Chelsea King Martin Here Eddie Reynold here Cafe, which here? Nice try hides your Reagan military here. So to my board members and to the staff and to the public, we're just going to treat with each other with a lot of patience and Grace today. Some of us have had more stressful days and week leading up to this and others and so anytime board members. You need to just say hey, I need a chance to review that. I need a chance to read that. Don't feel bad because I'll be needing to do that for a couple of items or if you need clarification, or I've missed something [00:01:00] speak up. This is that meeting. And I also in that regard I want to note that. Dr. Reynolds is likely to this be her last meeting with us as the West Linn Wilsonville School Board. She has served long as a board member and has served longer in her policy and funding advocacy in the state and Nationwide and she's not ending that role. She's continuing it as. Has a part from sitting as a board member here and also as a clock Miss County Clackamas Community College Board member and we want to wish her well, and in that regard, but thank her for all of the work. She's done over these years. She being who she is didn't want a lot of. [00:02:00] Hoopla, but I do want to read the plaque that we provided for her and note that the. Treats and and the beautiful flowers are gifts to her in recognition of her service West Linn Wilsonville School District, the West Linn Wilsonville school district and board of directors recognizes Dr. Betty Reynolds was sincere thanks and appreciation for devoting eight years of service and Leadership to the board of directors on behalf of West Linn, Wilsonville students and families, June 10th, 2019. And yep, you'll see pictures of evidence of her work. Thank you, Betty. And I'm going to go ahead and give my report since I'm talking and then we'll move to dr. Reynolds this in this last bed. I went to the caucus County ESD art [00:03:00] show where we had students provide artwork there. And also to the Clackamas County ESD budget committee. I had a lot of notes. I wanted to bring back to my board member. So I'll probably drop it into an email instead but would know one of the efforts that they're taking on is engaging classified staff to become licensed stuff and that kind of encouragement and that's something that we'll see reflected later in our conversation about the contract. Work certified doctor Reynolds. Thank you chair pitch within the district. I participated in planning a piece pole at Cedar Road primary. I listened to a wonderful student created and student LED workshops at West Point High School's Unity day. Attended district and state track meets participated in candidate forums [00:04:00] at well. I'm at Primary School Stafford Hamlet and it was a great opportunity and several other events, and it was a great opportunity to get out into the community and listen I hear from constituents. It's I also very much appreciated the opportunity to deliver greetings on behalf of the board at the retirement celebration and to congratulate staff and classified and certified staff and administrative staff on their incredible dedication to the district. I attended three graduations as we all did and it was there always such joyful events and I particularly find the Arts and Technology graduations compelling as you can see from that photo. It's just because the students have have worked so hard to achieve their goals. And I really appreciate the dedication of Staff in helping them [00:05:00] helping them achieve that Milestone of graduation. I've been participating all session in weekly legislative updates three different organizations, Oregon school boards Association, Oregon Community College's Association and the Oregon Revenue Coalition and I think rather than go into highlights. Say that the legislature is sprinting towards I need eye on June 21st. That's their goal. It's not the statutory deadline but two bills that have passed probably have the most significant impact on the district's budget. And that's House Bill 3427. The organ Student Success act and Senate Bill 1049 pers reform. I'm and is ginger indicated. I'll be completing my eight-year term on the board on June 30th, but I'm not going away. I'm really looking forward to continuing on the Clackamas Community College Board and to the important work that the college does [00:06:00] and also working with the district on Career pathways. And that includes Advanced paste placement in dual credit programs more fully utilizing existing that the existing Clackamas Community College Wilsonville campus. So I'm just looking forward to that collaboration continuing collaboration with the district on those transitional programs. I'm also community colleges are members of Oregon school boards Association. So I'll remain on the OSB a board and I'll also be the OSB a rep on Oregon Community College's Association and that again, I'll continue on the national school boards policies and resolutions committee. So I just wanted to take a moment to express deep gratitude to everyone. I think that the board Administration educators. Um classified staff are so dedicated to that one important purpose of helping [00:07:00] all students achieve like to thank the community for their continuing support of the district in terms of local option Lebanese Capital bonds, and so many so many Partnerships we have within the community and thank thank you to two community members who make your voices heard and most importantly to students who give us hope for the future. All right, I'll kind of its kind of