! The process is not complete, and as we get feedback we can make adjustments. Nothing's been built yet. 295 01:06:25.880 --> 01:06:31.319 WLWV Board Room: Nothing said in stone, but you have to start with the rendering in order to start getting some feedback. 296 01:06:31.450 --> 01:06:47.440 WLWV Board Room: Um! What I do want to show in the next slide, because um we have noticed in some of our feedback that we've been getting to. Some surveys is still some confusion about what distinguishes those two spaces, and so I just wanted to show you with the red. Here, 297 01:06:47.730 --> 01:07:05.089 WLWV Board Room: um is the is that this red shows ceiling to floor walls which sometimes there's Ah, there's been a confusion that we're taking the configuration from the multi-stall restrooms, and replicating that ah! To the the porch restrooms 298 01:07:05.100 --> 01:07:18.130 WLWV Board Room: so where you see the red is where there's a full wall from ceiling to floor, and you can see on the left, certainly around the circumference of the restroom. But you can see on the drawing on the left 299 01:07:18.140 --> 01:07:31.119 WLWV Board Room: those restrooms still have the partial partitions between users, as well as the partial door, which is typical, and which some of our students have said they don't like it feels like someone might 300 01:07:31.130 --> 01:07:46.869 WLWV Board Room: look underneath, or or it's not as private and not as soundproof. But there are others who prefer the restrooms to have the separation of gender and that configuration 301 01:07:47.240 --> 01:08:00.459 WLWV Board Room: the drawing on the right you can see in those single occupant stalls. The walls in between are floor to ceiling. There's been some misunderstanding that they were partial, or that they would look like the other ones. 302 01:08:00.470 --> 01:08:19.960 WLWV Board Room: So it's important that those watching um tonight and those who might access this video. See that those would have full full walls in between and full doors, just like you saw in that stock photo of the school and elementary school in Minnesota, as well as how we've designed them at wood, 303 01:08:20.040 --> 01:08:27.520 WLWV Board Room: and then again full ceiling to floor walls around the all-user as well as the staff 304 01:08:27.529 --> 01:08:47.290 WLWV Board Room: restroom, and where you um see the top right-hand corner of that drawing that's actually open there's been some misunderstanding that there's walls there and that it feels very enclosed and less supervision. Um, but that's actually open, just like in the design at wood 305 01:08:47.359 --> 01:08:54.020 WLWV Board Room: and in the elementary school design in Minnesota for supervision and visibility 306 01:08:56.010 --> 01:08:57.559 WLWV Board Room: so excellent. 307 01:08:59.040 --> 01:09:17.289 WLWV Board Room: So again, I just want to reiterate for our community that the process is not over. We're still. In that month of September We have talked to over sixty students so far, and we still have a few more classrooms to go. So we're going to get um even more student feedback, and they've been filling out um 308 01:09:17.300 --> 01:09:33.290 WLWV Board Room: kind of private response cards back, about which which how they feel about the restroom design, so they can have some public opportunity to speak as well, and in front of their peers, as well as a private opportunity. Let us know what they think, and then we have some staff feedback sessions that we're planning, 309 01:09:33.300 --> 01:09:40.819 WLWV Board Room: and then there'll be a point in time, as I mentioned, when the design team will take a look at what we're hearing from the surveys what we're hearing back from students and staff, 310 01:09:41.020 --> 01:09:43.879 WLWV Board Room: and we'll go back and look at those renderings and see if we need to 311 01:09:43.990 --> 01:09:45.219 any adjustments. 312 01:09:45.920 --> 01:09:48.560 WLWV Board Room: And uh, so that's where we are in the process. 313 01:09:49.270 --> 01:09:54.840 WLWV Board Room: And um last slide, I think I just want to say that's all from my report. Thank you 314 01:09:57.850 --> 01:10:06.959 WLWV Board Room: All right. Very good. Thank you, Dr. Ludwig, and at this time we will, i'm entertaining a motion for the consent agenda. 315 01:10:09.080 --> 01:10:11.969 WLWV Board Room: I'll make a motion that we passed the consent agenda 316 01:10:11.980 --> 01:10:19.189 WLWV Board Room: right by. Sure. Thompson moves all right. Director Taylor Seconds and Yeah. 317 01:10:20.120 --> 01:10:21.330 Director Slute. 318 01:10:23.760 --> 01:10:26.350 WLWV Board Room: Hi, Director Taylor 319 01:10:28.210 --> 01:10:30.389 WLWV Board Room: Chair, Kings I 320 01:10:30.720 --> 01:10:32.860 WLWV Board Room: Vice Chair Thompson, I. 321 01:10:33.250 --> 01:10:35.819 Kirsten Wyatt: Director Wyatt. I 322 01:10:36.700 --> 01:10:37.820 WLWV Board Room: You 323 01:10:39.700 --> 01:10:42.519 WLWV Board Room: all right. Let's see. Am I? So on? Yes, 324 01:10:42.560 --> 01:11:00.329 WLWV Board Room: we have public comments and portion. Now I have one percent signed up frequent fire. Mr. Mccabe. Um, you know the the way that we do this we get three minutes. If you have a complaint about 325 01:11:00.340 --> 01:11:17.899 WLWV Board Room: person who works here, or a student, or something like that. There's a complaint process that you can follow. The board will listen, but we don't usually dialogue. Um! It's just a chance for us to listen to. You share your perspective on something. And um, 326 01:11:19.360 --> 01:11:23.380 WLWV Board Room: yeah, I think those are the main things that apply, 327 01:11:24.230 --> 01:11:25.840 WLWV Board Room: or 328 01:11:25.910 --> 01:11:28.660 WLWV Board Room: this evening. So with that. Come on up. 329 01:11:39.860 --> 01:11:43.389 WLWV Board Room: Um, Good evening, John Mccabe, Western Oregon. 330 01:11:43.430 --> 01:11:44.690 WLWV Board Room: Um, 331 01:11:45.210 --> 01:11:49.269 WLWV Board Room: i'm going to basically be addressing the items that come in Number Eight 332 01:11:49.560 --> 01:12:05.739 WLWV Board Room: just right after this a curse night, and one of the things I saw when I looked at the agenda was that the new primary school of Frog Pond is already thirteen million dollars over budget. So even if the full Giobon was borrowed, there's still not enough funds. 333 01:12:05.770 --> 01:12:12.749 WLWV Board Room: You can issue the Geo Buns at twenty percent, and you'll get enough premium to finance the whole thing. 334 01:12:12.940 --> 01:12:24.240 WLWV Board Room: But why put that burden on the taxpayers? You try to issue the bonds. That's fair. What the current fair market value is which is increasing. 335 01:12:24.610 --> 01:12:33.129 WLWV Board Room: But to go out and issue them at twenty percent, so that you can make up for this thirteen million dollar overrun that's already projected. 336 01:12:33.160 --> 01:12:34.720 WLWV Board Room: Is that right? 337 01:12:34.730 --> 01:12:39.280 WLWV Board Room: And more time should be given rather than just over the weekend 338 01:12:39.520 --> 01:12:44.099 WLWV Board Room: to address these issues of a thirteen million dollars overrun 339 01:12:44.640 --> 01:12:47.599 WLWV Board Room: the other one that I've written about to you in the past. 340 01:12:47.660 --> 01:12:51.619 WLWV Board Room: I'm not sure. People understand what I was bringing up was the the 341 01:12:51.920 --> 01:12:54.089 WLWV Board Room: Geo bond audit. 342 01:12:54.200 --> 01:12:58.589 WLWV Board Room: It was required under the two thousand and nineteen measure, the 343 01:12:59.330 --> 01:13:03.130 WLWV Board Room: so pointed up school system on it. Taggart's done it, 344 01:13:03.650 --> 01:13:05.549 WLWV Board Room: and it's 345 01:13:05.760 --> 01:13:08.059 WLWV Board Room: been done by Metro 346 01:13:08.320 --> 01:13:09.949 WLWV Board Room: and um 347 01:13:10.430 --> 01:13:18.579 WLWV Board Room: other organizations. When they put on about that there will be a geob on audit. There is It's separate from the audit that just occurred. 