Okay, what we had before the board is our memo about inter-district transfers and this is that time of year when you make your annual decision as a board in terms of guidelines and practices for these transfers per our policy just remind our board as well as the public that. Each v36 81 does sunset July [00:01:00] 1st, 2019 and for direction from OD e&w superintendent quote. Gil districts should not go through the Open Enrollment procedure in the spring and cannot enroll students through open enrollment in 2019 2020 to so I just reference that at the beginning of the memo, but we do not need to go through that process. Of course, we have a couple of our policies that still refer to open enrollment. And we are in the process of amending those pending formal language from OSB a we've had several calls to them. They thought they would have the new policies updated by last week which would have been perfect timing for this meeting. They're not completed. But essentially they're just removing some of that old language out of their policies for us to then amend. So once we get that new language from OSB a we will bring you. The updated policies that do then match this [00:02:00] practice. So you'll see we have decisions to make about inter-district transfers. This is outside of open enrollment. So this is when two districts come to when our district can make an agreement as to who we will allow into the district pertaining to non-resident students. So once again staff is considering space available for this coming year and thinking about our middle and high schools and the following is our recommendations. That the district be open for inter-district transfers beginning February 1st, 2019 under these criteria non-resident students currently attending siblings of non-resident students currently attending that would mean that no new families would be accepted. And that would include preschool. [00:03:00] Sometimes people misunderstand that preschool is already part of the K-12 inter-district transfer, and it's not and then also that we will be closed to inter-district transfers at Lowry and Trillium Creek primary schools, Rosemont Ridge Middle School and Arts and Technology High School. families can submit their transfer request. And we will approve them by June 14th 2019. So that's four requests coming into the district in terms of request to transfer outside the district. Last year you approved 20 spots. We've increased that to 25. We don't believe that would be a hardship for the district. But as we. Looked at our waiting list. We always just had a few more than 20 and [00:04:00] so we thought about increasing that 225 that's up to you. If you'd like to go back to 20, that's fine. But we didn't feel that slight increase would be difficult for the district. And again, we were looking at Trends over the last few years. So after this evening, depending on your decision, we would begin then on March 1st to accept requests for release and then you can see the criteria for priority, especially if there's more than 25 requests. prioritizing high school students to either stay at their current high school and then looking at. Middle school and primary school and siblings. Thank you. Dr. Ludwig. I had a few questions when students come to our District 300 District transferred to the state funds always follow them. Yes. Okay, [00:05:00] and then I see in Section 1 B. Now the the following schools are closed to energy transfers Lowry Trillium Rosemont in arts Tech High School. Is that because all of them are at or near capacity? Lowry and Trillium, yes, and they also contain the Dual language program which we always need to make sure we have enough capacity not only in the neighborhood but also to accommodate those programs. So we've been watching that for a while and feel that we need to make that consideration. Rosemont Bridge because of enrollment capacity it has come down and we had a conversation as staff has it come down enough that we feel we can open it again and we felt one more year would help us to either maintain or get it down one more little bit further in terms of enrollment. [00:06:00] We had these other programs and are there any other schools in our district where the energy transfer is closed besides those for? When he introduced tricked transfer is closed right was this is a schools closed energy transfer include in the list those for I'm wondering if there's any others. Yeah. These are the only four and the last question and section to you list the price the priority given to students who were who can apply for this those who are currently attending High School Middle School Primary School. And those who have siblings that are attending one of our schools after you fill those three categories. How many do you expect are going to be left for the students making new transfer request in those 25 spots? Well, we kind of [00:07:00] watch that Kelly talks to the families more than I do. We've usually just had a few more than the 21 you come to the microphone Kelly. You can give some history. As she's doing that I do want to just amend while these well, this is pertaining to schools closed. We do watch our Junior and senior class of our high schools in terms of transfers and sometimes we accept them there and but most often we don't but that's not the whole school being closed. With regard to the releases, we start accepting applications should the board of vote for this we would begin accepting applications February first and then based on the parameters that you approve start releasing them March 1st. So it's not first come first serve and February parents don't have to stay up at midnight and get that in. So let's say you approve the 25 releases and we've only [00:08:00] received. Three releases by March first we would release them based on those parameters. And then after that it's first come first serve if we had 30 on March 1st, we would base it on your parameters there and work our way down. And do you have a sense Kelly of when you go through the priority? So first is high school students currently enrolled then minimum primary that are enrolled and then students that have siblings that are enrolled how many spots are left Mommy? Many because it doesn't come into play people don't really realize that they need it until later on late. Later. May and June. And again, you're looking at section 2 I think director hides and those are persons requesting to leave our district. And those are people that generally haven't even been here. It's mainly mainly people that are in neighboring cities that they're moving here, but they want to finish out at Lake Oswego. I can be. [00:09:00] All right. Thank you that clarification that helps. Those are my questions. if I could 80 when Rosemont Ridge was closed 80 creaks enrollment went up by a hundred and I just wonder. If you could speak to that you expect and you know similar increase with Rosemont remaining closed when we closed Rosemont. We were also doing that soft adjustment with opening Meridian Creek. And we did make some stipulations that students enrolled here from outside the school district would then attend Athey Creek and then some we said would attend Meridian Creek. So there was an expectation of attendance for students [00:10:00] who do not reside in the district. We also created some choice at the same time for families to attend Bolton and Cedar Oak could choose. Easy Creek or Rosemont? And then Athey Creek or meridian? So we also been instituted these Choice zones, and that was our soft way of adjusting some boundaries and shifting some of that enrollment off of the dense areas of Rosemont and also shifting some of that density off of Athey Creek towards Meridian Creek, so we're still living in. How have those shifts then impacted the school's when we look at the numbers. We saw that first increase that we were hoping to over to Athey Creek off of Rosemont, which was great and then off of Atheon to Meridian. We don't believe just two years of that is enough of a [00:11:00] pattern shift in the community, but that we certainly need a third year to help families. To those other areas we anticipate looking at our numbers and I'm just looking over at dr. Downs there who's studied them for the night. I have that we might see another little bump at Athey Creek but not as significant as we did that first year with with the shift. How's the okay? I have one more question if I may the waitlist paragraph. At the end. Does that refer to number two or both one and two it it appears that are applied to a waitlist for the inter-district transfers from the distance you refers to number two. Okay. Thank you. [00:12:00] I'm understanding you. Dr. Ludwig to say that the district considered whether Athey Creek should be closed and determined that it didn't need to be closed. That you did consider whether Athey Creek given that experience needed to be closed and determined it did not need. Actually more of our conversation was around reopening Rosemont and not having it close and we felt we needed a third year there each year you get to look at the data again and make this decision its annual which is the beauty of this so we don't have to make one decision that has to last for a long time. But we do believe we need a third year for Rosemont to stay close. If I made just for those watching at home, just to make it simple. Your what Your vote is is [00:13:00] not too open for inter-district transfers for out of District students. It's a student that experienced in meteor move. So it's for house bill for 0:07 or Senate Bill 709 for Midsummer move. Anyone that experiences a move your voting that they can get a release from the residential school district. They're already here and you're proving them to graduate with their peers and in the house build their statute Burbage for attendance and behavior. And along those lines I would just know in my experience the legislature in in many respects understands the research that child being able to continue with their peers at school increases their success at school and their graduation rates.