a list of activities. Keep in mind too. I unfortunately was not here at the last board meeting. So I have a couple of activities from then I've had the opportunity to go a company or be a sham Peron on a handful of field trips including a Saturday field trip to Oaks Park with a wood choir. So wings and Wags waves with Beckman creaks 5th graders and a trip to Washington DC with a [00:08:00] group of eighth graders from wood for their mock National. Mock trial Mark Congressional hearing national competition of which unit for which just so happens to be the unit. I coach did bring home an award for their unit. I had the opportunity to attend a meeting alongside. Three Rivers principal Nick Chapin along with dr. Ludwig and dr. Hughes just to revisit and revise and discuss the terms of new Charter terms with TRC s of which we'll talk about more detail later. I attended Springfest at Wilsonville High School along with everyone here attended the budget committee meetings. I conducted an art lick let. Project at Buckman primary school. I did go get my tomato plants from Crest and [00:09:00] they are growing really well in my garden. And once we slow down here this week. I have dreams also of plucking some of those basil leaves that I got and making some pesto I a multitude of music concerts here at the end of the year. I had the opportunity to listen to you. I went to the ninth grade incoming 9th grader activities info night at Wilsonville High School. Along with all of you attended three graduations last week and I had to Promotions to attend today a handful of smaller retirement celebrations for individual teachers within our district. Oh, we had the School Board elections. Congratulations Chelsea. Congratulations, Christie field day and. [00:10:00] I also will have a child taking the summer school courses this summer. I like to start by thanking you dr. Reynolds for your years of service. We knew each other before I served on the board and you did a lot to encourage me to step into leadership positions and I appreciate that and serving with you here also has I'd say the two things that I really learned from working with you is. Focusing on data and focusing on policy and I learned that from working one side of you. So I appreciate that. The big thing I did. Wow, that's loud. The big thing I did this past month was want to campaign and that was really hard work. Congratulations. Also to Christy Thompson who's in the audience for winning her campaign and I just stand the [00:11:00] work became even more meaningful after I'm really having to explore why I want to do the work and talking with the community about. The work we do here and so I'm very honored to have been chosen by my community to continue to serve in this capacity and very dedicated to the kiddos of who I love and to the work and so I hope to continue to be of valuable service to all. A few of the activities that I did that were enjoyable was attended that Workforce graduation scholarship ceremony at Clackamas Community College. They partner with the Wilsonville Chamber of Commerce and provided two scholarships to students who want to go into Vocational Technical education. So that was a very fun and sweet ceremony a couple of excited seniors who will go to Clackamas Community College with their thousand dollars each of their pockets. I did have the opportunity to go to the [00:12:00] district art show at Arts and Technology high school. And anybody who was there saw the the masterful redesign of the festivities after we were outside and the thunder and lightning came and we moved the activities to inside which included I don't know was it a it seemed like a hundred little kids maybe it was just 50 but in their full regalia to do the. The dances that represent different regions of Mexico and I remember dr. Ludwig when you walked into a parent was like, oh thank goodness. Dr. Ludwig is here and we're all moving furniture and saskia is directing people and it was really cool. I love watching those representations of that different cultures from Mexico. So that was neat and then of course all the art the visual art displays and Junior scoops. I did have the honor of going to Seattle with Meridian Creek Middle School band. Athey Creek Middle School was also there and shout out to Barb [00:13:00] Fontana for what she's done with that band and choir program and just two years the choir one. First place and the band won third place and are one of our soloist from require one best jazz soloist as well. So it was a really strong representation by a program that's only been around for a couple years. And I'd say the thing that was the most meaningful to me that I participated in was a peer mediation program that a couple the school counselor and forgetting her name right now at kinds of wood and Alison Bond Savage are collaborating to create a peer mediation program. So they had a cohort of seventh grade students and they're teaching them how to mediate. And when their eighth graders, they'll be available to students to mediate conflict as it comes up, so I'm was there for that three-hour training and was able to offer some of my skills, and I hope to continue to work with that cohort next year, and I'm so [00:14:00] neat to see to for us to train students and how to help other students. There's a lot of value in that so I'm excited about that program. That's it. Thank you. So may is usually pretty crazy. And this one is no exception. I'm finished coaching obligations baseball is done three graduations as the vice chair. I've completed the superintendent evaluation process, which