348 01:13:18.890 --> 01:13:31.780 WLWV Board Room: I have gone to with people with the State of Oregon. They go. I am correct. They do not understand why the district, when it put it in the ballot measure is not doing a geob on on it it is required, 349 01:13:32.690 --> 01:13:34.690 WLWV Board Room: and then the last one is, 350 01:13:34.700 --> 01:13:36.149 WLWV Board Room: I think, the district 351 01:13:36.240 --> 01:13:40.319 WLWV Board Room: item eight. A. Should be held back in. 352 01:13:40.540 --> 01:13:43.060 WLWV Board Room: I spoke to Miss Knights today 353 01:13:43.140 --> 01:13:45.599 WLWV Board Room: with the Department of Treasury, 354 01:13:45.980 --> 01:13:53.630 WLWV Board Room: and one thing that was not made clear when the refunded bonds were done in two thousand and twenty, 355 01:13:55.170 --> 01:13:58.229 WLWV Board Room: it's not clear, but by law. 356 01:13:58.290 --> 01:14:06.249 WLWV Board Room: Twelve point. Eight million of that came out of the two thousand and nineteen bond, because you refinanced the bond premium. 357 01:14:06.390 --> 01:14:12.929 WLWV Board Room: So you have twelve point eight million dollars less to borrow remaining in. The two thousand and nineteen bond 358 01:14:13.210 --> 01:14:16.030 WLWV Board Room: staff is not presented it that way 359 01:14:16.100 --> 01:14:20.040 WLWV Board Room: when they've gone back and look because Ms. Knights has 360 01:14:20.460 --> 01:14:31.249 WLWV Board Room: taken over for somebody else, and they were like they should have seen this, and then they go. There was probably communication with the Prior Bond Council on this issue, 361 01:14:31.280 --> 01:14:35.109 WLWV Board Room: and it really needs to be addressed because the worst thing to do is. Go out 362 01:14:35.140 --> 01:14:42.299 WLWV Board Room: thinking you're going to borrow a certain amount of money. Find out It's going to be a lot less, and then you don't have enough money to complete anything. 363 01:14:42.430 --> 01:14:43.510 WLWV Board Room: Thank you. 364 01:14:47.400 --> 01:14:59.980 WLWV Board Room: Okay, That closes public comment, and we will move on to the Department of Operations And Mr. Douglas 365 01:15:00.530 --> 01:15:03.829 WLWV Board Room: Um, are you on? Would you like to come on up? 366 01:15:04.370 --> 01:15:09.570 WLWV Board Room: Yeah. And um topic two thousand and nineteen capital bond remaining bond sale? 367 01:15:14.540 --> 01:15:16.600 WLWV Board Room: Normally, I hide in the court, 368 01:15:16.900 --> 01:15:22.039 WLWV Board Room: which i'll do in a moment when Kim comes up. But i'll try and stand here for now. 369 01:15:23.000 --> 01:15:24.070 A. 370 01:15:24.210 --> 01:15:42.300 WLWV Board Room: So around the remaining bond sale as noted in my memo. We've been working with Piper Sandler as well as our Bond Council, the Mercer of Shannon, around the sale of the remaining bonds, and we have specifically asked the question around 371 01:15:42.310 --> 01:15:50.339 WLWV Board Room: premium versus principle, and the amount allowed to be borrowed, and we do believe that we can 372 01:15:50.440 --> 01:16:05.030 WLWV Board Room: seek to sell the full two hundred and six point eight million in bonds, regardless of that principle based on the Council from both Bond Council as well as Piper Sandler, our financial consultants. 373 01:16:05.200 --> 01:16:21.639 WLWV Board Room: Um, And so the intent is as planned. When we passed the bond initially, we would have the initial two thousand and twenty series we sold in February of twenty twenty, and then either the last quarter of this year or the first quarter of next, we would sell the outstanding bonds. 374 01:16:21.650 --> 01:16:26.210 WLWV Board Room: Given that interest rates are increasing. There's interest in doing that 375 01:16:26.540 --> 01:16:44.900 WLWV Board Room: in the fourth quarter of this year, rather than the first quarter of next. In general, the advice has been that it's still a very favorable time to be selling bonds. Financial instability in other places can can lead to an interest in investment. In one 376 01:16:44.910 --> 01:16:49.769 WLWV Board Room: general obligation bonds. These sorts of things are seen as safe investments. But 377 01:16:49.800 --> 01:16:54.800 WLWV Board Room: so right now, Piper Sandler is working through creating our 378 01:16:55.570 --> 01:17:14.680 WLWV Board Room: pos, which is our preliminary official statement. It's essentially a statement as to the health of the district, and then that goes out to credit agencies that provide a credit rating. All of those documents are finalized, and then put out publicly ahead of the sale of bonds. 379 01:17:14.690 --> 01:17:31.230 WLWV Board Room: All of that is on track. Our Cfo and our operations department are working together with the folks that help us with these things, and all appears on track, correct and ready to proceed. 380 01:17:32.230 --> 01:17:33.969 WLWV Board Room: Questions around that 381 01:17:34.280 --> 01:17:35.469 crosses 382 01:17:41.340 --> 01:17:45.440 WLWV Board Room: anybody else on the board. Have any questions for 383 01:17:45.470 --> 01:17:47.050 WLWV Board Room: Mr. Douglas. 384 01:17:48.240 --> 01:17:55.459 WLWV Board Room: Alright, i'm seeing none, Thank you. I might sneak over here when, for when Ken comes up right. 385 01:17:57.610 --> 01:18:03.800 WLWV Board Room: Hello, Kim Jordan, Thank you for being here. I'm happy to be here. Thank you for having me 386 01:18:10.350 --> 01:18:26.579 WLWV Board Room: um. Our meeting was held in July, so usually when we do these reports, they're sometimes about a month out of date. So I got a few updates that i'll, i'll point out as we go through if they're different than what you have in your packet. 387 01:18:26.590 --> 01:18:41.239 WLWV Board Room: The most exciting thing about our meeting was, we had one hundred percent attendance which we have not had that in years, and so thank you, for we need new people who are excited and passionate about the committee. 388 01:18:41.250 --> 01:18:50.830 WLWV Board Room: It was really fun. They had a lot of questions, and it's a big process, as you know, and so to come in new is not easy. 389 01:18:50.840 --> 01:19:03.029 WLWV Board Room: So they got their big fat binders and sent them away to go study up, and everyone offered to help ramp them up to drink from the fire hose. That is the long-range planning committee and the bond. 390 01:19:03.040 --> 01:19:14.299 WLWV Board Room: But it's just super exciting to have some fresh energy in there, and, like I said, to have everyone there, that was a pretty big deal. We haven't obviously um experienced that in a while. So um! 391 01:19:14.320 --> 01:19:22.550 WLWV Board Room: So first we'll talk about the financial summary, and if you'll allow me, i'd like to look at it 392 01:19:23.040 --> 01:19:28.490 WLWV Board Room: two parts. So if you look at the the summary. 393 01:19:28.500 --> 01:19:49.309 WLWV Board Room: If you just look at the bar graph. It seems alarming at first, so I wanted to kind of break it down and explain it a little bit more. So. The first part i'd like to talk about is, if you do not consider the bid for broadcont. So if you just consider all the other projects that we're working on, and you remove that piece. 394 01:19:49.320 --> 01:19:50.700 WLWV Board Room: Um! 395 01:19:50.710 --> 01:20:12.909 WLWV Board Room: The health of the projects up until that point is actually quite good. And so the overrender is down, which we would expect for it to continue to go down. As we go along on projects we have projects that complete, and they finish under budget, or we're able to scale those to match their budget as we go along. 396 01:20:12.920 --> 01:20:31.309 WLWV Board Room: And so we were down. Last quarter was two point four, and now we're down to two point three, as our over under some things to note is that on one of our projects the new Middle school at Dollar Street. 