October-7-2019-Regular-Board-Meeting-segment-4 [00:00:00] Speaking of numbers will make this kind of quick just briefly as we're watching our enrollment numbers and maybe those are a little easier to Define and track we do see that continued Trend that shows enrollment growth that the two areas that continue to highlight for us as we're kind of early in collecting our data. We still have to do some. But we lovingly call Scrub the data in the next couple weeks because we've now passed our September 30th Mark. So now we can go back into the data. But what's already emerging is again, Westland High School continues to be over capacity and has even increased students. And definitely that anticipation of that area around frog pond and just a reminder that you knew that as a board last year in this year. And that's why the projects in the capital Bond aren't responses of enrollment growth in every [00:01:00] pocket or corner of the district. But where those areas do land and that's why you're thinking about a project that does take that over capacity. Off of Westland High School shifts it to what would be a then growing our Tech and anticipates while we do have room at Wilsonville high school, but in the future, that could be a resource as well. That was also just a reminder the way the community wanted that enrollment to be shifted. Remember we showed them several scenarios. Do you want to large Mega high schools? If that's the case, we'll just keep building. Floors and rooms and adding more capacity space or do you want smaller high schools and do something different with our Tech or do you want a fourth high school and leave art ticket, you know eighty to a hundred students and when we shared all those scenarios the one that did emerge the most was bring down the high schools, especially Westland High School keep them from being. Mega high schools or 2,000 [00:02:00] plus students and grow our Tech so it could have also more programs and options. That's what you as a board have identified on the capital Bond. So it's important to recognize. Where are we seeing the growth and how that's also connected to the projects. If that makes sense. We collect enrollment data quarterly and sometimes I often remind people it's kind of like watching your stocks. You don't want to overreact every time something is up and down one month here or there. For example, we just enrolled I think the other half dozen kids the other day. So if you get too granular, You kind of over analyze what was happening at that school. I thought that this one area was supposed to get 10 kids and now it's only got eight but watching over the year. Are we still increasing in the places that that we see the enrollment growth as well as is reaffirmed by the work that you condemn contracted with flow analytics, and that is what's happening. In terms of this [00:03:00] fall quarter what we're predicting we're going to see when that data is finalized is again, Westland High School up three of our middle schools up slightly and two primary schools in particular sun sets up, I think about 40 or 50 students, but then you've got some places where they're hovering about the same. Or they're a little below statisticians would tell you that little below or a little bit above isn't significantly different because it's just that Dipper rise in a quarter. But are we seeing for example, all of our middle schools while Wilsonville High School is started this quarter of our preliminary data shows about the same. We know it's going to go up it typically has so not to over analyze the September number but to just keep looking at December. March June and we know long Trend that's kind of why I put that blue line. There is that data doesn't often always look like this straight. It can have these funny [00:04:00] little bumps, but we know in our district it's going up versus going down and it certainly isn't plateaued next slide just shows you I was out and about with my camera just last week and if you've been out to Frog Pond area, there's two developments there. Now, there's what's the Stafford Meadows and then there's also. Not sure what they're going to call it. But it's maybe Morgan Farms. I'm not sure. Here's the progress of some of the homes already. These are going to be ready for move-in if you if you were watching Villa Buon how quickly they put up these homes that are very close together. Very little yard, usually in fence line and quite dense. So on the left there already is some homes almost completed Stafford Meadows that's where the street of Dreams is. But these aren't those homes. They're already the neighborhood going up there. There's probably about a dozen up there. And then the one on the far right is the net Morgan Farms, which is. On the other side of the art of our Crest Farms [00:05:00] and there's probably I think about two dozen that look like like this and then there's a lot of dirt and bulldozing going on where our property was. And now that the street of Dreams is over there moving fast, they kind of wanted to get through that showcase and display of those homes. We predict we could even see middle of the year. Or maybe the latest summer beginning to get families who are saying I'm in that home. I'm not sure what the street is called yet, or maybe it's called something and we've got to start putting that into our GPS system. So and that was also the reason we moved those modulars Beckman Creek is at capacity. We could have started the year