will hear about later tonight. My son was promoted from 5th grade today, which is exciting. We going through that process of going to 80 next year picking instruments and foreign languages. The field trip Seasons almost over. I'm going to my last chapter in my last field trip tomorrow morning with my son's first grade class. Yeah, and I do want to take some time to recognize. Dr. Reynolds Betty you are going to be so missed in my two years in the board. I just really come to appreciate the role you have on this board. [00:15:00] Nobody works harder than you. Do. You are an encyclopedia of information. As a new board member coming on you were always selfless with your time questions. I had regarding process regarding content. You always were showing information and you know in a lot of ways you're a real model board member and that it's really. You know as board members you walk that line between working with Administration and also being a check on Administration and it's a really fine line and you're a good reminder of you know, why we're here you ask a lot of really tough pointed questions, and I think it makes all of us better board members, and so I know two terms is kind of the norm, but you're certainly going to be missed. Thank you for your service. Yeah. I think it's an [00:16:00] understatement to say that it's been a busy last few weeks. I think we've heard that from each the board members as they've listed all the events that they've been attending. This picture is our students at the ice F competition and it was exciting to hear reports about their experience competing internationally and then also the recognitions that they received while they're so it's a great picture and the learning was tremendously. We were hearing that from the students as well as the staff who are able to go. So the next few slides just our pictures and highlights most of these events. I was able to go to the Meridian Creek track meet I that I finally got to was the first that they were able to host on their campus. So it was very exciting to be there and see the staff proud to host that track meet as well as just students having a great time competing and also doing their personal bests 01 think Meridian Creek for pulling that off this year as director King Martin. Mentioned when you're a new school, there's a lot of details that go [00:17:00] into something as simple as let's host an event. How do we do that? And is everything ready? So we heard about the symphonic choir less than High School receiving that Championship principal Newman is here and we were able to hear the beautiful voices at graduation and it's no wonder why they competed so well. Beckman Creek International that I was able to get to some softball and baseball games as they were wrapping up their Seasons. Lots of field days the next slide continued events Unity day as director Reynolds mentioned was that another outstanding event West Linn Wilsonville high school as well with their Doernbecher days want to thank saskia Dressler again for. Her staffs incredible work with hosting the district art show. It's just truly spectacular having it there. It's a beautiful venue and I know your staff puts extra work into that. I want to recognize dr. Josh [00:18:00] flossie and dr. Jennifer Spencer Iams for our second annual leading together luncheon. This is with all of our health partners in the area. So doctors psychologists psychiatrists who work with our families, but in their private practice or with their medical facilities who came to the luncheon and. Partner together thinking again about leading together and how do we share families and support families when they are in places of either medical or social emotional need and how do we learn from each other and build and strengthen our communication our partnership? So thank you for getting that organized information another great event. We've mentioned the district retirement celebration. And of course I was able to attend each of the high school senior award ceremonies and. Those are just some of my favorite times to recognize our seniors and to hear about the places. They're off to go to and the world that's ahead of them. More [00:19:00] events on the next slide. Thank you Joe. Also at the cedar Oak piece pole want to thank the rotary and the interact club for their work with that and dr. Reynolds is a large part of supporting that work and with students and. We had a lacrosse championship game, which we were doing really well leading up into the half and then make us we go kind of pulled out ahead of us, but it was such a great turnout of students on that Saturday want to thank again principal Newman and his team for being there and being so supportive of students and it was a great day regardless see the outcome. Our district team as we continue to work on high school Success in measure 98 and thinking about College and Career Pathways had a wonderful visit at the CCC Harmony campus there about 10 of us who attended all three high school principals in addition to a number of our district administrators. Dr. Mario Gomez and then a couple of teachers. As well as [00:20:00] one of our district nurses as we think about Pathways with Health Sciences and nursing and so that's the picture down below where you see kind of all of us around the table. They hosted us for close to an hour and a half meeting and answering our questions describing their programs and how they could partner with us and then giving us a tour of their campus, which was great. And then Middle School promotions this morning. They decided to have