397 01:20:31.320 --> 01:20:43.850 WLWV Board Room: Ah, we something not counted in here is two point one million dollars that will come back to us from the city of Westland when we work on the road of Llamic Falls drive, 398 01:20:43.860 --> 01:21:03.539 WLWV Board Room: that work was partnered with the city, and so they'll pay for half of it, and do some of the work that's closer to the park side, and then the district will take care of the rest. And then another thing of note I don't know if Remo explicitly said it. But we're not, 399 01:21:03.550 --> 01:21:10.329 WLWV Board Room: of course, counting on the premium from the bond sale at this point. That would be, 400 01:21:10.370 --> 01:21:11.990 WLWV Board Room: I'll advise, 401 01:21:12.000 --> 01:21:27.399 WLWV Board Room: and we have one point. Five million dollars returns from reimbursement funds. Those are things like the timber sales. Timber energy refunds that we've applied for and received, because that's all good news 402 01:21:27.570 --> 01:21:28.960 WLWV Board Room: and 403 01:21:29.000 --> 01:21:36.909 WLWV Board Room: part two of the financial situation you'll see summarized in your memo from 404 01:21:37.830 --> 01:21:42.790 WLWV Board Room: Remo, dated July twelfth. Was that in your packet as well 405 01:21:44.760 --> 01:21:45.889 on the 406 01:21:45.900 --> 01:21:47.369 WLWV Board Room: sorry. Yes, 407 01:21:47.380 --> 01:22:15.700 WLWV Board Room: um. And so that outlines kind of some of the things that we've been talking about every time I come here Why, it's so expensive to do construction projects right now. Every construction project things that you're doing in your own home, and that you've experienced, You know the increased costs of shipping materials, labor, shortage, supply, chain, disruptions. And so the good. The estimate for the new primary school came in significantly over Budget 408 01:22:15.800 --> 01:22:17.200 WLWV Board Room: Um, 409 01:22:17.760 --> 01:22:34.930 WLWV Board Room: the way that the district does their estimates is really conservative, and there's a lot of room for change over time. So the question was by the long-range planning committee, and because of the the oversight committee. 410 01:22:34.970 --> 01:22:46.590 WLWV Board Room: Ok, why is that happening? And what are you going to do about it? So the why I kind of talked about is even fuel costs are up. Diesel, which all of the 411 01:22:46.620 --> 01:23:03.440 WLWV Board Room: all of the machinery that is doing construction is Diesel, and that's up eighty percent. So if you consider that times All of these projects supply chain issues, higher cost of supplies, worker costs, and shortages. So that's the why and then what's being done is 412 01:23:04.050 --> 01:23:20.309 WLWV Board Room: many different things, the first of which is where there is room in our for facility, improvements, not including safety and security projects, and not including projects that have already been started. There are some projects that are unfold 413 01:23:20.320 --> 01:23:36.880 WLWV Board Room: projects that we said, Okay, Beckman needs a new roof, not urgently, not right. This second we were going to do it. Now let's hold off on that, and let's preserve those funds for now. So all of those projects are being 414 01:23:36.940 --> 01:23:54.200 WLWV Board Room: assessed, and like, I said, just to be totally clear. Anything that was under safety and security does not fall under that. So our safety and security has been mostly finished, but that wouldn't be something that we would hold back funds from. That was a priority from the bond. 415 01:23:54.210 --> 01:24:09.869 WLWV Board Room: And then there's some discussion about the scale of projects. How do we change scale? How do we adjust sale? How do we use creative architecture to maybe solve some problems and save some money? 416 01:24:09.970 --> 01:24:29.590 WLWV Board Room: The staff has been ordering and locking in prices long lead um furniture. So our new warehouse over here in Stafford is full of school furniture for schools that won't open for a year, so that we can lock in those prices, and we know we'll have furniture, and that we know that we can start 417 01:24:29.600 --> 01:24:32.789 WLWV Board Room: school. We're not waiting on tables or whatnot, 418 01:24:32.800 --> 01:24:56.950 WLWV Board Room: and just making sure that things are being done in the most efficient and cost-effective way, possible, just really analyzing. How can we still build a school up to district standards and equitably to match the other quality of our other schools. While making sure that we're using the space in the best 419 01:24:58.630 --> 01:25:01.420 WLWV Board Room: any questions about that, or 420 01:25:04.010 --> 01:25:25.889 WLWV Board Room: just to clarify. And I know you corrected to. We have not gone out to bid right. I'm sorry, I mean. And you caught yourself. I just want to make sure that folks heard it. Yeah, I apologize at that. Thirteen million was just us looking at estimations. Nothing has been bid yet, and this is where we can make adjustments and keep working with with. Yes, thank you. Sorry about that. No, That's so. 421 01:25:25.900 --> 01:25:27.290 WLWV Board Room: Yeah. So. The estimate 422 01:25:27.300 --> 01:25:42.900 WLWV Board Room: that is reflected here is from our schematic design phase. It's the first of three main phases. It is the most diagrammatic in nature. There's a big square, and it says classroom and an assigned dollar value per square foot of that classroom. 423 01:25:42.910 --> 01:26:00.230 WLWV Board Room: We are currently out for our next design development estimate somewhat more refined. We know more about what's in. So each space we know more about the structure, but not all the detail is there. Um! And so you know that estimate will come in in the next couple of weeks. 424 01:26:00.240 --> 01:26:15.610 WLWV Board Room: That'll tell us a whole lot about the effort that we've gone so far to to try to bring that closer to Budget um. So, as Kim said, there's a lot more work to go. They're always high at the beginning, and we work to bring them back down. 425 01:26:17.580 --> 01:26:24.329 WLWV Board Room: Yeah, I had two questions. So there was one as I was looking at the table on page twenty, nine, 426 01:26:24.750 --> 01:26:51.330 WLWV Board Room: and just clarification for myself. So i'm just look! I'm going to look at the first line. Um, So addition and renovation at Wilsonville High School, and it shows the original budget at twenty. Eight million approved budget changes at nine million, and then over at the forecasted, over and under, there's a zero. So does that mean if the changes have been approved, we don't consider that being over what the original 427 01:26:51.340 --> 01:26:54.490 WLWV Board Room: over budget does that make sense? 428 01:26:56.540 --> 01:26:58.309 WLWV Board Room: I'm happy to take that. 429 01:26:58.320 --> 01:27:00.490 WLWV Board Room: Um: So Okay, 430 01:27:00.500 --> 01:27:16.910 WLWV Board Room: Yeah. So there are a number of several sources of funds in the bond. You've got the bond principle, the two hundred and six point eight. You've got on premium that was experienced. And you have State Grant from funds from the awesome grant. Osc: Im 431 01:27:16.930 --> 01:27:19.949 WLWV Board Room: um. They're very clever with their acronyms at the staff. 432 01:27:19.960 --> 01:27:22.150 WLWV Board Room: Uh, so um! 433 01:27:22.490 --> 01:27:34.529 WLWV Board Room: Certain funds have certain requirements. The awesome grant funds needed to be were specifically for Athe Creek and Wood Middle schools, and then the premium dollars. 434 01:27:34.540 --> 01:27:50.310 WLWV Board Room: Um, were able to be used for any applicable growing on projects. So, as is often the case, there's projects that are over Budget, you know, over what we initially plan several years back, and there are projects that are under. 