without the modulars maybe been okay, maybe had some blood some classrooms with a blend but we went ahead and put those in anticipating why not get those structures in place and make the learning comfortable as we get families moving in. So we had to order those last spring early spring to move on [00:06:00] it. We just weren't sure how fast the developers were going to be but wanted to make sure we had room there. I think I shared with you that while we're watching overall enrollment. You have to remember that as a board. You also put in some strict guidelines around out-of-district transfers. So that number is going down. So while sometimes the overall number seems It's not like as dramatically going up we have to remember it's because we also reducing our number of out-of-district transfers and that's some of the data we still have to clean up a little bit likely that 406 transfers And be less than that which would mean that we have even more resident students. So it's important to remember that we have total students. But then out of that there's a certain number that live outside the district. So are we growing internally might hear that term are we growing organically or internally Yes, that's what our data continues. To tell [00:07:00] us again watching the overall trend because quarterly can shift up and down different schools at different times. So And then just. This is in draft. It doesn't say draft on there. But I wanted you to just have a copy in case you need it for talking points or just to have this is the trend that we're seeing now with our inter-district or out-of-district transfers. It was a number of years ago that the board really did closed to open enrollment and then be had some real strict guidelines even around inter-district transfers and you can see that trend Going down now each year. We will always have a group of students from out of District because by law we have to if families move in the summer or any time during the school year, they're allowed to stay. That's what's called House bill for 0:07 mid-year move. So a number of these are mid-year moves And then we do open enrollment has [00:08:00] sunsetted but there's still students here are grandfathered or under under that Clause. We do have students here under safe public school choice or Court placement or homeless. And so and also in foster care that if they've moved to a different foster home just outside the district but want to stay to continue the school district There's some legislation around that so we'll always have a number but again A large group of students as we Sunset it out of open enrollment has contributed to this number going down So if you have any questions about that, once we get that table done, you're used to seeing a table. Once we get that scrubbed a little bit better. We'll put that on the website and you'll have that available. We usually get that done about mid October is when Curtis reminded me that we usually get that available So. Dr. Ludwig how many of our schools are at [00:09:00] capacity said Westland High School Beckman primary So tell me your question. Again. We look up how many of our schools are at capacity. You've just mentioned. Well, Westland is over because overcapacity. Yeah, so a door over I guess would be my question, you know these handy-dandy Light reading documents that I know you care that somewhere in there in your purse gives you that number member We recalculated capacity based on the boards. So this is it's in here to Under The Learning space capacity and you'll see Westland 1730. And we have about 1880 I think is are. Our number but again, we're verifying and that's for September. It could go up or down in December up or down in March against like watching the stock market kids come and go then we look again We compare sometimes June 2 June or September to September, you know, but the overall question is regardless what happens between quarters or even between [00:10:00] June and September. What is the overall trend should I stay invested in? Pepsi or not, you know just think of your stock market what's happening overall to that Trend So Westland High School is over Beckman creaks capacity learning space capacity is 550 and that's about where we are plus or minus. Maybe ten kids. So we're at capacity there. And so when you think about Frog Pond area developing, you know, it's going to need a little bit of that give from the modulars until we can get a primary school up and going so those are designed to help with any enrollment We might see of young children coming out of that neighborhood because that's where they would go until we've created a school. That's their closest Primary School. So do we update this chart when you're talking about the quarters every quarter? No, just in the end of the year. Yeah. This is a static yet Okay, this would this [00:11:00] gave you just a static. What was the current enrollment in 1819 to go in this document? But on the website we keep track of our enrollment numbers. Okay. Thank you I know it's after 9:00. So if there's no other questions will get to with one last item if that's okay. And well, I know my name was on this board policy to introduce it really is. Dr. Spencer Iams who watches with our School nurses. All of the policies on medication and so this is one that came to us also again from OSB as recommended updates and there are two policies that talked about non prescription prescription medication and the recommendation from OSB