them all at once all four Middle School's. So I was able to go to ends of Wood Middle School and it was a great event as usual. Next and we've all mentioned the graduations which are such a highlight this time of year as well as in the far left corner. This is the adult transition graduation ceremony, which beautiful. Tailed also at Arts and Technology high school and it's very personable family and friends attend and I believe we had eight students. I'm seeing nods in the audience who graduated from that [00:21:00] program and are off to continue in adulthood thinking about their next steps. next slide. I'm dr. Spencer Iams and I made a rush trip down to Salem just before executive session this afternoon. We were asked to testify in front of the education committee for request by fact, Oregon as well as Senator. Rob Wagner And as a school district representing one that has inclusive practices. And so it was an hour of testimony jointly delivered from both. Leaders of fact Oregon as well as parents and then we were the school district act to ask to co-presenter. So we were able to do that this afternoon and it was such a gratifying experience to sit with parents and to speak about our partnership and how we are working towards really making sure every student [00:22:00] has access to the general education curriculum is in their neighborhood School in the general education classroom, and that the services that they need are being delivered to them in their class and we are as we know one of the few districts in, Oregon. And implementing as far along as we are inclusive practices and it was nice to receive an acknowledgement of that by Senator Wagner that we are leading this work in the state. As you know, we've had about 14 school districts visit us in the last year and a half to see where we are in our journey as they are thinking about where they're going asking a lot of questions and become partners with us in the work. There's a picture on the right of a school district all the way from Tennessee that came out to observe our inclusive practices and had heard about us through media reports that were done in Washington, Seattle news. And came all the way out to observe where we are in that work and some visitations of schools and then sat down for debrief [00:23:00] luncheon want to thank again, dr. Josh flossie. And dr. Spencer Imes for putting that together as they have with all the other 13 school districts. Sometimes we feel we benefit more from those visits then maybe the people coming because it gives us an opportunity to show where we are and talk about our work and they ask really good questions, which keeps propelling us forward. The last piece I want to share with you as we are moving into now this legislative work around the Student Success Act is just share with you. How does this now start to unfold we've heard about the passing of this act of House Bill 3427. Which then which does then through a tax reform provide more funding to K12 schooling which means now that that's passed what our school districts being asked to do. So, we'll just move through this kind of quickly because I know we've got a long evening ahead and we have lots of opportunities in the [00:24:00] coming weeks and months to keep hearing about this. So this isn't the one and done you don't have to remember everything from tonight. This first slide just reminds us that this extra funding of the 2 billion dollars is coming from a tax and you can look at this later. But this is kind of the overview of the revenue package that then produce the additional funding for for K-12 schools next slide. So what happens with that 2 billion dollars about half of that is set aside for it's a grant which means school districts do have to apply for it. Just like measure 98 just like title funding. This is Grant based funding that we are now receiving from the state and those four bullet points or sometimes referred to as the four buckets is what we have to write our grant. Submission [00:25:00] towards expanded learning time student health and safety class size reductions and well-rounded learning experiences. The other fifty percent of the funding is divided into Statewide initiatives and early learning programs. And those will also be applications that school districts. We are qualify for or request. You'll see number one on that in that middle column says full funding for measure 98. So if you recall the last two years, we only got partial funding from that legislative that legislate legislation this then fills up. The remaining portion of that funding is going to come out of this house bill 3427 the two billion and so we've been asked as we submit our renewals for that measure 98 funding to submit for the first portion that we received again like we did the last two years, but also. What would you spend the additional funds on that are now being allocated [00:26:00] based on the Student Success act and then you'll see some other areas and we'll have lots of many more opportunities to keep discussing these items going forward but you've got a copy of what makes you have a copy of this PowerPoint and I want to thank kosa for providing these slides as they've been now putting things together for four District leaders next slide. The next few slides are going to talk about so how do we implement this investment account? How do we start getting ready? The big decision has been made what's now the work on the ground? So the first thing being asked is for school districts to begin putting together a plan and that involves A needs assessment. What is it that