435 01:27:50.320 --> 01:28:10.180 WLWV Board Room: We've never promised that every project will go to that original budget. What we've promised is to use good stewardship to aim, to bring the entire program in under the funds that are received that may include premium. It does in this case. 436 01:28:10.190 --> 01:28:24.890 WLWV Board Room: But ah, yes, Wilsonville High School's project was substantially over Budget and the dollar values. You see, there's a lot of reasons for that. Um, and i'd be happy to go into those um should the board and wish me to do so, 437 01:28:24.900 --> 01:28:36.469 WLWV Board Room: and my question wasn't, Why is it over, Budget? It was more of. So if we've approved it. And that's why it was more kind of how the table works. So that was Yeah, I was not questioning 438 01:28:36.480 --> 01:28:55.500 WLWV Board Room: the changes or anything like that, just wanting to understand how the table works myself. And then the other question that I had um just for the memo, and talking about. And and again I know It's just a rough estimate, and I know you're still working on design, and I do appreciate what a great job you 439 01:28:55.510 --> 01:29:11.250 WLWV Board Room: your department does, of keeping our cost down and and making sure the program um ends on schedule. But I did have a question, is there? And again. It's given the environment that we're in right where we know I mean it. It has nothing to do with 440 01:29:11.260 --> 01:29:26.249 WLWV Board Room: us, not estimate it. Just the environment we're in with fuel costs. Is there ever a You know what right now, because of the environment that we're in or the economy we're not. Is there a no go. Number, I guess, is what I'm asking where it's 441 01:29:26.260 --> 01:29:36.859 WLWV Board Room: if it's over this percentage that we were expecting. You know it just like we're putting off the roof, and we're putting off some of those others. Okay, Maybe we postpone for 442 01:29:36.980 --> 01:29:42.600 WLWV Board Room: a year, and i'm not saying we should or not. I'm just curious if that is something that's in play, 443 01:29:42.800 --> 01:29:51.170 WLWV Board Room: right? Ultimately the board is the entity that approves a contract, and 444 01:29:51.590 --> 01:30:06.850 WLWV Board Room: should we be getting closer to that bid date, and the numbers are still substantially high. I'd expect that I would be writing memos to Mr. Mcguff and Dr. Lugwig about what the implications of that are, make any recommendations that 445 01:30:06.860 --> 01:30:13.690 WLWV Board Room: my team and I feel are appropriate, and there would have to be a very public conversation about what we do about that. 446 01:30:13.700 --> 01:30:18.089 WLWV Board Room: Ok, So that may. Yeah, that helps me just know, procedurally or Ok. 447 01:30:18.100 --> 01:30:35.759 WLWV Board Room: And in in terms of you know particularly that primary school. Um, we know in conversation with the city of Wilsonville. Ah! The number of houses under Frog Pond west, the area that's currently being developed plus east and south, you know, there could be up to another two thousand homes 448 01:30:35.770 --> 01:30:39.549 WLWV Board Room: uh in the next five to ten years. So there is an expectation of need. 449 01:30:40.720 --> 01:31:10.660 WLWV Board Room: That was a question. Um, if it's okay by address. Okay. But that came up at our meeting as well. Um. Asking you, what are we responsible for? You know what we promised, and um. One of the things we talked about is what was the bond language, you know. And and what did we say to voters when they voted for this money, and some of the bond language is really around um city and security and addressing over a population. And so 450 01:31:10.670 --> 01:31:16.170 WLWV Board Room: it when we talked about it. Our meeting is that it felt like 451 01:31:16.900 --> 01:31:32.960 WLWV Board Room: um, because we're not in a crisis point right now, like we still feel really good about these numbers, and there's a lot of change happening, and coming forward that you would still consider this a very viable project based on 452 01:31:32.970 --> 01:31:38.139 WLWV Board Room: our demographics and our overcrowding and our our population numbers in schools. 453 01:31:41.490 --> 01:31:43.930 WLWV Board Room: Yeah, I'm done. Thanks. 454 01:31:45.620 --> 01:31:47.560 WLWV Board Room: Do you have questions? 455 01:31:47.570 --> 01:31:48.469 Okay. 456 01:31:48.750 --> 01:31:57.630 WLWV Board Room: I have some questions, but they might primarily go to you. Remove. So I don't know if you want to continue finish. Yeah. Okay, yeah, sure. 457 01:32:00.510 --> 01:32:17.400 WLWV Board Room: Okay. So screenboard a little bit to page three of that packet where we just kind of talk about each individual project. We had our meeting at Wilsonville High School, so I just wanted to let you know what we um. 458 01:32:17.410 --> 01:32:25.219 WLWV Board Room: We saw it when we were there it was really fun. We got to take a tour, and it's just going to be this amazing auditorium 459 01:32:25.230 --> 01:32:55.190 WLWV Board Room: It is um beautiful two-tiered system. It's very thoughtful. The The brick exterior looks great, and you'll see that there's a big gap in the um projected. When you look at the cash flow on the top, and that's because there's a lot of There's an extensive amount of lake project that occurs in when you're doing something technical like that. So it's not just a room you have to do all the lighting and all 460 01:32:55.200 --> 01:33:20.099 WLWV Board Room: the things that come along with building an auditorium instead of maybe just a a lobby or something. A couple of the things that I noticed that they had solved for is, if you've ever been to an event at West Lynn High School. There's hardly any lobby area, and if the weather is not good you're in the rain or you're literally shoulder to shoulder with someone when you wait for your child to come out. So there's a much larger lobby area. It's very friendly. 461 01:33:20.110 --> 01:33:33.480 WLWV Board Room: Um! There's a lot more seating than used to be at the Wilsonville Auditorium. So it's more equitable to Westland High School, and then in the end there's not a ton of extra parking spots, but there are twenty 462 01:33:33.490 --> 01:33:52.219 WLWV Board Room: and parking spots that have been created. But then room for more in the future, if they need to do another row. Ah! Closer to the road that is now possible, and that there are new bustling. So the buses and the cars won't All be trying to go in out the same spot for those of you are 463 01:33:52.230 --> 01:34:10.429 WLWV Board Room: Um. And so the construction on that auditorium the auditorium is set to open in January, and that gives the staff a chance to shift things into the auditorium and then work on the other areas for opening fall of two thousand and twenty three. 464 01:34:10.440 --> 01:34:24.649 WLWV Board Room: So some pictures here, and if you haven't been over there. It's like so great. It's really amazing and thoughtful, and just going to be so exciting. The next project is the Middle School dollar. 465 01:34:24.660 --> 01:34:40.220 WLWV Board Room: A couple of things of note. I mentioned that we're partnering with the city of Waslin doing that roadwork. They had to close the road and put up a bunch of signs, and then decided to put that work off for a little bit, so that will start more in October. 466 01:34:40.230 --> 01:34:56.690 WLWV Board Room: And one of the interesting things there is. They're using um common in construction. But haven't been used here is doing pre-cast concrete walls So the walls are cast somewhere else, and then just brought in and installed on site which is pretty cool. So that's making real good 467 01:34:56.700 --> 01:35:03.459 WLWV Board Room: progress, and that project is further along its timeline than 468 01:35:04.060 --> 01:35:05.380 WLWV Board Room: the other. 