a is to put them into one policy That's why you see the joint delete the. The other ones and create one policy with a slash in between. So that's the proposed one that you see [00:12:00] and then from what we can also tell what's inserted in there is there were some statutes about liability that were referenced in the other policies, but never written out and often that happens in a policies They don't just often cite everything from a statute but they refer people to it. They've actually. Type that in now into the policies around that liability and that was a noticing that you had as a board or board member had and but I'll stop there and let dr. Spencer items add anything or see what your questions are Yeah, I'll let you see what your questions are go with questions first Make sure you never on time. Okay, that was off the record. I just don't want to lose my standing of never being [00:13:00] on time for any board meetings So I don't have an objection to the content of merging these or the content of any substantive changes except for the inclusion of the liability issues on this one. And so I start from a point of view and who are these policies for what do we want to accomplish with these policies is this policy for Families who have a student who would be receiving medication are these policies for staff members who want to know what they're supposed to do and what they're not supposed to do when the consequences of such and and I. Know that there's the law that's been referenced that used to just be referenced in the footnote [00:14:00] that provides that there's no liability But when I did a search of our. Board policies put in the word liability into the 397 pages and it popped up four times twice was when we have a specific policy about board liability and insurance. The other was about child abuse reporting and the other was about parents not being liable when their kids are doing private instruction off-site This doesn't fit what I see in our policies generally and I don't know that I like that the OSB a is putting liability issues into a policy that I believe Is meant to do something else if this is what our policies are meant to [00:15:00] do. Then fine but I don't see that consistently in our existing policies. So I just have concerns about inserting legal language. When what we're trying to say is how do you care for kids who have medical needs and how to staff know that and how to parents know what to expect Yeah. I appreciate you bringing that up and and. Looked at that fairly carefully and I think your question of who is it for I would sort of say yes. Yes, and yes, and I think we could look at it and at the board may choose to look at it a number of ways again. There is some value in using OSB as recommendations It doesn't mean we have to use it as is there actually a few changes in here. This isn't exactly the way it was be a brought it in. Added are and going over it with our nursing team. We added a few spots few changes. For [00:16:00] example, we added in the self-administration part Clause of if the student is deemed unable to safely self administer the medication we might revoke that because we have actually seen, you know, we've lived that with a student and determined that we needed to hold that in there that if in the nurses best All judgment it wasn't safe for the student to self-administer that we would hold that so I have no problem with as a board how you may want to work through with that. I will say in experience of working with staff who often are not medically trained staff. But under the delegated care of the nurse or under maybe they've been trained through our emergency medical emergency response teams what we call rert Where they learn things like how to safely administer Auto injectable epinephrine. Epipens we often call. That's one brand. [00:17:00] There is a deep worry with non-medical people to say like I'm actually gonna stick this needle in this child's thigh. Is that really? Okay? Am I really okay to do that There's a real deep fear from staff that sometimes, you know having that called out to say if you're doing it in good faith under. A training of the nurse that you've received. Yes it is. Okay, and we want our parents to know that our staff are doing this in good faith. And so I see what you're saying and I would say that I have a number of times kind of walked gently with a staff member down this road of yes, you never expected you'd be delivering rectal diastatic, but it's going to be okay, you know, we're going to train you how to do this And you're going to do it the vast that you to your best of your ability [00:18:00] What we do know is that there is a provision in statute and we do follow statute. So that liability has has always been recognized that disclaimer. What what looks different I think to your point director Fitch is that we often haven't written it out in our policy. We've just had that referenced And we've been able to reference that for teachers. That their statute there to protect them. I appreciate your search though and that you found that also endured child abuse reporting because I think that's probably the other thing where staff have a lot of angst or anxiety about am I doing this, right You know, it's such a can be such a personal such a worrisome so many concerns that that's the other time that I I personally see those as being the two times that people are most worried about issues of liability [00:19:00] Additional questions.