District State holders believe they need in terms of those four buckets. And how do we receive that information from school staff from students from parents a number of the recent? Advisory groups and surveys that we have done could fulfill [00:27:00] some of this needs assessment but likely we'd have to do others. So if we did some surveying or we had focus groups, how is it that the community gets involved in also putting forward recommendations towards the district's Grant application. So that's work that will be having to do is we put this together. You'll be hearing about that in the coming weeks and months to make sure that we have the data about how we made that decision and the impacts that we believe having that additional funding will have four students in our district particularly underserved students next slide. So we're submitting a plan. It's a four-year plan, but it's submitted every two years and will be. Will be reviewed by a committee. So there's a lot of work being done at Department of Education right now is they put together Staffing and committees and folks who are going to be providing support for these plans to districts that need help writing them writing these [00:28:00] grants as well as then reviewing them and getting that information back. next. This is just a review that once we have this plan in place. We do have to make sure it's publicly available. So we're presented at a board meeting just like we did with measure 98 people. The public will have the ability to comment in an open meeting. You will approve the plan. As a board and it will be available in our district website. So again, this is just because it's a grant and full transparency. The community wants to see how the district is spending those funds. Some of the outcome indicators that the state may be looking for in terms of what are you doing with this grant funding how will it affect graduation rates ninth grade on track towards graduation third grade reading proficiency regular attendance. These should look familiar. They were part of the. [00:29:00] Indicators that we've had before in terms of measures for success in school districts. So using those that are research-based and have some indicator connections, so they'll be looking for growth Targets in those areas as some outcome based measures as well as you'll see that last bullet point other local metrics may be used to develop performance growth targets will be considering those next. It will be audited progress reviews. And so we're going to start to see likely an increase on the part of the state around auditing these grants that are now coming so. When we get our our state school fund per student, that's one big source of Revenue. But now what we're starting to see in Oregon are these additional Grant funded Revenue sources measure 98 specifically for high school graduation and expanding CTE the school Student [00:30:00] Success act specifically for these four areas. So each of these specific grants now come with. Criteria they come with this is what you can spend the money on and then how do you implement it? How do you monitor the progress around it? And how do you report back? And how is it? Next I apologize for the very small font. I tried to enlarge it. This is how it came. But this is this is essentially a timeline. We're on the far left in the blue where it says rulemaking and system development. So this legislation has now passed. How are the rules being developed around? This These funds. How is the two billion dollars going to be allocated? What do school districts have to do to receive the funding? All of those rules are being developed right now. And will be rolled out to school districts. What we are doing on our part is the second blue bar where we're beginning to think about. We'll do a lot of work this summer. What is our Improvement plan in our [00:31:00] district those four buckets that we would be spending the money on and how do we begin work around that needs assessment so we can begin doing some of that work this summer and into early fall in that first Gray Bar. Or the end of that second blue bar is that we have to have this submitted sometime in November which seems like a long ways away. But when everybody retreats in the summer, it comes pretty quickly. So there's a lot of work we need to do to get this Grant application in by November is the timeline at this. And then it will be reviewed by the committee that the committee's that are being developed at the Oregon Department of Education. And then you'll see in the last Gray Bar very likely the funds will be made available in the summer of 2020. So this is not funding that will be able to access in the 1920 first year of the biennium, but hopefully by the second year as right now, there's a lot of legwork and ask of school districts in terms of. [00:32:00] How we're going to petition for those funds and fill out the Grant and then if we receive them. But you'll hear much more but I think what's happening out there as folks have heard that the house and the Senate have passed that legislation. There's a lot of excitement around additional funding for schools. And now we're in that work around. How do we Implement that additional funding? Okay, and then Curtis, could you put up the. Lovely slide again. Thanking dr. Reynolds. I don't know if she saw the great slide we put together for her. But I also would like to thank there's all these great pictures that that drop down over. I don't know if we have all eight years represented, but certainly some highlights there and so on behalf of the staff.