469 01:35:05.390 --> 01:35:25.479 WLWV Board Room: Ah! Similar projects in the past. So we're feeling really good about a fall of two thousand and twenty three opening on that as long as there's not a ice storm, or a fires, or a strangely wet spring, or anything like that. So I think we paid our dues on that so hopefully We're good to go, 470 01:35:25.490 --> 01:35:32.000 WLWV Board Room: and I was going to talk a little bit about Riverside, about the cte. But 471 01:35:32.140 --> 01:35:45.930 WLWV Board Room: principal taping covered all that. So i'm in. Skip. That Western high school is open. One hundred new parking spots, If you have a driver like I do, super excited about his assigned spot, 472 01:35:45.940 --> 01:36:00.180 WLWV Board Room: and that will be completed under Budget. So that's great news, and it just looks really nice and beautiful, and a lot of favorable comments for that, If anybody's had a chance to see it. It's really It's really cool. It fits in really nicely as well. 473 01:36:00.390 --> 01:36:15.439 WLWV Board Room: Um! And then the primary school a fraud pond. Many of the things I was going to talk about Dr. Ludwig already covered, so I won't really get into that too much Um! And then 474 01:36:15.450 --> 01:36:35.989 WLWV Board Room: the last thing I was just going to mention is our facility improvements. The last two projects are substantially complete, you know, almost all the way there, and so we don't have to talk about a lot of this stuff anymore. The actual project ports are going to get smaller and smaller as we start to wrap up some of these 475 01:36:36.000 --> 01:36:37.550 WLWV Board Room: things over time 476 01:36:38.850 --> 01:36:43.250 WLWV Board Room: any questions about the progress on the projects, 477 01:36:47.470 --> 01:37:11.690 WLWV Board Room: the Wilsonville High School of the auditorium, the external Um! What's there right now? It's going to change significantly. Have you had a chance to visit it recently, Like if you go into the parking lot, you see the face of the building. It's kind of painted warns right now. I'm just kind of wondering, but my memories 478 01:37:11.700 --> 01:37:39.899 WLWV Board Room: having a hard time conjuring up the drawings. But I remember there being like some slats or something like that. So I remember Reagan monitor was concerned about how they would weather. And yeah, yeah, can you speak to what's gonna happen? I can't, because we actually came in the back, and so I can't even picture it. It not be my my school. We did our tour mainly on the outside, and then the uh, facing on the brick on the day that we were there I think it was a hundred degrees, literally, and so we did a quick walk through the outside and back, and 479 01:37:39.910 --> 01:37:41.989 WLWV Board Room: i'll i'll send that over to Rima. 480 01:37:42.000 --> 01:37:54.899 WLWV Board Room: Yeah. So the orange paint-looking product that is a waterproofing product. So on a home. You're just seeing, like the paper, the tyveek product on the outside. So this is a fluid five version of that 481 01:37:54.910 --> 01:38:08.929 WLWV Board Room: Um. The exterior is predominantly brick, even around the front, And then there's like the front edges of canopies, and things are are a metal design. But no, it it will not be a a big orange cube. So they're going to try to match the brick. 482 01:38:09.020 --> 01:38:20.700 WLWV Board Room: Yeah, that that same brick wraps around the front a lot of that orange area. If you look closely, there's funny little wires sticking out, and that's the ties that hold 483 01:38:20.720 --> 01:38:22.499 WLWV Board Room: the brick held to the building. 484 01:38:22.510 --> 01:38:41.699 WLWV Board Room: Um! So yes, it it will look much different than it was now. Um! The Sunset primary school was built with that same material, and I got a lot of calls the week that that, Pate went on. Ah, ah! Folks like hey? You told me this was going to look good. You promised, and it's a forge cube. No, ah, no, it will not be an or you 485 01:38:43.150 --> 01:38:46.489 WLWV Board Room: Very good. All right. Thank you so much. 486 01:38:46.840 --> 01:39:05.209 WLWV Board Room: Um. Okay. I do have a few questions. What I want to just check in with Youtube first. Is that okay? If I go ahead or okay, All right. Um. Let's see here. So my first question is that the awesome Grant, I recall, was earmarked for wood, 487 01:39:05.220 --> 01:39:10.139 WLWV Board Room: and so I'm, hearing that it was spent on both wood and athe, and i'm wondering what happened there. 488 01:39:11.400 --> 01:39:29.619 WLWV Board Room: It was always targeted for both. I I did not anticipate that specific question tonight, so I don't have the dollar split with me, but if you're interested we can certainly show you all of those funds have been spent, and it's It's a reimbursement program, and so you spend the funds one, 489 01:39:29.630 --> 01:39:46.289 WLWV Board Room: and then you submit a somewhat complex application to the State and verify, you know. Here's the list of things we said we were going to do. Here's the list of things we did with the costs, and then the State sends you that money. And so 490 01:39:46.300 --> 01:39:56.100 WLWV Board Room: of that work was completed. A considerable portion of it was at Wood Middle school, and the other was the athe specifically 491 01:39:56.240 --> 01:40:08.589 WLWV Board Room: off the top of my head. The roofing it athe, was one of the main components that was funded under the awesome grant. But most of the work that happened at Wood was under the awesome grant, 492 01:40:09.520 --> 01:40:12.230 WLWV Board Room: and I could provide more detail if needed. 493 01:40:12.240 --> 01:40:19.939 WLWV Board Room: Yeah, I mean, if it's easy. If you have it accessible, you don't have to generate a report or any of that. Yeah, I'd be curious. Is it also on the website 494 01:40:20.290 --> 01:40:30.669 WLWV Board Room: in terms of a breakdown. Specifically probably not. But it's whatever we throw together for that we could. Yeah, we could put it up there. We want folks to be able to see what it was. 495 01:40:30.870 --> 01:40:37.250 WLWV Board Room: So yeah, And i'm curious, because I know that there are requirements 496 01:40:37.380 --> 01:40:54.409 WLWV Board Room: around bond spending and timeline that are really baked in to the measure that we passed. And I'm. Just curious how much flexibility do we have with spending and timeline? No, it's a very broad question. But whatever information you have, 497 01:40:54.790 --> 01:40:56.770 WLWV Board Room: even if it's in general. 498 01:40:58.150 --> 01:40:59.290 WLWV Board Room: Yeah. Yeah, 499 01:40:59.300 --> 01:41:13.480 WLWV Board Room: yeah, sorry. I sent myself an email on galaxy. So yes, there are requirements around the time frames, which is why we broke up the bond sales the way that we did so. 500 01:41:13.570 --> 01:41:15.989 WLWV Board Room: I'll use very specific terms. 501 01:41:16.000 --> 01:41:23.700 WLWV Board Room: You have to have a plan that demonstrates um that it it's reasonable to expect 502 01:41:23.770 --> 01:41:37.600 WLWV Board Room: that you can spend eighty-five percent of what you borrow in three years. You also have to reasonably expect to be able to contract for five percent within six months. 503 01:41:38.120 --> 01:41:45.149 WLWV Board Room: So we are on track currently to do both for the two thousand and twenty series bonds. 504 01:41:45.350 --> 01:41:52.740 WLWV Board Room: We have every expectation of complying in the same fashion with the sale of bonds. At the end of this year the 505 01:41:52.820 --> 01:42:04.120 WLWV Board Room: in terms of of spending rate, since there tends to be a gap between our quarterly reports and and getting to speak with you all our most recent payment application, 506 01:42:04.130 --> 01:42:17.530 WLWV Board Room: which is our our billing from our contractor out at the Dollar Street School. This is all. This is not a sign of overruns or any of that. It's all within the contract that we already have, But our billing from them for August was five and a quarter million dollars, 507 01:42:17.640 --> 01:42:22.460 WLWV Board Room: So they're hustling out there, and money is moving out the door 508 01:42:24.790 --> 01:42:26.490 WLWV Board Room: and to 509 01:42:27.670 --> 01:42:42.489 WLWV Board Room: watching the trends. Do we have any indication that this market is going to peak, and then go down; that some of these costs and supply chain issues may be alleviated. 510 01:42:43.040 --> 01:42:50.350 WLWV Board Room: Yeah, it is what a lot of really really smart people in the industry are spending a lot of time focused on 511 01:42:50.360 --> 01:43:08.389 WLWV Board Room: um. Recently one of our project managers brush on um attended a seminar held by a couple of the largest general contractors in the country. Um, and they have begun to put out regular reports, both about lead time. So how long it's taking to get things as well as costs, 512 01:43:08.400 --> 01:43:17.599 WLWV Board Room: under a whole bunch of different disciplines. We also pay close attention to one of the biggest estimating firms. 513 01:43:17.640 --> 01:43:22.600 WLWV Board Room: The country puts out a quarterly report about their view. 514 01:43:25.280 --> 01:43:28.110 WLWV Board Room: The labour shortage 515 01:43:28.370 --> 01:43:47.660 WLWV Board Room: has become the primary topic, and it's affecting everything else. So if you don't have anyone in the factory to build the widget, and then you Don't have anyone to drive the truck to get the Widget from Ohio to here, and then you don't have anyone to install the widget in Portland. Then there's not a lot you can do about it. 516 01:43:47.670 --> 01:44:06.469 WLWV Board Room: Um! And what we're seeing is rapidly rising. Pay rates for everyone. Um construction labor, and even in you know our consultant firms are telling us. You know there's people bouncing around and getting twenty grand a year raises each time they bounce 517 01:44:06.480 --> 01:44:25.090 WLWV Board Room: um, because there's just that much need. Um. The last quarterly report from the estimator said that Um, the recent infrastructure package, the Federal infrastructure package is estimated to generate an additional four hundred and fifty thousand construction jobs. But we don't have the people to do the work 518 01:44:25.100 --> 01:44:27.090 that we had to do before that. 519 01:44:27.140 --> 01:44:46.069 WLWV Board Room: Um. And then the recent um Federal legislation around Chip manufacturing um the new of intel plant. I think it's in Ohio. Um! They're calling for seven thousand workers at that one side alone. Um! And there's people just moving out of the State to go to Ohio to get ready to work there. 520 01:44:46.080 --> 01:44:58.419 WLWV Board Room: Um! And so Ah, we do not expect it to lessen um that the language I've been using with Mr. Mcguff and Dr. Ludwig is that the world has changed, and it's not going back. 521 01:44:58.670 --> 01:45:04.390 WLWV Board Room: There are things that you need to build a new school that take over a year to get, 522 01:45:04.500 --> 01:45:07.509 and there's no sign that that's going to improve 523 01:45:07.690 --> 01:45:23.429 WLWV Board Room: um. In fact, many of them are getting longer and in in my work to to become emotionally invested that is, is unproductive just makes you stressed out, but we take it very, very seriously. 524 01:45:23.440 --> 01:45:44.440 WLWV Board Room: And so we are spending a lot of time talking with partners and other districts, Our project management firm that works all over the country. I'm talking about what others are doing, being planned for projects There's a brief time um after you've already, Folks said, Well, let's let's get some more security improvements done this summer. 525 01:45:44.540 --> 01:45:46.399 WLWV Board Room: It's just not possible. 526 01:45:46.410 --> 01:45:58.769 WLWV Board Room: But what we did say is, okay. We've only got two schools left Trillion Creek and Westland High School. We're going to start our planning now, so we can bid in the fall, get all of the stuff in our hands. 527 01:45:58.820 --> 01:46:15.089 WLWV Board Room: We prepared to do those improvements in a timely fashion? Next summer all of our longer projects the auditorium at Wilsonville High School, the new construction of the new Athe Group Middle School. They're on schedule because we have enough time. 528 01:46:15.180 --> 01:46:28.410 WLWV Board Room: Um! The schedules were longer than perhaps we historically would have had, but we knew what was coming, and those projects are finding success because we had the time to plan and order products ahead of time. 529 01:46:28.420 --> 01:46:47.279 WLWV Board Room: Um! And ah Project owners would be wise to to keep that in mind in this new economy. It's it's excellent to hear a focus on pre-apprenticeship and high school programs and college programs around the country. We need those workers in the industry. It's exciting to hear, you know, getting to work with. 530 01:46:47.290 --> 01:47:03.230 WLWV Board Room: Ah, Nick Chapin and and Kerry Wilhelm about You know what's coming at riverside things that you know it'll excite new generations of engineers, architects, trade workers. Um! We We need those things to catch that labor Google back up, 531 01:47:03.400 --> 01:47:05.430 WLWV Board Room: was a long-winded answer, but 532 01:47:05.440 --> 01:47:06.389 publicly views. 533 01:47:06.400 --> 01:47:07.710 WLWV Board Room: Okay, 534 01:47:07.720 --> 01:47:35.819 WLWV Board Room: Yeah, thank you. It was a kind of a big question. I have just two. More. And they have to do with the budget and specific projects. Um, one is with the um addition at Wilsonville High School. When I see the nine over nine million dollars approved budget changes. I'm just semantically. Um. My brain tells me that that's not board approves the 535 01:47:35.860 --> 01:47:43.989 WLWV Board Room: contracts, and at the authorization for the management of the funds has been delegated to staff. 536 01:47:44.000 --> 01:48:07.350 WLWV Board Room: Okay. So that was a decision that was made with you and your team. And okay, and then so with that, I guess i'm just curious. Um, you did say like, No, I don't need to know every detail, but I am curious when I see you know over nine million dollars going over budget with that project, and then also um already having um thirteen. This is my second question. So two questions coming at you. I am curious 537 01:48:07.360 --> 01:48:17.359 WLWV Board Room: what happened with that project at a high level. And then also, how is it that we have thirteen million dollars already? 538 01:48:17.930 --> 01:48:19.429 WLWV Board Room: Where did I see this 539 01:48:20.030 --> 01:48:20.990 WLWV Board Room: at the primary. 540 01:48:21.000 --> 01:48:25.889 WLWV Board Room: Yeah, with the primary what's going on with that right? So i'll do the second one first. Okay, 541 01:48:25.900 --> 01:48:41.180 WLWV Board Room: that's a little more fresh in my brain. So at the new primary school that's our initial estimate. When we were at this phase on the new Dollar Street School we were ten million over at the Dollar Street School, and we're at four today. 542 01:48:41.190 --> 01:48:55.360 WLWV Board Room: Um at the Middle School, not acknowledging two million coming from the city. Um! And so that project's gone from ten million over to two. It's trying to remember over two years of data, but the idea is they they do come down 543 01:48:55.370 --> 01:49:13.039 WLWV Board Room: um. And as I mentioned briefly before. We've got our second estimate of three coming in in the next couple of weeks. We've taken the kind of hopes and dreams version of the project, you know extras, and you know we encourage everyone to think big 544 01:49:13.050 --> 01:49:23.030 WLWV Board Room: to be positive to think about what the most exciting thing for schools could be in that very, very early stage, and it's always over budget every time. 545 01:49:23.100 --> 01:49:42.729 WLWV Board Room: And of course, you know, when we put these budgets together. Um, we didn't, you know. Very few people knew the word Coronavirus, and nobody knew who the president of Ukraine was. Um! We we tend to know both now um and it's changed things in a in a dramatic way. 546 01:49:42.740 --> 01:50:02.549 WLWV Board Room: Um! So the the combination of those things it's. It's quite high. Even Even the difference between the estimating and the bid for the new middle school, and what this estimate has been for the primary school, it's materially different Something again going off the top of my head. I think something like seventy five dollars a square foot more 547 01:50:02.560 --> 01:50:22.040 WLWV Board Room: um for a much simpler facility than the Dollar Street school. Um! So all of those things are combining for it to be quite high. Um, we're certainly hopeful that that second estimate, with all of our trimming and shaping, and you know kind of bringing the things out of the clouds. And 548 01:50:22.050 --> 01:50:33.979 WLWV Board Room: ah! You know fuel prices. We're all we're all going to the pump, and we've seen fuel prices coming back down. Things are settling in a little bit. So we're hopeful that that second estimate comes in much lower 549 01:50:34.100 --> 01:50:47.459 WLWV Board Room: um, and in any case there'll be proactive work needed ahead of a bid where we would say, What are our alternate extras? What are the pieces above the base core that we absolutely need 550 01:50:47.470 --> 01:51:01.210 WLWV Board Room: um that are optional extras that we can elect to take or not. Um, it's very commonly done in the industry. It's always done here with major projects, so that we can try to find a bid that we can accept 551 01:51:01.290 --> 01:51:05.489 WLWV Board Room: to date. In general, we've been able to 552 01:51:05.500 --> 01:51:24.580 WLWV Board Room: except most are all alternates. Um, even at the new middle school. Um, we were able to accept most or all of those alternates, because we had worked very hard in the lead up to that bit. And so again, this. This is the first number. This is the one where there's a little panic that happens. 553 01:51:24.590 --> 01:51:36.050 WLWV Board Room: Um, i'm somewhat hopeful of our next number given everything happening, and the other aspect around that project is paying close attention to timeframe. 554 01:51:36.060 --> 01:51:55.539 WLWV Board Room: How long will it take to build that school? Given what's happening, and we're reaching out to a lot of smart folks and different owners and project management groups. What are we seeing? Um! And again, all of our longer. You know our two big, long projects, the the Auditorium Project, and the new Middle School. 555 01:51:55.550 --> 01:51:58.139 WLWV Board Room: They are essentially on schedule. 556 01:51:58.620 --> 01:52:12.639 WLWV Board Room: Ah! As to the High School Addition project. We based that estimate on the same square footage as the Westland High School building. 557 01:52:12.700 --> 01:52:14.120 WLWV Board Room: Um, 558 01:52:14.570 --> 01:52:18.380 WLWV Board Room: And there are a number of things about that building that just didn't quite work 559 01:52:18.490 --> 01:52:33.750 WLWV Board Room: as well as we would like. They're scene shop. You really can't do a few of the things that you like to do as Kim mentioned. The lobby is quite insufficient, and there was some additional square footage that we made the choice 560 01:52:33.760 --> 01:52:48.639 WLWV Board Room: that rather than say, we're going to be exactly equal and have things that we're knowingly making decisions that hamper that facility. We're going to make them a little bigger. We're going to invest that money. 561 01:52:48.650 --> 01:52:58.640 WLWV Board Room: There was some site. Information found out as we got into the design that constrained the building a little more, and it caused the need for that 562 01:52:58.650 --> 01:53:16.760 WLWV Board Room: a balcony level to go in and increase the number of elevators we have that increase the height of the whole structure. Um, there are a number of things like that that led to a more expensive design. Again we went in and we said, Okay, what value engineering, what What change outs can we do and things. 563 01:53:16.770 --> 01:53:30.789 WLWV Board Room: But there is a standard. We could not create an empty concrete box and say, Here you go, Wilsonville. You, now, you know, have equity with the folks in West Lynn, and so there were decisions made at that time. 564 01:53:31.300 --> 01:53:33.089 I don't think i'm. Also 565 01:53:33.100 --> 01:53:43.349 WLWV Board Room: designed. We had an original design on the exterior of the building that was not approved by the board, 566 01:53:43.850 --> 01:53:53.709 WLWV Board Room: and the board asked for a significant design change to change the upper structure of the building from metal to cmu and brick 567 01:53:53.830 --> 01:54:11.569 WLWV Board Room: that added significant cost to the ah construction and the structure you had to increase the structural components in there. So there were some owner design for driven changes that increase the cost as well. 568 01:54:11.810 --> 01:54:15.809 WLWV Board Room: And again, I just wanted to be clear about. 569 01:54:15.980 --> 01:54:33.550 WLWV Board Room: We had one design, and we were that design was not the approved design by the board, and they asked for another design that changed not only the parents of the outside of the building, but the construction costs as well, 570 01:54:34.170 --> 01:54:37.849 WLWV Board Room: and I want to make sure that folks remember 571 01:54:38.070 --> 01:54:41.590 WLWV Board Room: that that was a direction from the previous board. 572 01:54:49.770 --> 01:55:00.390 WLWV Board Room: One other simple question, What is the name of the design firm that we hired? I can't remember the design that space, or for Wilsonville High School correct? 573 01:55:00.400 --> 01:55:06.890 WLWV Board Room: That's Bora architects. Uh-huh. And have they worked on other projects of ours? Is that the only one that they're working on? 574 01:55:08.100 --> 01:55:11.879 WLWV Board Room: This was the first with them for us, at least 575 01:55:11.900 --> 01:55:26.789 WLWV Board Room: in the memory of anyone who's who's working at either endorse. Yeah, I remember that I don't remember. I don't remember everything for sure, but I don't remember the Board making a decision on changing the design. I do remember there being some concerns about the design, 576 01:55:27.020 --> 01:55:30.440 WLWV Board Room: the direction there was 577 01:55:30.450 --> 01:55:41.010 WLWV Board Room: very clear, the the exterior of the building was rejected, and we were to go and redesign it. That was after the design was complete. 578 01:55:41.020 --> 01:55:46.420 WLWV Board Room: So we had to start from Scratch after we had a complete design. 579 01:55:46.430 --> 01:55:47.300 It's 580 01:55:48.120 --> 01:55:49.139 you 581 01:55:52.160 --> 01:55:58.590 WLWV Board Room: any other questions from anybody? All right. It looks like that's it, Thank you. 582 01:55:58.600 --> 01:56:12.940 WLWV Board Room: An offer as always, if any member of the Board's interested in seeing any of your projects underway, or if you just can't get enough of me talking about projects, you're welcome to to contact, Kelly, and we set up time to look at any projects. 583 01:56:12.980 --> 01:56:13.990 WLWV Board Room: Thank you 584 01:56:15.410 --> 01:56:21.150 WLWV Board Room: so much to both of you and your team. I know It's a lot of work and long hours. 585 01:56:22.020 --> 01:56:30.589 WLWV Board Room: All right. We'll move on to the Department of Teaching and Learning and Dr. Soyson. I'm. Ready to hear your report about the English language development. 586 01:56:30.600 --> 01:56:39.250 WLWV Board Room: Yes, this is a very brief annual update that is required by the State of Oregon. 587 01:56:39.260 --> 01:56:51.989 WLWV Board Room: Um. And there's two pieces. There's a state report that comes out annually and just important to remember that the report is from the two thousand and twenty twenty one school year. 588 01:56:52.070 --> 01:56:53.330 WLWV Board Room: It's like. 589 01:56:55.160 --> 01:57:09.129 WLWV Board Room: So this report actually comes from legislation, and it's around accountability in funding and based on how are we actually running our program? 590 01:57:09.160 --> 01:57:14.819 WLWV Board Room: What's the progress, and how much of the allotted funding are we spending? 591 01:57:15.020 --> 01:57:35.219 WLWV Board Room: And then every two years the Ode takes these annual reports from all school districts, makes a report to the Legislature, and that's again for accountability of funding, and this has just happened in the last three years. So this is a new report. 592 01:57:37.360 --> 01:57:53.360 WLWV Board Room: So these are the points that we're in the board. Memo and i'm just going to ah touch on a few of them, and that is one of the things that we always have to remember about eld is that it's a shifting population, 593 01:57:53.370 --> 01:58:02.110 WLWV Board Room: so that when you look at it, students, you don't want them to stay in the Ed program, and so across the State. 594 01:58:02.390 --> 01:58:04.540 WLWV Board Room: No two-thirds in Oregon 595 01:58:04.660 --> 01:58:09.430 WLWV Board Room: are in grades K. Through five, sixty, eight percent, a little more 596 01:58:09.440 --> 01:58:27.349 WLWV Board Room: in Westland Wilsonville, and then the number of students, or the percentage of your students in the Ed program goes down as that same cohort goes through grades. It's typical that students stay formally in the Ed program for three to five years, you depending on the student. 597 01:58:27.620 --> 01:58:39.139 WLWV Board Room: Most students in Oregon, Spanish is their first language, and as you can see, the the state percentage, and Westland Wilson bills are similar. 598 01:58:40.100 --> 01:58:49.980 WLWV Board Room: Large number of languages are spoken as a first language, and we have thirty different languages in Wesleyn, Wilsonville, 599 01:58:50.730 --> 01:59:09.160 WLWV Board Room: and that kind of leads to this ah last part, where there's a range of diversity among our ah eld students in our district, and that kind of accounts for some of them, you know, Statewide, 600 01:59:09.230 --> 01:59:20.479 WLWV Board Room: You see that a large percentage received free and reduced lunches in Westland, Wilsonville. It's thirty seven percent 601 01:59:21.040 --> 01:59:48.079 WLWV Board Room: receive that. And again. That's reflective of the the kind of the wide range of our students. When you think of students in different schools, Um, we have yield students in all of our schools different numbers, and we have more mixes of languages in some schools than others. Another thing in our school district we do have an increasing number of families who move to 602 01:59:48.090 --> 02:00:01.890 WLWV Board Room: Westland Wilsonville, because they work in the tech industry, and they're, you know, English is not the first language, and that's reflected in our students that stopped for a few years, and now it's really on the 603 02:00:01.930 --> 02:00:08.270 WLWV Board Room: increase again in the last three or four years, and of course this is from two thousand and twenty twenty one. 604 02:00:08.340 --> 02:00:09.570 WLWV Board Room: Next one. 605 02:00:11.910 --> 02:00:21.969 WLWV Board Room: The thing that is shown in this report is work towards the Seal of B Literacy, and the report publishes 606 02:00:21.980 --> 02:00:40.679 WLWV Board Room: districts who have fifty or more students. Westland Wilsonville is one of them, and relative to the size of our district and students. When you look at the sizes of the other districts. That something that we're really proud of. You know that we had seventy students in two thousand and twenty, one, or in the seal. 607 02:00:42.180 --> 02:00:59.529 WLWV Board Room: When you look at the ratio of the fund expenditures for Ed students, the state is one hundred. It's over one hundred for two thousand and twenty twenty one. It was eighty, nine percent in Westland, Wilsonville. 608 02:00:59.540 --> 02:01:29.100 WLWV Board Room: One of the things that you know we do need to remember about that school year is. It was a year of the pandemic, and we can predict that for two thousand and twenty, one, twenty, two, we'll be up to one hundred. We have an eld teacher now assigned to every one of our schools, and so this was something that um that year it was a particularly low, so anticipate in in doing the math that we will be at 609 02:01:29.110 --> 02:01:30.710 WLWV Board Room: over one hundred percent 610 02:01:31.020 --> 02:01:35.190 WLWV Board Room: when it says that academic outcome data was not 611 02:01:35.200 --> 02:02:04.429 WLWV Board Room: included because it was waived. That was with the Osas state. Ah, assessment waivers that occurred in that year of the pandemic, but want to be really clear that in our district we look at our interim scores, we look at work samples. We have our own. You know growth measures that we use, but they're not parallel. They're not the ones the status is looking for. So that does not mean that we have not been 612 02:02:04.440 --> 02:02:06.900 WLWV Board Room: um tracking any improvement, 613 02:02:06.940 --> 02:02:23.960 WLWV Board Room: and when we had an eighty, two percent graduation rate for our four-year students and a one hundred percent for our five year. One thing we have to be really careful about with ed and graduation rates is because the number of students go down. 614 02:02:23.970 --> 02:02:42.190 WLWV Board Room: You get down to sometimes under ten students, currently, you know, receiving services in their senior year of high school. So it's it. It can sometimes be very misleading, you know, to say that when you say one hundred percent or 615 02:02:42.510 --> 02:02:46.460 WLWV Board Room: eighty-two percent Um! That's one student. So, 616 02:02:47.180 --> 02:02:50.010 WLWV Board Room: anyway, those are the um. 617 02:02:50.510 --> 02:02:52.209 WLWV Board Room: Those are the key points. 618 02:02:54.720 --> 02:03:01.210 WLWV Board Room: Unless are there any questions about this? Again, this is just a report, and if there are questions 619 02:03:01.520 --> 02:03:05.589 WLWV Board Room: find, but otherwise all right. Great. Thank you for that report. 620 02:03:06.250 --> 02:03:15.389 WLWV Board Room: Checking in with the Board members. I'm not seeing anybody with any questions or comments, so we can move on past that item. 621 02:03:15.400 --> 02:03:17.240 WLWV Board Room: And um 622 02:03:17.500 --> 02:03:34.989 WLWV Board Room: With that i'll just say that we'll be together again. Um, you can all thank everybody for us ending fifteen minutes early. It may never happen again, but we're doing that right now, and we'll be together again next week for the work session. Dr. Leadway. Thank you. 623 02:03:35.000 --> 02:03:42.289 WLWV Board Room: Um! Do we want to mention that we're instead of at five o'clock We'd like to move it to five, fifteen. The work session is that 624 02:03:42.880 --> 02:03:56.120 WLWV Board Room: I thought I heard that time helps people who Yeah. Um, They're working for me. If it works for other people. Does anybody have any concern about us moving it fifteen minutes later to five. Fifteen. 625 02:03:58.330 --> 02:04:09.860 WLWV Board Room: Okay, great. It looks like most folks are okay with that. So yeah, thank you for that reminder. Five fifteen next week, and I won't be here on November seventh. So 626 02:04:10.240 --> 02:04:11.260 WLWV Board Room: yeah, 627 02:04:12.360 --> 02:04:14.230 WLWV Board Room: um for what? That's worth. 628 02:04:15.570 --> 02:04:18.769 WLWV Board Room: All right. With that I will adjourn.
